Disaster Recovery Construction Specialist

ICF is seeking Disaster Recovery Construction Specialists who will support State and local communities in managing federal grants for emergency response, permanent repairs, and mitigation work to recover from damage caused by 2017 hurricanes. English and Bilingual positions are available.
This team will provide construction oversight for repair, reconstruction and new construction projects in areas recovering from disaster. The work environment will be a high volume and may involve travel to remote areas. Positions may be available for those able to work in Hurricane affected areas for 3-6 months and longer.
As a Construction Specialist you will:
Oversee Disaster Recovery construction work in Puerto Rico
Ensure that staff provides the highest level of customer service
Ensure that construction services provided by ICF and others under contract to third parties meet standards and program requirements
Utilize your understanding of design, permitting and other construction-related subjects
Bachelor's degree; relevant experience may substitute
3+ years of related work experience
Good understanding of and ability to articulate design, permitting and other construction-related subjects
Ability to work successfully with socio-economic and ethnically diverse applicants
Ability to read, write, and speak English fluently
Language Proficiency: Bilingual preferred, Spanish and English
Knowledge and experience with personal computers in a Microsoft Windows-based e Ability to work successfully with socio-economic and ethnically diverse applicants
Ability and willingness to work a flexible schedule that can accommodate some evening or weekend work as may be required
Experience in disaster recovery
Previous experience with federally-funded residential construction
Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel), Xactimate or similar construction applications
Previous experience requiring superior interpersonal skills including courtesy, professionalism, empathy, and a cooperative attitude
Excellent verbal, interpersonal and written communication skills
Skilled in multi-tasking, organizing and prioritizing work in a fast-paced environment
Ability to be flexible to handle multiple priorities and to work limited overtime as necessary
Strong analytical, problem-solving and decision-making capabilities
Team player with the ability to work in a fast-paced environment
