The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $76,426.00 - $126,103.00/year. Our starting salary range is $76,426.00 - $101,265.00/year, based on experience and education. We also offer generous benefits for full-time employees which include but are not limited to:

Location

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.

In this position you can expect to work on site at least two days a week at the Denver International Airport (DEN) and attend monthly meetings at the Denver Post Building, 101 W Colfax Ave. Denver, CO 80202.

What You'll Do

Denver Economic Development and Opportunity (DEDO) is creating an economy that works for everyone. We do this through six divisions: Workforce Services, Neighborhood Equity & Stabilization (NEST), Division of Small Business Opportunity (DSBO), and Business Development.

As the DBE Program Supervisor, you will be the onsite supervisor overseeing a team of two professionals at the Denver International Airport (DEN) as well as DBE Program Consultants at DEN and downtown. This team certifies that firms meet federal requirements to qualify for the USDOT DBE program along with ensuring compliance with federal rules and regulations. In addition to managing this team, you will act as a subject matter expert on the USDOT rules and regulations that govern the DBE Program and DSBO using your expertise to assist team members in resolving issues.

Additionally, as the DBE Program Supervisor on our team, you will also:

Exhibit exceptional leadership

  • Supervise subordinate staff which includes but is not limited to interviewing, hiring, assigning work, training, coaching and counseling to ensure consistent application of Employee guidelines, processes and procedures. Conducts performance reviews and holds employees accountable for performance of their positions.

  • Supervise the DEN DBE team, DBE consultants and help to monitor the DBE program.

  • Deliver stellar external relations to stakeholders.

Develop and administer small business training and education programs

  • Advise, conduct, facilitate training programs and small business development opportunities. Develop strategies to provide ongoing outreach, participation and assistance at small business-related outreach/networking events, pre-bid meetings, trainings, workshops, trade fairs, matchmaking.

  • Lead the team in providing technical assistance, program development and program support to small businesses interested or currently doing work with the City.

  • Serve as the onsite expert on state and federal laws and regulations pertaining to the DBE program overseen by the Division of Small Business Opportunity.

  • Develop methods for collecting and managing large data sets across disparate systems and sources that allow for the efficient analysis, storage, and retrieval of data measures. Develop, generate and ensure all analysis, reports and reviews are accurate and timely.

  • Advise on and implement public policies, initiatives, and programs to support small and disadvantaged businesses citywide.

Provides comprehensive contract compliance assistance and oversight

  • Perform contract financial maintenance audits in management system to identify status of projects and ensure ongoing compliance (data analysis, reporting, document control and record keeping); analyze and resolve contractual compliance, financial and technical problems; recommend corrective action. Prepare drafts of audit responses and implement any changes required by audits.

  • Support efforts to create robust performance measurement models that provide insight into the relationship between individual, division and enterprise level strategic goals.

  • Monitor assigned construction, professional service and goods and services contracts for compliance reviews.

  • Conduct investigations and inquiries on contracts in non-compliance in accordance with local ordinances and state and federal laws and regulations.

  • Ensure internal and external stakeholders adhere to laws, corresponding Rules and Regulations, Services Level Agreements, and contractual policies and procedures.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • A Bachelor's degree in Business Administration, Public Administration, Audit, Accounting, Finance, or a related field.

  • Previous experience supervising professional staff, including the ability to train on processes, procedures and regulations, experience with diversity and/or labor compliance.

  • At least two years of experience in the aviation/transportation and/or construction industry

  • Knowledge of governmental processes, procedures, and regulations for local, state and federal diversity and civil rights programs relating to transportation projects.

  • Strong customer service, emotional intelligence acumen; effective communication including the ability to manage and resolve conflicts, grievances, confrontations, or disagreements with internal and external stakeholders.

  • Adaptability to make decisions promptly, prioritize several demanding tasks simultaneously in with high pressure situations.

  • Experience with Microsoft Office Suite (strong proficiency with Excel and Power Point), Workday, B2G, Textura, Alfresco, and LCP Tracker.

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in Business Administration, Public Administration, Finance, Management, or a related field.

  • Experience Requirement: Three (3) years of progressively responsible professional experience in administrative, management, and operational analysis work which must have included. analyzing management problems and recommending solutions and implementation strategies.

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
