ICF seeks a Disaster Management Specialist to support our disaster recovery projects, operations and business development activities experts within the Disaster Management division. The Disaster Management division works with government agencies and communities to design and implement policies and programs to promote increased resilience to disasters and to promote long-term recovery in housing, economic revitalization, and infrastructure after disaster strikes. Our functional expertise is in program management, technical assistance, training, performance measurement and evaluation, website development, and adult learning. Clients include states and localities administering HUD and FEMA funded disaster recovery programs. We often work in close collaboration with ICF experts across the firm on issues related to energy efficiency and green building, infrastructure, disaster planning and recovery, financial literacy, job training, and others. All our work is done in a professional, collegial, and intellectual environment that allows individuals pursue their passions and generate results.

You will be responsible for providing operations and business development support to the overall Division as well as supporting the implementation of specific disaster recovery projects and programs throughout the United States.

Key Responsibilities:

  • Assist in the creation of structure, protocols, communications and governance documents for DM division

  • Support the maintenance of the DM SharePoint site

  • Support development of a comprehensive DM training curriculum

  • Support development of FEMA and HUD CDBG-DR templates, forms, P&Ps, etc.

  • Assist with operational improvement initiatives and address operational problems as they arise

  • Conduct market research

  • Track and providing updates on business development efforts

  • Work in coordination with corporate marketing on DM division marketing efforts including coordinating experts to attend conferences, write white papers, etc.

  • Track and maintain DM division project and personnel updates

  • Provide support to design and implement disaster recovery programs and help refine program procedures and processes for implementation.

  • Work with staff to set up systems and help interpret and apply disaster recovery regulations

  • Help implement CDBG-DR and FEMA funded programs.

  • Help develop written products and tools for grantee policies and procedures, program implementation, and design.

Basic Qualifications:

  • Bachelor's degree in Planning, Public Policy, Government, or a related discipline.
  • 2+ years professional experience in a related field

Preferred Skills/Experience:

  • Disaster recovery and/or operations experience preferred

  • Experience working in a consulting firm, development organization, or public agency preferred.

  • Experience delivering training and technical assistance to and/or implementing projects on behalf of state and local government agencies.

  • Business development, sales, fundraising, and/or proposal experience.

  • Experience with creation of disaster recovery, housing and community development subject-related materials, such as training and technical assistance tools, presentations, handouts, etc. preferred

  • Project and personnel management skills.

  • Excellent verbal, interpersonal and written communication skills.

  • Strong analytical, problem-solving and decision making capabilities.

  • Ability to juggle multiple projects and deadlines.

  • Team player with the ability to work in a fast-paced environment.

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel).

This position will be responsible for the implementation of data ecosystems including data management, governance and the integration of structured and unstructured data to generate insights leveraging cloud-based platforms designing and executing test cases and helping to define design standards. This position also requires significant project management skills and troubleshooting ability. The position reports to and receives personnel development from the Situational Awareness and Decision Support Director. Responsibilities: * Support and advise DCS in the operational development and use of ETL systems and processes, operational data, and data visualizations regarding the development and implementation of DCS Programs and systems. * Work closely with end users of DCS-generated and/or DCS-provided data to ensure data converted correctly and programs work as planned. * Assists with or creates and edits technical writings. * Assists with or creates data load related architecture and technical design. * Development and maintenance of database systems to extract, cleanse, transform, load and maintain data. * Coordinates and develops process automation/job scheduling and develops ETL mappings. * Performs testing, code reviews and defect analysis. * Analyzes and improves existing data processes and systems. * Develop and support volunteers who are the primary workforce.
