Under direction of the Program Manager I, the DAPS I is responsible for performing a broad range of technical, analytical, and administrative tasks related to the provision of federal and state disaster assistance grant programs, including but not limited to: Public Assistance (PA) Disaster Grant, California Disaster Assistance Act (CDAA), Individual Assistance (IA), Fire Management Assistance Grant (FMAG), Hazard Mitigation Grant Program (HMGP), Interagency Recovery Coordination (IRC), and others.

The DAPS I plans and coordinates program related efforts, organizes and monitors resources to support activity associated with implementing program objectives, and provides a wide range of other analytical and technical tasks.

This position establishes and maintain cooperative working relationships with various agencies and all persons contacted in the disaster assistance programs. The position requires knowledge and experience in disaster recovery program laws, regulations, policies, and damage assessments. The incumbent prepares detailed plans and specifications, conducts technical research/assessments, provides detailed analysis, and makes appropriate recommendations. Possess the ability to analyze situations accurately, reason logically, implement policy and regulations, and be able to effectively communicate with Cal OES staff and management, public agency representatives, and federal staff for proper action.

Functions in a demanding and changing environment, which requires the incumbent to act with independence while effectively maintaining a routine workload and regularly responding to short term tasks. Responsible for meeting regulatory and internal deadlines on all assignments.

Duties will be performed during both normal and disaster recovery operations, within the context of Cal OES, as well as part of field activities, such as those associated with Preliminary Damage Assessments (PDAs), Joint Field Office (JFO) operations, and various disaster assistance centers. May be required to travel on short notice.

Working Conditions

This position is located in the Recovery Readiness Unit in Mather.

Telework

  • This position is eligible for a hybrid work schedule after a 90 day in-office period which includes up to two days of remote work per week. Additional in office days may be required based on the business need.

DMV Pull Program

  • Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver's License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

Conflict of Interest

  • This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

The Recovery Section is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Section ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
