JOB SUMMARY: Under supervision, provides legal analysis services for a program, division, or department. May act as a liaison to the legal division.

JOB SPECIFIC DUTIES: Under limited supervision, manages the District Legal Services Program for assigned District. Research and coordinate various legal matters for a district such as open records requests, subpoenas, response to cases or potential cases, and manage district records retention program. Coordinates with Department of Administrative Services (DOAS) investigators and the Attorney General's staff in providing information regarding legal matters involving district employees or activities. Serves as a specialist on legal matters. Serves as a liaison with State Law Department and the Georgia Department of Transportation. Establishes and maintains a filing system for various legal matters.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

STATE ENTRY QUALIFICATIONS:

  • Bachelor's degree in business, business administration, public administration or related area from an accredited college or university
  • OR Three years of experience in the related area.

AGENCY MINIMUM QUALIFICATIONS:

  • Experience/training as a legal secretary or paralegal.

  • Knowledge of with open records requests, subpoenas, response to cases or potential cases, and managing records retention program.

  • Recognizing opportunities to help the organization accomplish its objectives.

  • Performing basic arithmetical operations correctly.

  • Understanding, interpreting, learning and applying written material.

  • Use correct written English to communicate facts ideas and messages in a succinct and organized manner.

  • Organizing work and displays strong initiative towards completing tasks with minimal supervision.

  • Identify problems, gathering and analyzing information.

  • Make correct inferences, and making and implementing decisions to solve problems.

  • Working with others to accomplish shared tasks.

  • Persuade others to accept recommendations.

  • Responds positively to change.

  • Adapt to and use provided computer applications to work efficiently.

  • Possesses the ability to mentally organize process steps or sequence of events.

AGENCY PREFERRED QUALIFICATIONS:

  • Possesses Paralegal certification.

  • Experience with open records requests, subpoenas, response to cases or potential cases, and managing district records retention program.

  • Recognizing opportunities to help the organization accomplish its objectives.

  • Possesses the ability to see detail in words, numbers and pictures, quickly and accurately.

  • Performing basic arithmetical operations correctly.

  • Possesses knowledge of district offices and operations.

IMPORTANT INFORMATION FOR ALL GDOT JOBS

The interview is just one part of the overall selection process and is not the only criteria used to make the final selection. In addition to the interview, the final selection is based on the applicant's work history and performance (documented in HR and/or Office files), PeopleSoft/employee status (i.e. rehire code), employee performance reviews, personnel file review (HR & Office Files), criminal background check, employment reference checks (including references and commendations from Managers and other relevant documentation) and, for supervisory positions, demonstrated leadership skills based on past and current work history will be considered.

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee's favor, he or she will be allowed to compete.

UPON PROMOTION, THE SELECTED CANDIDATE WILL RECEIVE 10% or THE GDOT JOB SPECIFIC MINIMUM SALARY, WHICHEVER IS GREATER.

High school diploma/GED and completion of 90 quarter hours or 60 semester hours in criminal justice or a related field and three (3) years of experience in the related area. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
