Global Government Relations and Public Policy is seeking a Director, U.S. Policy Specialist to lead the strategy, development, and impact of VMware-focused policy. This role will be responsible for leading a coherent and impactful policy strategy in support and with collaboration with VMware's U.S. Federal government relations strategy. In collaboration with VMware internal stakeholders, the US Policy Specialist will focus on developing policy that differentiates VMware and uniquely positions VMware in Washington, D.C. as the modern multi-cloud SaaS company as VMware helps organizations build, run, manage, connect, and protect digital infrastructure.
The U.S. Policy Specialist will be an expert communicator and will have an excellent ability to communicate complex concepts to policymakers. This role will partner with internal VMware experts, trade associations, Congressional and Administrative policy staff, and other policy influencers, and support policy that will positively impact or advance VMware's core goals. This role will report to the Senior Director and Head of U.S. Federal, Global Government Relations and Public Policy who is also based in Washington, DC.
This role is less about traditional government relations advocacy and focuses more on policy development and management across internal and external stakeholders. The focus of this position is to identify and assess current and emerging opportunities that shape policy surrounding issues such as: IT procurement, multi-cloud SaaS infrastructure, cyber security, privacy and data management, 5G and edge computing policy, modern app development, and end-user computing issues.
A strong background in detailed policy work plus an understanding of corporate structure and priorities is necessary. Relationships with key policy thought leaders are critical as the U.S. Federal Government is an important VMware customer and sets guidelines for the private sector. The ability to effectively engage technologists from the company and policy influencers in and out of government is required.
The Director will report to the Senior Director and Head of U.S. Federal, Global Government Relations and Public Policy with title and salary being commensurate with experience.
Internal U.S. Federal Policy Development: Partnering with VMware's global government relations team, leadership, subject matter experts, and thought leaders, the U.S. Policy Specialist will develop and coherently present VMware policy positions to the U.S. Government. This will require a "translation" of technical jargon for policy makers and of policy jargon for technologists. The policy development process will include working within our global tracking system to manage the legislative review process by conducting legislative analysis and engaging internal subject matter experts who can help assess the impact to VMware. Where VMware's US Federal government relations strategy endeavors to take on a policy position unique to VMware, this role will be responsible for managing and executing the beginning-to-end policy development cycle, involving both internal and external stakeholders in the process.
External Policy Engagement: The U.S. Policy Specialist will integrate into relevant trade association working groups to shape policy relevant to VMware. The role will also work on strategies for engagement with additional policy experts to shape relevant policy language and create thought leadership opportunities for VMware's executives, leaders, and subject matter experts. The US Policy Lead will report on and present the impacts and outcomes driven by VMware-relevant policy in the legislative process and identify where legislation may or will affect VMware.
Collaboration: This position must collaborate cross-functionally with global government relations, legal, sales, engineering, and research and development, and work with consultants and trade associations, VMware partners, and other memberships and influencers. This role will engage and partner across the legal and product business units to break down silos.

Duties include, but are not limited to:
Live and exemplify VMware's values
Represent VMware and act as the primary source for U.S. policy development and impact on VMware
Develop and deliver policy language beneficial to VMware's strategy, goals, and values
Effectively posture VMware's developed policy externally before trade associations, policy thought leaders, and policymakers, often translating complex technical ideas into easily understood concepts
Plan, develop, and execute on targeted supporting content and materials such as correspondence, briefing notes, submissions, and presentations in support of issues, proposed legislation, projects or to enhance VMware's reputation
Write crisply and coherently with an ability to distill complex concepts into easily understood descriptions
Lead and represent VMware in trade association meetings and relevant policy discussions, further enhancing VMware's presence and influence among trade associations and other policy groups
Monitor emerging public policy, legislative, regulatory, and political issues that could impact the organization, and work with appropriate internal and external stakeholders to proactively develop or recommend actions
Work with internal stakeholders to develop policy playbooks that can be universally used across the company
Track, analyze and report out on policies impacting VMware's existing and emerging businesses and technologies
Develop, coordinate, and maintain relationships and contacts at all levels of government regulatory agencies, government departments, and governmental leaders relevant to policy development
Set and accomplish aggressive government relations goals and establish positive relationships with business stakeholders
Work effectively and collaboratively within a small team, outside consultants, and trade associations
Identify key policy decision-makers and influencers with government and promote corporate positions with those audiences both in person and in writing
Make presentations to government officials, and coordinate host site tours for government officials
Draft and coordinate the approval of correspondence, presentations, and formal policy submissions to government officials (elected and non-elected) and to trade associations and other thought leaders
Contribute to the development and maintenance of a corporate government relations database containing all current and relevant issues and contacts
Successfully advocate for policy which enables our business, our employees, and our customers
Enable VMware's compliance with all relevant regulations and requirements
Maintain the highest integrity and ethical standards
Other duties and special projects as assigned
10-15 years of relevant experience in corporate government relations and government service
Extensive, first-hand experience in a combination of roles including working inside the U.S. Federal Government, in trade bodies, in corporate policy, and/or in think tanks
Experience with successful government engagement on policy
Experience presenting complex issues and opportunities to high-level officials and third-party partners
Sound judgment, diplomacy, and the ability to liaise confidently, effectively, and positively with internal and government stakeholders
Sense of urgency, agility, transparency, respect, and collaboration in a team setting
Excellent communication skills - both written and oral
Ability to think and act both strategically and creatively
Ability to take complicated technical concepts and relate them to effective policy work
Demonstrated ability to prioritize and work under tight deadlines on multiple initiatives
Passionate about government service, the role of government in society, and the role of corporate impact on policy
Self-starter and team player who can set aggressive and achievable goals
