DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Houston Public Works "HPW" Department is actively searching for a leader to embed in the Strategic Procurement Division and lead the HPW employees there. This individual will plan, direct, and manage a wide variety of procurement and administrative activities related to the purchasing and contracting of materials, equipment, and services on a competitive basis for the department.
Responsibilities and duties will include the following:
Manages, trains, develops, counsels and evaluates staff performance
Establishes policies, procedures, guidelines and project schedules.
Develops and interprets codes, ordinances and specifications.
Manages and negotiates procurement terms and conditions with potential vendors.
Drafts and reviews proposed contracts, correspondence, letters of agreements and amendments.
Ensures compliance with all federal, state, and local procurement rules relating to all formal procurement methods, including requests for proposals, requests for qualifications, invitations to bid, and cooperative purchasing.
Manages procurement personnel in the review, processing and monitoring of contracts, bids, purchase orders through the City's procurement process.
Develops, reviews, and approves new or improved administrative and purchasing procedures to ensure economy and efficiency of operation.
Approves complex bid proposals and specifications. Presents recommendations on purchases requiring upper management and/or Council approval.
Interprets and directs the development of contract provisions and reviews contracts for accuracy.
Evaluates and approves changes prior to bid and renewal.
Manages and participates in the preparation of financial and administrative reports for upper management.
Interfaces with vendors to achieve conflict resolution. Investigates claims where vendors fail to provide services or materials as specified and recommends action (i.e., penalty).
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
This is a Houston Public Works Emergency Management position at the Tier III Level. MINIMUM REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.
Seven (7) years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.
A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
Preference will be given to Candidates with the following:
Experience and understanding of Federal, State and Local Government procurement policies and procedures, is a plus. Good working knowledge of the City's purchasing process and procedures or formal governmental purchasing experience is preferred. Experience with purchase to pay processes including SAP is a plus.
Person must be proficient in Microsoft Office products (Word, Excel, Access, PowerPoint and Outlook). Must have good written and oral communication skills. Person must have organizational skills, ability to prioritize and handle multiple tasks at one time.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
