The Division Manager of Administrative and Impact Fee Services has oversight of the following: Department administrative personnel (i.e.

Administrative Assistant(s), implementing new software for the Department, reviewing and processing impact fee assignment letters and reviewing impact fee invoices, tracking subdivision and infrastructure bonds, escrows and completing all applicable and required reporting forms. This Division Manager handles data reporting for the Department and works with other Division Managers in the Department to ensure timely processing of requests, applications, acceptance of infrastructure, and issuances of Impact Fee Credits.

Education / higher education:   Bachelor's Degree

For required college degrees, applicable field(s) of study:  Engineering, architecture, construction management, urban or community planning, public administration, business, finance or a similarly related field.

Minimum number of years of directly related experience:  Five years in any area of engineering, architecture, construction, planning or infrastructure development administration.

 Must have one year of lead or supervisory experience.    In lieu of a degree, the incumbent must possess nine years of combined relevant experience.

Education and/or experience preferences:   Bachelor's degree and a minimum of six years of relevant experience.

Driver's License requirement:    Infrequent Driver -- Regular Driver's License     Required Endorsements:  None

Knowledge:  Knowledge of infrastructure development, accounting, budgeting, general concepts of financing construction and general concepts of online application forms for building permits.

 Knowledge of construction and impact fee functions.  Knowledge of ordinances, and State statutes and, and best practices for impact fees and infrastructure development.  

Skills:     Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position.

  Use of technology, equipment and software typically used in the office environment and specific to online permit applications.    Skill in supervision and management of diverse staff; computers, software (permitting software, Excel, Word, PowerPoint, Bluebeam etc.), copiers, scanners, Internet, email, calculators; planning and working with intricate data and computer programs.    Reading, analyzing, and interpreting professional scientific and technical journals, financial reports, and legal documents that apply to the work; effectively presenting information to top management, public groups, and/or elected or appointed officials; responding to inquiries or resolving complaints and disputes from staff, customers, regulatory agencies, or members of the business community.  

Abilities:  Define problems, collect data, establish facts, and draw valid conclusions.

 Interpret an extensive variety of technical instruction in mathematical or diagram form. Create and maintain accurate records.

Interaction with Groups/Agencies/Entities:  Works with developers, contractors and property owners on determining system level infrastructure improvements, determining and assessing impacts fees and logging and tracking infrastructure that is dedicated to the City.  Conducts meetings with management staff, developers, builders and property owners to anticipate permit submittals and reviews; works with IT Department to implement new technology in a manner that will limit disruptions to staff and the public.

The following functions are typical for this position.  The omission of specific functions does not exclude them if the work is similar, related or a logical assignment for this position.  Other duties may be required and assigned.

  • Assures timely and proper processing of Department activity reports.

  • Determines work procedures, prepares work schedules, and issues written and oral instructions to staff.

  • Manages the planning, training, budgeting and implementation of new permitting software.

  • Prepare and administer the Division budget and aid in development of the Department's budget; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies.

  • Oversees the Division's records as mandated by the State of New Mexico, which includes oversight over the scanning and archiving building plans, Planning and Zoning Board applications, Code Enforcement case files and engineering plans.

  • Reviews and recommends changes to the City ordinances regarding Development Services.  Conducts meetings with management staff, City Attorneys, developer and property owners for review and approval of proposed changes.

  • Calculates, assesses and monitors impact fee credit assignments and updates building permit invoices to reflect the approved impact fee assignments.

  • Works with developers and other City Divisions and Departments on impact fee reconciliations to ensure that the credits are appropriately tracked. Assists with periodic updates to the impact fee ordinance.

  • Tracks acceptance of City infrastructure and logs the acceptances with the Finance Department.

  • Manage and participate in the development of goals, objectives, policies, and priorities for assigned programs; administers policies and procedures.

  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommends within departmental policy, appropriate service and staffing levels.
