VDOT Richmond District is seeking a District Construction Engineer (DCE) to provide strategic leadership and direction in the planning and delivery of the District's construction program. As an Assistant District Engineer for Construction, the successful candidate will develop and lead the implementation of a strategic approach to planning and delivery of the District's construction program.

This position will provide a key role in building partnerships with various levels of government, elected officials, non-profit and private sector groups, construction contractors, suppliers, and employees to better serve the public in meeting current and future transportation needs. You will proactively communicate with designers, contractors, developers, project sponsors, and customers to fulfill customer needs and resolve problems while balancing scope, schedule, and budget constraints. The position will set the program wide direction and expectations, develop workload planning and lead teams so they achieve program and project safety, quality, budget, and schedule performance goals.

The DCE will provide oversight of local management to include budgetary oversight; administrative planning; adherence to policies/procedures, guidelines, and timeframes; and scheduling of major activities or deliverables related to VDOT's project delivery objectives. You will meet statewide performance measures and objectives; and serve as responsible charge engineer for highway construction functions.

Minimum Qualifications

  • Experience in managerial, administrative, and supervisory principles and practices; strategic, operational, and financial management principles, practices, and techniques

  • Degree in Civil Engineering, Construction Engineering, or related field.

  • Experience applying broad knowledge of federal, state, and local transportation rules, regulations, and policies

  • Skill in use of computers and software applications

  • Experience as Engineer responsible charge overseeing transportation construction principles and practices, transportation project management, processes, quality assurance and quality control methods

  • Experience in engineering design for roadways, state and federal standards related to highway design and construction

  • Ability to communicate effectively both orally and in writing with contractors, political entities, and general public

  • Skilled in project scheduling and project management

  • Experience in project development, construction management and contract administration principles and practices; and quality assurance and quality control methods

  • Valid Professional Engineer's license

  • Valid driver's license

Additional Considerations

  • Experience supervising engineering staff

  • Progressively responsible experience in management and administration of diversified transportation engineering and/or construction program

  • Experience performing large-scale operations and management functions in public service operations

  • Experience leading construction and engineering staff

  • Certified Project Management Professional (PMP) desired

Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public. Position requires a Professional Engineer license valid in Virginia or eligible for transfer to Virginia.
