Disaster Intelligence Officer

A Disaster Intelligence Officer typically:
Serves as the Statewide Terrorism Intelligence Center (STIC) subject matter expert and point of contact prior to, during, and after events to support planning for and delivery of disaster intelligence gathering and information sharing with public safety and vetted private sector professionals
Provides outreach and educational opportunities to increase awareness of the important of disaster intelligence to support the state of Illinois' understanding of the magnitude and progression of an event
Identifies information gathering requirements, analysis and delivery of disaster intelligence to internal/external partners, develops protocols and requirements for information sharing for pre-disaster, during the disaster, and post-disaster consumption, and ensures that information requirements for various stakeholder communities are shared with the STIC
Provides situational awareness to STIC and homeland security partners, and partner with public safety personnel to integrate and analyze information received into actionable intelligence that is tailored to the protection of the Homeland
Sustains continued development of the STIC virtual information sharing platforms using ArcGIS tools and Adobe Connect, develops Story Maps and other mapping and data sharing applications to share information among public safety partners at the local, state, and national levels, creates and manages databases containing data relating to public safety using intelligence gathering techniques and tools, and develops geospatial models and Python scripts to automate routine data tasks
Explores new software and technologies involving geovisualization and data analytics that could assist during major incidents
Collaborates with the National Fusion Center Association and the Homeland Security Information Network to develop GIS applications utilized by fusion centers nationwide
Provides on-site support and incident preparation/response
Performs maintenance on intelligence support equipment
Responsible for maturing the program, conducting outreach to partners and assessing the effectiveness of the program
Required Qualifications:
CREDENTIALS TO BE VERIFIED BY PLACEMENT OFFICER:
Bachelor's degree
One year of experience in meteorology, geographical information systems, emergency management, homeland security or other public safety related discipline.
Knowledge, Skills, and Abilities
Must pass a national security clearance investigation and background investigation
Must possess an Illinois driver's license.
Requires expertise in Geographical Information Systems
Requires working knowledge of the Microsoft Office and Windows environments, and common applications for word processing, charting, database and spreadsheet manipulation; and position related software
Ability to analyze, compare and interpret intelligence and draw conclusions
Ability to establish and maintain working relationships with coworkers, various public safety personnel, and other homeland security partners
Skill in both verbal and written communication
Ability to work with people from a variety of culturally diverse backgrounds
Knowledge of the principles and practices pertaining to the assigned department
Skill in program development and execution
Skill in problem solving and decision-making
Skill in planning, analyzing and coordinating activities and establishing priorities
Skill in establishing and maintaining effective working relationships
Excellent organizational skills
Starting Salary: $4,642/monthly
