Human Services Spec IV Disaster Assistance Unit Supervisor Supervises a disaster assistance unit in the Other Needs Assistance (ONA) provision of the Federal Assistance for individuals and Households Program (IHP). Directs unit activities to ensure consistent and appropriate application of federal and state regulations, policies and procedures. Reviews unit production to ensure standards are met and to evaluate unit performance and effectiveness.

May represent the Health and Human Services Commission (HHSC) in administrative hearings. May represent HHSC at the State Emergency Operations Center, Disaster Field Office, Disaster Recovery Centers, and disaster related town hall meetings. May review press releases, prepare responses for legislative inquiries, and prepare standard or ad hoc reports to keep management informed.

Essential Job Functions: Communicates on an intermediate level with others(internally or externally) to provide, exchange, or verify information, answer inquiries, address issues, or resolve problems or complaints. (20%) Manages unit operations to achieve program objectives for service delivery by monitoring budgets and caseloads, consulting staff on case issues, and conducting unit meetings. (15%) Obtains, verifies, and calculates income and resources to determine client financial eligibility. (15%) Evaluates unit performance through casereadings, computer reports, and observing unit operations to ensure compliance with policy, procedure, and service control requirements. (10%) Reads case records to determine compliance with policies and procedures to identify trends and for corrective action. (10%) Selects, manages, and develops staff through conferences, mentoring, training and performance appraisal. (5%) Interviews clients or authorized representative to gather information to determine eligibility for benefits. (5%) Conducts reviews to determine or verify eligibility or continued eligibility and benefit level. (10%) Explains program services and policies and makes referrals to agency programs, other state agencies, or community resources. (5%) Determines eligibility and facilitates client access to supportive services (for example, child care, transportation, housing, education, training, employment, medical and family planning.) (5%) Knowledge Skills Abilities: Knowledge of overall program, including federal and state guidelines, regulations, programs, policies and procedures.

Knowledge of federal, other state government, and private non-profit disaster recovery assistance agencies and programs. Knowledge of staff roles and responsibilites. Ability to listen, elicit and evaluate information, interpret terms, and resolve conflicting statements.

Ability to communicate with community members, other agencies and the media to promote support of the program and coordinate resources and programs. Ability to read, understand and apply a variety of interrelated instructions, i.e., guidelines, regulations and policies. Ability to communicate policies and procedures to staff.

Ability to complete work within required timeframes. Ability to screen applications, status reports and case records to extract needed information and resolve unclear or incomplete statements.

Ability to navigate and interpret information on the Federal National Emergency Management Information System (NEMIS). Ability to write clear and concise case comments and information in the automated and paper case records.

Ability to establish priorities according to relative importance and deadlines, set goals and manage time efficiently. Ability to communicate orally and in writing. Ability to add, subtract, multiply and divide whole numbers.

Ability to observe employee performance and record observations. Ability to monitor unit operations. Ability to operate computer equipment.

Skill in applying guidelines, regulations, and policies to a variety of cases. Skill in working with the public and public groups Registration or Licensure Requirements: N/A Initial Selection Criteria:

High School graduate or equivalent. Experience in windows based software. Previous experience with the Disaster Program in processing Individual and Household Programs/Other Needs Assistance grants.

Supervisory Experience. Additional Information: Positions advertised with this position description are temporary and will only be filled after a disaster declaration.

Management is recruiting to identify qualified candidates that may be hired on short notice to fulfill the operations requirements when there is a federal disaster. Job requires working beyond normal work hours including holidays and weekends when necessary, especially in the first months after a disaster declaration. HHS agencies use E-Verify.
