DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Houston Emergency Center is seeking a Division Manager who, under the direction of the Houston Emergency Center Director or designee, is responsible for the overall operations of the 911/Fire / EMS Call-Taking Section. The individual will monitor all supervisors to ensure that policy and procedural guidelines are met.
Responds to inquiries from the Director or designee regarding operational status.
Plan, assign, supervise and review work of all personnel assigned to the 911/Fire / EMS Call-Taking Section.
Responsible for performance evaluations for personnel assigned to the 911/Fire / EMS Call-Taking Section.
Ensure that monthly activity reports are completed in a timely manner
Conduct operational performance audits in a timely manner
Ensure that staffing levels are adequate
Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new development in assigned work areas.
Keeps Operation Managers fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
Communicates and coordinates regularly with appropriate staff and external partners to maximize effectiveness and efficiency of interdepartmental operation and activities.
Coordinates special projects, including planning, research, presentations, promotions and evaluation of HEC employee training needs.
Available for "on call duty" during emergency situations and any activity deemed necessary by the HEC Director or designee.
Position is physically comfortable. Work is substantially complex and varied, and requires the interpretation of technical and detailed guidelines, policies and procedures in combination. Analytic ability is needed to gather and interpret data where answers can be found only after careful analysis of several facts.
This position is Tier 1 which may require extended hours, weekend duty and overnight work and availability. MINIMUM REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Finance, Accounting, Engineering or a closely related field.
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.
A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
Extensive directly relevant management experience with the emergency communications, communications certification programs. Preference will be given to applicants who have at least 3 years' experience over a division or department managing 20 or more employees. Extensive familiarity with personal computer software such as Excel and MS Word. EMT certification preferred or able to obtain within 3 years of hire. Strong interpersonal and communication skills. Directly related professional experience may be substituted for the education requirement on a year-for-year basis.A Valid Texas Driver's License and compliance with the City of Houston's policy on driving (AP 2-2) is also preferred.
Preference will be given to applicants with professional association certifications such asAPCO International's Registered Public-Safety Leader (RPL), Certified Public-Safety Executive (CPE) or NENA's Emergency Number Professional (ENP).
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
