The Virginia Department of Transportation (VDOT) is seeking a skilled, passionate, team-focused leader who is well-equipped to manage and deliver local and statewide learning for the employees in the Bristol District.

The Bristol District maintains 5,500 square miles of the Commonwealth of Virginia and is home to 335,000 people across 12 counties and includes the cities of Bristol and Norton. The District Learning Manager (DLM) is an integral part of VDOT's statewide learning operations team, working to sustain and grow future workforce capabilities, competencies and courage across the state. Responsibilities include partnering with local leaders, HR, and the workforce to design and implement learning; manage district learning budget; assist with learning event scheduling and career coaching; facilitate, track, measure and report on technical/non-technical training results. Administration of training ranges from technical (maintenance, safety, environmental) to non-technical (leadership development, continuous learning, career development coaching). ADDITIONAL VACANCIES MAY BE FILLED FROM THIS RECRUITMENT.

Minimum Qualifications

College degree (BA or BS) in Adult Education, Education, Psychology, Sociology, Leadership/Organizational Development, Instructional Design, Public Administration or related field. Results and experience must demonstrate knowledge, skills, and abilities to meet role requirements.

Adult learning theory knowledge and experience managing and delivering learning programs is a must. Ability to work independently and across teams to develop positive and productive stakeholder relationships is key to success. The applicant should be skilled at conducting learning analysis, planning, facilitating and managing training and development programs.

Ability to prioritize and address business needs is a must. Must be able to physically lift and carry up to 15 pounds of instructional materials. Limited travel required.

Preferred Qualifications

Preferred but not required: - Leadership Coach, Master Trainer, Mediator, or Facilitator certification is preferred.

  • Myers Briggs Type Indicator (MBTI) or related instruments experience or certification is preferred.

  • Knowledge of Cornerstone On Demand or equivalent Learning Management System (LMS) is preferred.

  • Career Coaching/mentoring experience is desirable

  • Organizational development/continuous improvement (Kai Zen, Lean Six Sigma, etc.) experience is desirable

  • Experience using Microsoft Sharepoint, Adobe Connect, Webex, Google, or other communication sharing tools is desirable.

  • Certified First Aid and CPR instructor certification is not required, but desirable.

Special Requirements

This position requires a fingerprint based criminal history background check. This position requires a DMV record check. Frequent travel required.

VIEW JOBS 12/1/2018 12:00:00 AM 2019-03-01T00:00 The Virginia Department of Transportation's Right of Way (ROW) and Utilities Division is seeking an individual in its Bristol District location as an Utility Relocation Coordinator that will evaluate, coordinate and arrange for the relocation and adjustment of utilities in conjunction with highway construction or maintenance projects. This position will ensure that such adjustments are properly performed in accordance with State and Federal requirements and are in accordance with project schedules. The successful candidate will have the knowledge, skills and abilities to provide utility companies and municipalities with plans, plan revisions and other pertinent information that will culminate in the expedient relocation of the utilities facilities. This position will also coordinate with the utility design engineer(s) to ensure relocation meets the project requirements. Minimum Qualifications This position requires knowledge of highway plans, specifications and standards, construction procedures, sequencing laws, policies and procedures, and environmental regulations. Knowledge of the various utility facility methods, requirements and construction techniques is also required. The successful candidate will have skill in fiscal and survey requirements used in utility relocations. A proficiency in the use of computers and web-based applications to include computer drafting is required. The successful candidate will have the ability to communicate effectively orally and in writing with internal and external customers. The ability to make independent decisions, solve problems, organize and prioritize is also required. Preferred Qualifications A Bachelor's degree in Business Administration, Public Administration, Engineering or any related field is preferred. Equivalent experience or training may substitute for a degree. Special Requirements This position requires a DMV record check and a criminal history background check. *This position reports out of Bristol District.
