The Director, Federal Government Affairs plays a crucial role in representing Novocure's interests and building relationships with key US federal government stakeholders. This role is responsible for the development and execution of the company's federal government affairs strategy and ensuring compliance with relevant regulations. This position requires strong leadership abilities, exceptional communication skills, a deep understanding of healthcare policy and government processes, and an ability to collaborate with a cross-functional team to drive robust and innovative advocacy efforts in Washington, DC.

This is a full time, exempt position based in Washington, D.C. and reporting to the Vice President, Public Affairs.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Government Relations Strategy

  • Develop and implement Novocure's federal government affairs strategy, aligning it with the company's objectives and long-term vision.

  • Monitor and analyze legislative and regulatory developments to identify opportunities and risks that may impact Novocure's business.

  • Stakeholder Engagement

  • Cultivate and maintain relationships with key federal government stakeholders, including elected leaders and staff, committees, and regulatory agencies.

  • Advance Novocure's interests and promote our mission through effective advocacy and engagement with policymakers.

  • Act as a primary point of contact for national civic, industry and/or policy associations and advance Novocure's priorities through these groups.

  • Strategically coordinate Novocure leadership engagement with policymakers; prepare briefings for executive interaction with policymakers.

  • Political Action Committee (PAC) Management:

  • Oversee the management and operations of Novocure's PAC, ensuring compliance with all applicable laws, regulations, and reporting requirements.

  • Develop and execute strategies to support candidates who align with Novocure's patient forward mission.

  • Collaborate with internal stakeholders to raise funds for the PAC and effectively allocate resources to support initiatives.

  • Policy Analysis and Positioning

  • In collaboration with the Senior Director, Health Policy & Reimbursement, analyze proposed legislation, regulations, and policy initiatives to assess their potential impact on Novocure.

  • Develop and communicate Novocure's positions on relevant policy issues, collaborating with internal stakeholders to ensure alignment.

  • Draft advocacy materials and position papers, internal and external communications.

  • Compliance and Reporting

  • Ensure compliance with all applicable laws, regulations, and reporting requirements related to federal government affairs activities, including PAC contributions and lobbying disclosures.

  • Ensure the preparation and submission of accurate and timely reports on Novocure's lobbying activities and political contributions, and PAC operations.

QUALIFICATIONS/KNOWLEDGE:

  • Bachelor's degree in government, public policy, political science, economics, or a related field. Advanced degree preferred.

  • At least 8-10 years of experience working in or with government, including Capitol Hill and CMS.

  • Deep understanding of the US healthcare system, policy landscape, and government processes and experience reading, interpreting, and analyzing legislation.

  • Proven track record of building and maintaining relationships with federal government stakeholders and effectively advocating for policy positions.

  • Excellent written and verbal communication skills, with the ability to distill complex information into clear and persuasive messages tailored to specific audiences.

  • Experience managing and leading teams, with the ability to mentor and develop talent.

  • Ability to navigate a fast-paced, dynamic environment and manage multiple priorities effectively.

  • Experience working with cross-functional teams to develop robust and innovative advocacy efforts with decision makers in Washington, DC. Ability to collaborate seamlessly with a highly matrixed team.
