Disaster Recovery Construction Specialist

ICF is seeking Disaster Recovery Construction Specialists who will support State and local communities in managing federal grants for emergency response, permanent repairs, and mitigation work to recover from damage caused by 2017 hurricanes. English and Bilingual positions are available.

This team will provide construction oversight for repair, reconstruction and new construction projects in areas recovering from disaster. The work environment will be a high volume and may involve travel to remote areas. Positions may be available for those able to work in Hurricane affected areas for 3-6 months and longer.

As a Construction Specialist you will:

  • Oversee Disaster Recovery construction work in Puerto Rico

  • Ensure that staff provides the highest level of customer service

  • Ensure that construction services provided by ICF and others under contract to third parties meet standards and program requirements

  • Utilize your understanding of design, permitting and other construction-related subjects

Basic Qualifications:

  • Bachelor's degree; relevant experience may substitute

  • 3+ years of related work experience

  • Good understanding of and ability to articulate design, permitting and other construction-related subjects

  • Ability to work successfully with socio-economic and ethnically diverse applicants

  • Ability to read, write, and speak English fluently

  • Language Proficiency: Bilingual preferred, Spanish and English

  • Knowledge and experience with personal computers in a Microsoft Windows-based e Ability to work successfully with socio-economic and ethnically diverse applicants

  • Ability and willingness to work a flexible schedule that can accommodate some evening or weekend work as may be required

Preferred Skills/Experience:

  • Experience in disaster recovery

  • Previous experience with federally-funded residential construction

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel), Xactimate or similar construction applications

  • Previous experience requiring superior interpersonal skills including courtesy, professionalism, empathy, and a cooperative attitude

Professional Skills:

  • Excellent verbal, interpersonal and written communication skills

  • Skilled in multi-tasking, organizing and prioritizing work in a fast-paced environment

  • Ability to be flexible to handle multiple priorities and to work limited overtime as necessary

  • Strong analytical, problem-solving and decision-making capabilities

  • Team player with the ability to work in a fast-paced environment

ICF is seeking a Disaster Recovery Program Manager who will support agencies in Puerto Rico in managing federal grants for long-term recovery from 2017 hurricanes. As part of the growing Disaster Management Division, the position requires in-depth experience with the Department of Housing and Urban Development's Community Development Block Grant (CDBG) and Community Development Block Grant – Disaster Recovery (CDBG-DR) programs as well as other Federal disaster recovery programs. The Program Manager will work onsite with the senior ICF staff, subject matter experts, and junior staff to develop and implement policies and procedures for post-disaster housing recovery efforts. Responsibilities may also include serving as an expert on policy and regulatory issues, developing written materials, managing staff, providing training and technical assistance, and working directly with the client to provide advisory/consulting services. The Program Manager position will oversee ICF staff and contractors, and serve as the main point of contact with the Puerto Rico Department of Housing (PRDOH). The Program Manager must develop a complete understanding of all applicable PRDOH Housing Program policies, requirements, and procedures and possess a deep knowledge of regulatory and statutory compliance requirements for CDBG disaster recovery and similar programs & projects. Key Responsibilities: The Program Manager duties are: * Providing overall leadership to teams assisting and implementing post-disaster recovery efforts * Participating in program status and progress meetings with PRDOH * Formulating, organizing and monitoring the overall performance of the projects * Deciding on suitable strategies and objectives * Coordinating cross-project activities * Leading and evaluating other staff * Developing and controlling deadlines, budgets, and activities * Applying change, risk, and resource management * Assuming responsibility for the program's performance and its staff * Assessing program performance and aim to maximize it * Resolving program issues * Preparing and reviewing reports to PRDOH Basic Qualifications: * 10 years of experience in CDBG-DR program administration, community development or related field * Experience in disaster recovery * Excellent communication and customer service skills and exhibit a high level of professionalism in all communications * Fluency in reading, writing, and speaking English * Language Proficiency: bilingual preferred, Spanish and English * Knowledge and experience with personal computers in a Microsoft Windows-based environment * Knowledge of customer service principles and practices * Ability to be flexible to handle multiple priorities and to work long hours as necessary Preferred Skills/Experience: * Previous experience monitoring federally-funded programs * Strong verbal, interpersonal and written communication skills * Team player with the ability to work in a fast-paced environment * Superior interpersonal skills including courtesy, professionalism, empathy, and a cooperative attitude Professional Skills: * Excellent verbal, interpersonal and written communication skills. * Strong analytical, problem-solving and decision-making capabilities. * Team player with the ability to work in a fast-paced environment. * Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel) CAT6 Puerto Rico Remote Office (PR99) ICF International, Inc San Juan PR
