The position is located in New London, NC/Stanly County.

This position will manage all day-to-day operations of the Tarheel ChalleNGe Academy (TCA) in New London, NC. The Academy is a 24/7 quasi-military style voluntary resident program for at risk/at-level high school dropouts or expellees ages 16-18.

 This includes developing implementing and revising policies relating to Academy operations.  The Director also develops and implements contracts and agreements relating to Academy operations while managing the Academy budget and all program funds.  Develops a 12-month active preventive maintenance facility plan to ensure efficiency, and cost savings to eliminate fraud, waste and abuse.

Ensures internal and external management controls are according to the Cooperative Agreement to prevent fraud, waste and abuse. Promotes a positive public image for the Academy through day-to-day Operations, news releases, announcements, speaking engagements, and briefings in an effort to reach more at-risk youth for enrollment.

The Director must approve all disciplinary actions, suspensions and dismissals except oral warnings and ensures that counseling disciplinary, and grievance procedures as prescribed by State and the Academy are followed.  The Director will ensure that the Academy conforms to all local, State, Federal and National Guard statutes and regulations.

The Director will complete a program self-assessment as required by regulations and is responsible for the program's readiness for ChalleNGe Operations and Resource Evaluations (CORE) as they occur. Select the Academy staff and provide for requirements as needed; establish and evaluate staff performance and performance standards.  The Director conducts a monthly staff assessment. The Director identifies and works grant opportunities for the Academy.

The Director is responsible for the evaluation of the following staff: Deputy Director, Recruiting Placement and Mentoring Office Manager (RPM), Lead Instructor, Executive Assistant, Commandant, Resource Manager, Logistics Specialist, Program Coordinator, Lead Counselor, Management Information System/Webmaster, and the Dining Facility Manager.

This is a full-time position (40 hours per week) with state benefits including retirement, health insurance, vacation leave, sick leave, and paid holidays.

 If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity.  Based upon these factors, a pay increase MAY result.

About the Tarheel ChalleNGe Academy:

The Tarheel ChalleNGe Academy (TCA) is a quasi-military style resident program for at risk youth in the ages of 16-18.  Sponsored by the North Carolina National Guard, the TCA mission is to redirect the efforts of young adults who have had trouble succeeding in the normal high school environment.

 The intent is to give them the skills and attitude to become productive citizens in their communities.  The Academies are located in two different locations: Salemburg and New London, North Carolina.

It is a 17-month program divided into two distinct phases: a five-month in-residence phase at the academies, and a twelve-month post-residential phase immediately following graduation for the in-residence phase. TCA seeks to improve the life and future employment potential of its cadets by concentrating on eight core components which are: Life Coping Skills, Academic Excellence, Responsible Citizenship, Job Skills, Service to Community, Health and Hygiene, Physical Fitness, and Leadership/Followership.

About the NC Dept. of Public Safety (DPS):

The mission of DPS is to safeguard and preserve the lives and property of the people of North Carolina through prevention, protection, and preparation with integrity and honor.  Included in this department are Alcohol Law Enforcement, Criminal Justice Information Network, Emergency Management, Juvenile Justice and Delinquency Prevention, NC National Guard, NC Office of Recovery and Resiliency, Samarcand Training Academy, State Capitol Police, and State Highway Patrol.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Experience with principles and practices of public and business administration; particularly as they relate to at-risk youth services or basic military structure and training principles, education and placement.

  • Experience with budget, personnel, administration and grant writing.

  • Demonstrated experience in analyzing situations and adopting effective courses of action.

  • Experience planning and/or coordinating and directing a program utilizing a professional staff.

Bachelor's degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment, including one year of supervisory program experience.

Other Necessary Requirements:

  • Required to complete the following training provided by TCA/National Guard Youth ChalleNGe Program (NGYCP):  Director's Workshop; Basic and Supervisor Courses; CPR (recertify every two years); Hands Off Policy Training.

  • Per 5 CFR 731, upon appointment, applicant must be able to obtain a favorable suitability and fitness determination from a Tier 1 background investigation conducted by the Office of Personnel Management. Failure to obtain a favorable determination may result in termination of employment.
