Operations is one of the largest divisions in the firm and has diverse responsibilities, including correctly settling and recording millions of transactions per day, identifying and mitigating all operational risks, developing strong client relationships and partnering with technology to realize the full potential of IT and e-solutions. Firmwide Operations includes Shared Services and Banking Operations (SSBO), Operations Risk and Regulatory Control, Global Project Group and Metrics, Branch Operations and Divisional Management. Shared Service and Banking Operations delivers industry leading operational solutions by aligning the right functions, people, processes and tools into ten core disciplines offering tailored client service levels that are efficient, controlled and compliant with regulation. Our core disciplines include: Asset Servicing, Cash Management, Client Data Management, Global Banking Services, Loans Servicing, Network Management, Payments (Wireless and Disbursements), Reconciliations, Settlements and Tax Operations. Operations Risk and Regulatory Control ensure adequate controls are in place, through providing an integrated risk and control framework to govern, assess, mitigate and manage financial and operational risk in Operations.

The Disclosure of Interest and Regulatory Reporting team (DOI) is a key component of Operations Risk and Regulatory Control and ensures the firm remains compliant with substantial shareholding and short position reporting requirements for North and South America. DOI works closely with regional Operations, Technology, Finance, Compliance, Trading desks, and Business Units to collect information, provide and implement guidance, implement controls and mitigate risk. We are looking for detail oriented self-starters who will challenge processes and controls, as well as be proactive in identifying and resolving issues.Detailed Operations Role Description:

  • Substantial Shareholding

  • Monitor and report firm?s equity positions and trading activity in accordance with various regulatory position requirements for North and South America (e.g. SEC 13G, 13F, FERC, etc.)

  • Confirm alerting rules are defined properly in order to ensure accurate monitoring/filings

  • Investigate and remediate product data issues to ensure position accuracy

  • Short Interest Reporting

  • Research short position reports and complete regulatory filings for US and Canadian regulatory bodies

  • Assist with regulatory inquiries

  • Investigate and remediate controls and logic to ensure reporting accuracy

  • Maintain effective partnerships with all stakeholders on regulatory related issues

  • Work with Compliance to ensure awareness and appropriate interpretation of regulatory requirements and application to MS data

  • Become involved in various other Regulatory Reporting processes and ad hoc projects

The successful candidate will preferably have

  • An undergraduate degree in business, finance or other related fields

  • 5-7 years experience in operational risk, modelling or information technology, or legal experience on a broad array of regulatory operations issues

  • Experience managing a team from a production and personal development standpoint.

  • Proactively explores tactical and strategic solutions to close identified control gaps

  • Challenges assumptions, enforces consistent standards and champions new ideas

  • Ability to manage and prioritize responsibilities according to reporting deadlines

  • Highly motivated with outstanding record of professional achievement

  • Strong interpersonal skills and ability to communicate effectively in both oral and written form

  • Operational process, regulatory reporting , or project management skills would be advantageous

Background on the Position This role will be part of the North America ORRC Customer Reserve & FOCUS Team, which regularly interacts with Senior Management of Morgan Stanley & Co. LLC, and Morgan Stanley Smith Barney and senior managers across Operations, Technology, Finance and Compliance. The team is responsible for 4 HIF (high impact functions) functions. This role will primarily be responsible for performing daily tasks associated with the review, validation, and/or substantiation of operational data impacting the 15c3-3 Customer Reserve Formula. This role will also contribute to the preparation of monthly calculations, and reporting related 15c3-1 Net Capital (FOCUS), and other ad-hoc duties as assigned. In addition to performing daily and monthly functions and reviewing the work of, and developing, other team members, the role would be expected to lead or contribute to working groups, and consistently review the team's current procedures with the purpose to identify and drive possible process improvements. This role has the potential to have individuals reporting under it, and is expected to assist with team administrative responsibilities, such as task/training planning and scheduling. Work is conducted in a team environment with various internal deadlines throughout the day and month; must be willing to ask questions of other team members/managers to ensure the team achieves its objectives. Skills required (essential) * An undergraduate degree or equivalent combination of education and applicable professional experience. * 5 years of related experience within Financial Services, Auditor, or Regulator (focus on operational compliance and/or regulatory processes) * Experience with operational risk disciplines; processes, risks and controls and familiarity with accounting systems/processes * Strong leadership, and project management skills and ability to manage many competing priorities. * Highly motivated individual with outstanding record of professional achievement * Strong interpersonal skills and ability to communicate effectively in both oral and written form * Fully versed in Microsoft Office suite, emphasis in Excel.
