TYPE OF RECRUITMENT

Departmental Promotional opportunities: Restricted to permanent employees of the Child Support Services Department who have successfully completed their initial probationary period.

Current employees in unclassified service in the County of Los Angeles Child Support Services Department who meet the following criteria also qualify to participate in this exam:

Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service.

OR

Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service by the last day of filing or at the time of filing the application.

WITHHOLD INFORMATION:

No withhold will be allowed. Required experience/education must be fully met by the last day of filing/at the time of filing, and clearly indicated on the application.

NO OUT-OF-CLASS EXPERIENCE WILL BE ACCEPTED FOR THIS EXAMINATION.

DEFINITION:

Directs the administration of a child support region including a division office of the Department of Child Support Services.

CLASSIFICATION STANDARDS:

Positions allocable to this class typically report to a Deputy Director, Child Support Services, and have administrative responsibility for division level child support services in a regional area. Incumbents in the class of Division Administrator, Child Support Services have comprehensive responsibility in a divisional area except for approving legal production. Incumbents must have the ability to plan, control, direct and review the work of a division level organization through subordinate supervisors, exercise effective verbal and written communication skills, possess a knowledge of the rules and regulations governing the County's child support program, employee relations principles and practices, and have the ability to interact effectively with a wide range of professional, technical, and support staff as well as customers, advocates, Federal and State staff.

Plans, assigns, and directs the work of subordinate division managers and evaluates the work of staff performing child support case processing in area offices of the Child Support Services Department from case intake through court ordered final disposition; monitors the quality and quantity of work and takes corrective action as necessary.

Projects, develops, and controls the annual budget for a child support division and prioritizes division level operations based on budgetary issues.

Participates in the development of Department procedures and standards governing child support operations; interprets and administers established procedures and standards; and establishes work priorities within the areas assigned.

Determines case priorities based on workload, the potential of recovery and collection of child support payments, and meeting Federal performance measures, and makes assignments to all area staff accordingly.

Establishes divisional goals and objectives to meet Federal, State, and local performance measures.

Interprets Department policies and program regulations in terms of their specific application to particular case problems.

Interviews and selects supervisory and journey level personnel; investigates and prepares written responses to employee grievances; recommends disciplinary action when indicated; serves as witness for the department in matters before the Civil Services Commission and Employee Relations Commission.

Develops new programs utilizing existing financial resources to meet the needs of the community and the division.

Ensures that child support services provided to clients meet State and Federal mandated standards.

Directs the maintenance of records, preparation of reports, and the clerical and housekeeping functions necessary for the operation of the division.

Maintains liaison with Federal, State and community agencies which correspond to the area of division responsibility.

Supervises the preparation of policies and procedures for the administration of the division.

SELECTION REQUIREMENTS:

Option 1:  Two years of experience at the level of Head Child Support Officer* directing one or more major child support functions through subordinate supervisors.

Option 2:  Two years of experience as a manager or director of a child support operation including line supervision of subordinate supervisors overseeing intake, establishment, and enforcement functions.

Option 3:  Two years of experience in a supervisory capacity in either a staff division in a County department at the level of Supervising Administrative Assistant III with responsibility for an administrative section such as budget, human resources, or management services; or in a line division supervising a section reporting to a Division Chief.

Option 4:  Five years of experience as an Attorney III*, Child Support Services in the County of Los Angeles.

PHYSICAL CLASS:

Physical Class II- Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

LICENSE:

A valid California Class "C" Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

SPECIAL REQUIREMENT INFORMATION:

  • Experience at the level of Head Child Support Specialist (TITLE CHANGE EFFECTIVE JULY 27, 2021, Former Head Child Support Specialist - to - Program Manager, Child Support Services. Title Change Effective February 11, 2020.

     Former Title: Head Child Support Officer.) is gained through directing, through subordinate supervisors, one or more major child support functions in the Child Support Services Department.

Experience at the level of Supervising Administrative Assistant III is gained through planning and supervising the work of staff engaged in analyzing and making recommendations for the solution of problems of organization, budget, systems and procedures, program, facilities acquisition, general management and personnel in a very large department having very complex programs.

  • To qualify, applicants must have County status as an Attorney III, Child Support Services as evidenced by holding such payroll title for the period of time in the service of the County of Los Angeles.

The purpose of the supplemental questionnaire is to evaluate applicants' qualifications for the position.

EXAMINATION CONTENT:

This examination will consist of three (3) parts:

Part I: An evaluation of Training and Experience, weighted 30%, evaluating the following areas: Professional/Technical Expertise; Administration and Management; Planning and Evaluating; Customer Service; Written Communication; and Office Computing, based on information provided in the supplemental questionnaire in the application.

Part II: A multiple choice and/or simulation assessment, weighted 50%, measuring Leading & Supervising; Deciding & Initiating Action; Adhering to Principles; Delivering Results; Relating & Networking; Achieving Work Goals; Entrepreneurial Thinking; Persuading and Influencing; Adapting and Responding to Change; Coping with Pressure and Setbacks; and Formulating Strategies and Concept.

STANDARDIZED MULTIPLE CHOICE TESTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

Candidates must meet the Minimum Requirements and achieve a combined passing score of 70% or higher on Part I and Part II in order to be invited to Part III of the examination.

Part III: A writing assessment, weighted 20%, measuring the following areas: English structure and content, written expression, and prioritizing information. 

Candidates must achieve a passing score of 70% or higher on Part III in order to be placed on the eligible list.

ELIGIBILITY INFORMATION:

The names of candidates receiving a passing score in the examination will be placed on the eligible list in the order of their scored group for a period of six (6) months following the date of promulgation.
