DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Mission: To provide integrated municipal waste management services designed to support environmental sustainability and economic development in all communities throughout Houston.
The successful candidate must have a strong background in the field of actively participating in the development marketing of community outreach activities, education events, and city-wide initiatives.
The candidate will manage the performance of 4-7 direct reports supporting internal and external communications efforts and community outreach coordination. Including quarterly performance assessments, individual development plans, and supports daily/weekly/monthly execution goals.
Develops and shares communication strategies including key performance indicators and engagement/impact reporting. Demonstrates ownership of division and section performance and takes appropriate partners to drive results and improve outcomes.
This role will deliver strategy and projects in support of customer outreach and education, and internal/external communications for all Solid Waste and City department partners.
This role is considered essential personnel, and the employee must be flexible and is required to work during emergencies, natural disasters, possible late hours, and occasional weekends. In addition, this role will travel to locations throughout the City of Houston.
The position reports to the Department Director and Deputy Director, Administration.
Performs other duties as assigned.
WORKING CONDITIONS
The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions.
Requires the ability to make simple gross motor responses within large tolerances. EDUCATION: Requires a Bachelor's degree in Business Administration, Public Administration, Education, Journalism/Communications or a field closely related to activities of the division.
EXPERIENCE: Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.
A Master's degree in Business Administration, Public Administration, Education, Journalism/Communications or a field closely related to the activities of the division may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS
A valid Driver's License and compliance with the City of Houston's policy on driving (AP 2-2). Preference will be given to applicants with experience, education and/or training in administering/supervising an enforcement or regulatory function, preferably with experience in the public sector. Public speaking skills are highly desirable.
The selection process will involve application review and/or interview. Department may administer skills assessment test.

PAY GRADE: 29
