The Peralta Community College District is a two-year college system, dedicated to providing comprehensive educational and community services to the communities it serves, including the cities of Albany, Alameda, Berkeley, Emeryville, Oakland and Piedmont California. The colleges in the District include College of Alameda, Laney College, Merritt College and Berkeley City College, which operate under the governance of a seven- member Board of Trustees and are administered by a Chancellor/Superintendent.

This vacancy is open ONLY to current regular and hourly employees who are members of SEIU Local 1021. Per new Article 8.7 of the Local 1021 hourly contract, this job is being posted for ten (10) working days.

Under direction, coordinate district-wide Interpreting Services. Responsibilities include identification, assignment, and assessment of interpreters for the hearing and sight-impaired, day-to-day delivery of a variety of associated communication services district-wide and provision of assistance to faculty in accessible curriculum delivery.

Work Schedule:

May be required to work some evenings and Saturdays during peak periods, such as registration, audits, fiscal year end, graduation, etc.

Duties & Responsibilities

Assist in the overall administration of the Interpreting Services office. Coordinate delivery of print communication services i.e. real time captioning, (RTC), educational transcribing, and sign language interpreting services for deaf and hard-of-hearing students throughout the District. Research and implement technology based accommodations i.e. remote sign language and real time captioning, and video phone technology.

Recruit, select, supervise, train, and evaluate, sign language interpreters, volunteers, interns, employees and agency contractors, captioners, educational transcribers and other staff. Conduct classroom observations; recommend the retention and employment of staff.

Coordinate and develop liaisons with faculty and make recommendations on classroom instructional issues related to deaf and hard-of-hearing students, and on the technology trend and appropriate use in classroom service provision.

Plan, organize, coordinate and evaluate a variety of sign language and print communication services in accordance with applicable policies, practices, principles and requirements.

Interpret and explain legal requirements and District policies and procedures to faculty, staff, students and the public; ensure program/services policies, procedures and standards are followed and recommend changes as appropriate; refer difficult issues to the responsible administrator for decisions.

Assist in the development of annual budget recommendations, budget planning and control; monitor and control expenditures in the adopted Interpreting Services Office budget.

Assist in, staff evaluation, program assessment and special project management.

Provides assistance in the development of distance education methodology appropriate for deaf and hard-of-hearing students

Maintain records for compliance with state and federal regulations related to provision of interpreting services and print communication services to students who are deaf or hard-of-hearing.

Assist in the resolution of issues and conflicts related to interpreter services between students, faculty, staff and parents.

Conduct research and provide recommendations on applicable services that include, but are not limited to, TypeWell, Real-time captioning, remote captioning, and sign language interpreting.

Develop liaisons with high schools, community based organizations, business and professional organizations; make presentations to faculty attending school dean meetings on how to work with service providers in their classroom.

Perform related duties as assigned

Minimum Qualifications

1.Any combination of training and experience equivalent to four years of related technical experience providing interpreting and program services for Deaf and hard of hearing individuals and mastery level ability to translate English to A.S.L. and from A.S.L. to English in a variety of situations, AND two years of experience training A.S.L. interpreters in higher education.

2.One or more of the following certificates: Registry of Interpreters for the Deaf (RID) ADD RID NIC Certificate, Certificate of Transliteration (CT) and/or certificate of Interpretation (CI), Certification as a Deaf Interpreter or experience as a trainer of A.S.L. interpreters.

3.Applicant must have demonstrated cultural competency, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college staff, faculty, and students.

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of:

o American Sign Language (A.S.L.), including special signs used in the educational field.

o Interpreter's Code of Ethics and professional conduct

o Applicable sections of State and Federal Education Codes.

o Basic principles of budget planning & monitoring.

o Office Computer software applications.

o Distance learning instructional delivery methods.

o English language grammar, spelling, punctuation and vocabulary.

o Interpersonal skills including tact, patience, and courtesy.

o Knowledge of American Deaf culture and multi-cultural communities of deaf, hard-of-hearing and Deaf/Blind.

o Laws governing provision and delivery of DSPS services.

o Principles and techniques of management, training, supervision and instruction.

o Principles/goals objectives and trends of print and sign language communication services.

o Record-keeping and writing techniques.

  • Ability to:

o Analyze data and make recommendations

o Analyze situations accurately and adopt effective courses of action.

o Communicate effectively in sign languages, orally and in writing.

o Coordinate program activities and services with other sites, district and community programs.

o Bring together information and people from diverse areas in order to develop cooperative initiatives and training.

o Direct, supervise, train and evaluate personnel.

o Establish and maintain effective working relationships with others.

o Evaluate the skills of Sign Language Interpreters, Captioners, and Educational Transcribers.

o Maintain records and prepare reports.

o Meet schedules and time lines.

o Perform program support functions such as administering contracts and coordinating facility use to meet technology requirements of service delivery.

o Plan for, organize and supervise communication access in the classroom.

o Translate from English to A.S.L. and from A.S.L. to English in a variety of situations.

o Update and maintain forms, program web page content and related documents.

CONDITIONS OF EMPLOYMENT

Employees must satisfy all pre-employment requirements to work for the District which include, but are not limited to, the following items:

REQUIRED FOR ALL EMPLOYEES

Tuberculosis Examination: Prior to employment, the successful candidate will be required to submit evidence (either skin test or X-ray report) of being free of tuberculosis within the past sixty (60) days. The TB test is a condition of employment and any expense must be borne by the successful candidate.

Fingerprinting Requirement:

As a condition of employment, all employees working for community colleges in the State of California are required to be fingerprinted within the first ten (10) working days of the date of employment pursuant to Education Code Section 88024. The District Office of Human Resources processes fingerprints electronically. During the employment intake process, new employees will be given information to have their fingerprints taken at another location.

Immigration Requirement: According to the Immigration Reform and Control Act, the Peralta Community College District is required to verify that all new employees are:

  1. A citizen or national of the United States;

  2. An alien lawfully admitted for permanent residence in the United States; or

  3. An alien authorized by the U.S. Citizenship and Immigration Service to work in the United States.


All new employees are required to complete and sign a verification form and provide documentation attesting that he/she is a United States citizen, national, or an alien lawfully authorized to work in the United States.

District Policy: A Social Security Card will be required following selection and prior to completion of the hiring process. The employment process cannot be completed without a copy of the Social Security Card on file in the Office of Human Resources.
