Overview

We are seeking a dynamic Manager to oversee our Dispatch team and to spearhead our Enterprise Systems and technology strategic planning for Facilities and Property Management. You will lead an exceptionally talented team of about 15 employees, including a lead Facilities Maintenance Dispatcher, driving innovation and efficiency.

As part of the Facilities division management team, you will foster a collaborative, trusting, and supportive environment, working closely with managers, colleagues across the County, and union representatives to maintain positive relationships. Additionally, you will represent the division on committees and lead special projects, ensuring our operations are seamless and forward-thinking.

You will be successful in this role if you have the following competencies and skills:

Technology Services Support

This position will manage the division's strategic technology plan and provide daily support for facility and project management software. You'll ensure excellent support for the entire Division, promoting the adoption of new technologies to enhance operations.

The ideal candidate will improve processes, provide training, and work closely with Facilities and DCA Leadership to understand and meet business needs. You'll also develop and implement policies related to ERP system governance and Facilities business processes.

Dispatch Services

In this role, you'll manage the division's 24/7 Dispatch Operation, leading a team of 11 employees, including on-call staff. You'll develop and implement policies to ensure accurate information sharing across the division and other departments. You'll also establish Dispatch as the hub for asset and work order management, providing timely and effective responses to all inquiries and maintenance requests.

Manage Building Data

As part of this position, you'll advocate for technology upgrades and projects managed by the technology and building data teams. You'll update stakeholders on project status, risks, and impacts while resolving issues for DCA stakeholders.

Leading project teams, you'll analyze best practices and recommend enhancements. You'll drive process improvements through technology, aligning initiatives with strategic goals, and communicate long-term benefits to leadership and stakeholders. Additionally, you'll support the County's transition from 2D CAD plans to 3D Revit for Building Information Modeling (BIM).

Budget and Contract Management

The ideal candidate will bring experience in budget development, administration, and monitoring. You'll masterfully prepare and negotiate vendor contracts, handling revisions and additions with ease. Ensuring timely contract renewals and procurements will also be a key part of your role, keeping everything on track and running smoothly

Minimum Qualifications/Transferable Skills:

  • A bachelor's degree. In lieu of a degree, we will consider equivalent years of qualifying training and/or experience. AND

  • Minimum of 3 years of experience that demonstrates the ability to perform the duties of the position (Equivalency 7 years of qualifying training and/or experience).

  • Strong coaching and mentoring skills

  • Strong written and verbal communication skills

  • Strong organization and planning skills

  • Proven familiarity with operational workflows and processes; ability to identify operational needs and recommend software solutions

Preferred Qualifications

  • Previous government experience

  • Google Suite Experience

  • Experience coordinating or leading application projects including testing experience and documentation

Additional Information:

This recruitment may be used to fill full-time, part-time, temporary, limited duration and on-call positions.

Hybrid Telework: At this time, the work schedule for this position is designated to be "Hybrid," meaning you will be scheduled to work on-site 2 days and telework 3 days a week. The designation of Hybrid may be subject to change at a future time.

All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. We are not able to sponsor H-B1 visas

Type of Position: This salaried executive position is not eligible for overtime.

Work Location: Prophet Building, 501 N Dixon St, Portland, OR 97227

Schedule: Monday through Friday from 7:00 a.m. to 5:30 p.m. There is some flexibility with the start and end times and a possibility of a flexible schedule.

All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
