Job Responsibilities

Serves as Special Projects Engineer. Monitors construction activities on all assigned projects.

Ensures that a good working relationship is maintained with contractors, suppliers, stakeholders, etc. Uses sound judgment in decision making when handling issues that may arise. Keeps supervisor informed as required and keeps an open line of communication with supervisor.

Ensures all projects follow state and federal specifications, standards, policies, and guidelines. Works to ensure projects are completed on time and on budget. Provides management over all assigned special projects; both Design Bid Build and Design Build.

Familiar with all contract requirements and ensures that each project has adequate staffing and that each inspector is certified in the area of inspection they are handling. Manages CE&I personnel and ensures that both the project management and inspection provided by these firms meets the standards that are required. Provides engineers and technicians guidance to ensure all duties are fulfilled.

Reviews CE&I timesheets for accuracy and assists with reviewing and processing consultant invoices on assigned projects. Assists in the development of scope of work for consultant CE&I contracts. Serves as a district representative on selection committees.

Prepares and/or verifies payments made to contractors. Ensures accurate documentation of contractor work is performed. Ensures that all reports are submitted on or before deadlines.

Verifies that construction forms, reports, and as built drawings are correct and contain all pertinent information. Reviews progress of all final estimates and project closeout activities. Strives to ensure that all projects receive an excellent rating on any audits performed by the SCDOT Quality Management Team.

Represents SCDOT in dealing with the general public, contractors, utility companies, elected officials, etc. Ensures these entities are kept abreast of work progress and that all customer complaints are addressed within established Department timeframes. Provides excellent customer service.

Assists with utility coordination as needed on assigned projects. Prepares correspondence for no conflict/no cost relocations and utility agreements. Performs other related duties as assigned.

Minimum and Additional Requirements

A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and five (5) years of engineering or construction management work experience; or an approved acceptable equivalence.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel.

This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
