Under the general direction and supervision of the Assistant Campus Director/Dean of Students, this position oversees the Southeast Community College TRiO Upward Bound Program. This program serves 56 students total from 3 rural high schools: Beatrice, Fairbury, and Wymore Southern. This is a full-time grant-funded regular position.

The director is responsible for submitting a proposal every five years to the US Dept. of Education with a plan of how to serve students selected from those schools. Students are selected on the basis of need with consideration of first-generation status, income, disability, educational need, and motivation. Selected students participate for four years and have opportunities to attend trainings and workshops, develop individualized student success plans, receive tutoring, receive leadership education and training, participate in cultural enhancement activities, and visit other colleges. The Director coordinates staff personnel including an Educational Specialist, an administrative assistant, and specialized summer staff for an intensive 6-week day camp summer program. The Director is responsible for budgeting and reporting on objectives year to year over the course of the five-year grant cycle.

Essential Functions

Leadership and supervision of full and part-time professional staff

This involves the supervision of staff to ensure that programming is conceived, developed, and implemented to provide services to students consistent with Program objectives.

Budgeting

Develops and implements a five-year and annual budget that adheres to DOE TRiO Upward Bound mandates. Monitors the budget regularly to keep within the bounds of budget limitations.

Supervision

Supervises the FT Educational Specialist, the PT Administrative Assistant, Tutors, and the summer counseling staff used in the summer day camp. This position evaluates staff to provide feedback on performance and acknowledgment of excellence and also areas requiring improvement.

Scholarships

Oversees the awarding of scholarships to students as funding permits based on established uniform criteria.

Success Coaching

This position provides success coaching to Upward Bound program students to help them aspire to complete the college preparatory academic program. Helps struggling students problem solve to overcome academic or environmental and personal barriers to reaching their goals. This position is primarily responsible for cultivating and maintaining a good relationship with partner high schools. Works with these schools to receive nominations for new students as some graduate each year.

Grant writing and Technical Assistance

This position keeps up to date on federal regulations and requirements of TRIO programs and ensures that our program is directing staff and other resources appropriately.

Family Involvement

The director and educational specialist will plan activities for the families of students to engage them in student learning.

Marginal Functions

  • Providing presentations to the college or civic groups as requested, so they may be aware of the importance of this program.

  • Traveling to other campuses to participate in college-wide strategic planning etc.

  • Becoming familiar with the college and all programs, so students and parents can learn about SCC as well as the requirements for being successful in college generally.

  • Helping develop brochures and other promotional materials to help market this program to students.

  • Serve on college committees to learn about how the college operates and thus better serve program students.

  • May be required to perform associated duties, functions, or assignments in other divisions/programs/areas as required.

  • Perform other College functions and duties as assigned.

  • Must be able to work varied days, hours, shifts, locations, and campuses as required. Work schedules (hours/days/work location) are scheduled by Southeast Community College based on the needs of the College. Work hours, shifts, days, and work locations may vary depending on the needs of Southeast Community College and are subject to modification. Emergency or scheduled special activities may require hours outside of the regular workweek.

Required Knowledge, Skills, and Abilities

  • Knowledge of the economic, social, and cultural barriers facing first-generation students and those from diverse backgrounds.

  • Experience working in a college or high school setting with economically disadvantaged youth.

  • Ability to relate to young people and have a positive approach to interacting with students that is respectful, encouraging, and yet challenging.

  • Experience with budgeting and writing program objectives.

  • Knowledge of software programs including word processing, spreadsheets, databases, presentation software, etc.

  • Ability to organize workshops and events.

  • Supervisory experience.

  • Experience with grant-funded programs or grant-writing experience.

  • Ability to meet the travel requirements for the position.

  • Ability to lift and carry up to (50) fifty pounds for short distances, and move tables, chairs, and media equipment.

  • Ability to communicate effectively both in writing, in person, and on the phone.

  • Ability to use basic computer skills.

  • The individual must possess the above skills and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities.

Minimum Qualifications

  • Bachelor's degree in education, psychology, sociology, social work, human development, or related field.

  • Two years of increasingly responsible work in a position providing services to economically marginalized young people.

Desired Qualifications

  • Master's degree in education, education administration, educational psychology, social work, sociology, psychology, or a similar field with emphasis on the educational and personal development of young people.
