The Spotsylvania County Department of Utilities/Public Works is seeking to hire a Division Director of Facility Management to work as part of an innovative and energetic team. The incumbent will champion commercial construction projects ranging in size, including: renovations of existing facilities, new base building commercial construction, tenant build-outs, civil, and solid waste projects.

The successful candidate will be responsible for the implementation of the collective goals and objectives developed within the Department to ensure overall system integrity. The candidate will be expected to respond independently to various construction and engineering challenges that arise.

Special Duties & Responsibilities:
Leadership and Teamwork

  • Monitor, evaluate, manage and develop the performance of team members; execute dialogues, develop plans and follow-ups and take actions accordingly.

  • Provide guidance and direction for the team, including setting performance standards, providing technical advice, resolving requests for information.

  • Enhance partnerships with various departments including Utilities, Information Services, and Community Development.

  • Fosters and promotes the development of workplace culture based on collaboration, mutual respect, and responsibility; promotes a strong culture of safety awareness and compliance.

Project Management

  • Project development: draft specific scopes of work for solicitations; prepare additional solicitation documents as needed including floor plans, section and enlarged details, and schedules.

  • Designate managers to perform specific technical or administrative functions. Serve as project champion for multiple simultaneous projects.

  • Execute baseline property condition assessments.

  • Execute takeoffs in-field and by electronic drawings. Must have the ability to quantify linear feet, square footage, square yards, and lump sums.

  • Provide cost estimating for capital renewal projects using construction publications and records.

  • Integrate life cycle cost management strategies with facility service contracting.

  • Perform energy analysis with BAS and utility tracking data.

  • Manage the tracking of data and information sharing.

Contract Management

  • Advise on, or determine, need for a product or service; review technical requirements; determine deliverables required from the contractor; conduct market research to establish requirements and identify the marketplace; provide technical information to assist in determining type of contract and level of competition.

  • Conduct source selection activities. Serve on panels to evaluate technical or business proposals. Conduct past performance evaluations.

  • Monitor technical work of the contractor, and perform quality assurance and inspection of deliverables. Monitor the contractor's compliance with schedule. Provide technical direction to contractor within the scope of the contract. Ensure the contractor properly corrects all defects and omissions. Monitor contractor spending and review and process payment requests. Execute contract closeout or termination.

Minimum Training & Experience: Bachelor's Degree in architecture, engineering, construction, or related field with five (5) to seven (7) years of related experience with supervisory duties or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.

Employee shall have at least one professional licensure/certification as a Professional Engineer, Architect, Building Official, Facilities Manager, LEED AP, or Certified Energy Manger.

Ability to work with various computer programs including Computerized Maintenance Management Systems (CMMS), Geographical Information System (GIS) and common business software systems.

Assures appropriate custody and control of prisoners; protects and assists the courts and serves civil process. Work involves patrolling County streets and neighborhoods to deter crime or apprehend and/or arrest violators or suspects; responds to calls for law enforcement assistance and gathers information for criminal investigations. A Deputy may be assigned to any division of the Sheriff's Office as needed. Employee is subject to the usual hazards of law enforcement work. This position is essential. Personnel occupying this position may be scheduled to work irrespective of weather conditions and/or when general County offices are closed. These are unpaid volunteer positions. Special Duties & Responsibilities: EXAMPLES OF ESSENTIAL JOB FUNCTIONS: The essential job functions, as outlined herein, are intended to be representative of the tasks performed within this classification. Reduces the commission of crimes and maintains law enforcement by patrolling throughout the County. Patrols County streets and neighborhoods. Inspects troublesome areas and checks security of business establishments. Monitors radio calls; communicates with radio dispatcher and responds to complaints, reports of criminal events, requests for law enforcement, and domestic or public disputes. Apprehends and or arrests persons who violate federal, State or County codes and laws Gathers information in criminal investigations by interviewing victims, witnesses and suspects; performs searches of people, vehicles and buildings; prepares investigative reports of findings, facts and related information; makes arrests and processes arrested suspects. Detects and collects evidence and substances that provide the basis for probable cause for criminal acts; and testifies in court. Enforces traffic laws and regulations. Detects traffic violators; performs traffic accident investigations and makes reports. Facilitates the movement of traffic and pedestrians around accidents, disabled traffic control devices or heavily congested areas. Assists disabled motorists. Directs traffic for funerals and other public gatherings. Serves civil and criminal documents. Serves as court Bailiff as requested and ensures security and orderly behavior in courts. Performs rescue functions at accidents, emergency scenes and disaster areas. Assists persons who are in physical or mental danger. Reads, comprehends, and interprets legal and non-legal documents. Completes and/or reviews paperwork documenting shift activities, offenses and incidents, victim and suspect statements and other related information. Assists other law enforcement personnel and agencies. Engages in public relations and community service activities and events to promote a positive image for the Sheriff's Office and to build cooperative and collaborative relationships with the community. ADDITIONAL JOB FUNCTIONS Responds to questions from the public with regard to all issues concerning public safety and correct procedures and processes. Maintains assigned vehicle and issued equipment including firearms. Transports prisoners and mental patients. May participate in special public information programs. Performs other related work as required. Minimum Training & Experience: Applicants must possess a current Virginia Department of Criminal Justice Services Law Enforcement Officer (DCJS) certification and a minimum of one (1) year of law enforcement officer experience. Additionally, applicants must be a U.S. citizen, 21 years of age; possess a high school diploma or equivalent, possess a valid Virginia driver's license, and meet all other minimum qualifications for law enforcement officers as established by the Commonwealth of Virginia. Applicants must have the ability to understand and carry out oral and written instructions; ability to prepare clear, comprehensive reports and deal courteously, firmly, and tactfully with the public. They must possess the ability to analyze situations and to adopt quick, effective, and reasonable courses of action with due regard to surrounding hazards and circumstances. They also must have excellent physical agility, endurance and skill in the use of firearms and the operation of a motor vehicle.
