Armand is searching for a full-time Contract Analyst to assist in the management of U.S. Department of Housing and Urban Development (HUD)-funded Disaster Recovery contracts. Our ideal candidate should have a combination of skills and experience in contract management, financial management and projection, accounting and invoicing, as well as, reporting and federal compliance.

This position will be based out of our Midtown Manhattan offices but require travel to other locations as needed.

Roles and Responsibilities

Contract Management:

  • Review contracts / subcontracts and facilitate full execution by President/CEO and Agency.
  • Provide support to the processing of change orders, preparation of proposals to extend and revise to contracts, receipt and review subcontract proposals, projection of financial/resource need for existing contracts and prospective contracts, assessment and control of corporate risk.
  • Evaluate and track contract share of Armand Corporation and all subcontractors.
  • Additional relative duties as required.

Financial Analysis:

  • Carry out the rapid payment of all subcontractors and vendors.
  • Prepare monthly invoices for multiple, concurrent contracts utilizing project-specific templates.
  • Conduct the multi-tiered Quality Review process on all monthly invoices.
  • Prepare comprehensive qualitative and quantitative project summary reports monthly.
  • Prepare ad hoc reports on Accounts Receivable / Accounts Payable within 24 hours of request.
  • Additional relative duties as required.


  • Complete monthly and quarterly HUD Compliance Reporting.
  • Ensure receipt and accuracy of quarterly HUD Compliance Reporting from active subcontractors; contact contractors to provide reminders and detailed technical assistance.
  • Continually track compliance with Minority / Women-owned Business Enterprise Goals (MWBE) and Service-Disabled Veteran Owned Business Goals (SDVOB).
  • Actively supervise outreach and subcontracting with certified, high-performing MWBEs/SDVOBs.
  • Conduct outreach to and hiring of Section 3 Staff and Section 3 Businesses to meet federal goals.
  • Prepare Quarterly Updates to Armands MWBE/SDVOB/Section 3 Action Plan, a quantitative/qualitative roadmap plotting 100% compliance with state/federal goals above.
  • Additional relative duties as required.


  • Bachelors degree is required; advanced degree and/or professional certifications preferred.
  • Minimum of 3 years of experience with financial analysis, accounting, and/or grant management.
  • Additional experience in one or more of the following fields:
    • Contract Management and Contract Law
    • Project Management
    • Procurement
    • Federal Compliance
    • Infrastructure Construction
    • Disaster Recovery and Hazard Mitigation (HUD and/or FEMA)
  • Knowledge of applicable federal, state and local laws, regulations and guidelines relevant to assigned duties.
  • Experience in complex web-based contract management, document management or project management systems (e.g. Primavera, Elation Systems, or equivalent) is required.
  • Excellent computer skills, including proficiency in Microsoft Office (advanced Excel).
  • Strong organizational skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail.
  • Superior written and verbal communication skills; specifically, a talent for breaking down complex concepts and systems in order to effectively communicate to a wide variety of stakeholders.
  • Proven ability to handle confidential information with discretion, be adaptable to various competing demands, and demonstrate the highest level of client/customer service and response.
  • Creative problem-solver with ability to come up with outside of the box.
  • Valid drivers license and access to reliable means of transportation.
  • Able to travel between NYC and other Armand offices (25% of the time).
  • Able to sit and stand for prolonged periods of time.
  • Must be fluent in English (both written and spoken).
  • Must be authorized to work in the United States.
