TransCore (TRN), a subsidiary of Roper Technologies, Inc. (NYSE: ROP) is seeking a full-time Director Technical Documentation to join our rapidly growing technology team in Germantown, Maryland.

Job Summary:
Supports the Project Principals and Regional Manager's in areas of documentation creation, control and submission for tolling projects. Provide document control support by analyzing and adhering to project schedules, customer requirements, RFP requirements, and internal processes in the preparation of compliant document submissions that follow typical agreed to templates and writing styles. Will be tasked with establishing and maintaining a structured document system that captures all contractual and internal deliverables and ensures compliance with project requirements. Will provide direct oversight and review of all project technical documentation submissions, and maintenance of organized project records for both internal and external personnel. The Director will also provide proposal support, both with direct engagement and managerial oversight which will include coordinating the full life cycle development of proposals.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Primary Responsibility

  • Technical Documentation
  • Provides oversight in the creation and submission of technical documentation deliverables including establishing resource assignments/commitments with the use of proper grammar, punctuation, spelling, and proper use of the English Language.

  • Analysis of contractual document deliverables creating documentation submission strategy and plans based on master schedule commitments, ensuring complete compliance prior to distribution.

  • Exercises initiative in organizing and completing assigned tasks according to established guidelines.

  • Establish document sets for reusability across the tolling discipline, as well as tight correlation with internal processes and methodologies.

  • Interaction with SME's and project leaders to gather necessary information for documentation prep and completion.

  • Maintain master files and subsequent versions through internal tools such as SharePoint.

  • Ensure obsolete documents are archived, and annual, or predetermined updates are maintained as necessary.

  • Perform internal audits as necessary to ensure materials are adequately aligned and controlled.

  • Utilize and leverage the materials for proposal documentation support.

Secondary Responsibility

  • Proposal Support
  • Guide proposal activity for new opportunities; including but not limited to coordinating responses and submissions, forms, engaging SME's and writers for documentation prep, pricing submissions, etc., for overall completion of proposal responses.

  • Implementation and management of all necessary proposal procedures and processes.

  • Maintains proposal process discipline.

  • Analysis of RFPs and other solicitation documents.

  • Writing and editing of proposal sections.

  • Oversees the creation and implementation of proposal graphics.

  • Organize and manages proposal preparation tasks.

  • Collects, schedules and maintains proposal resource library.

  • Work with sales team to prepare proposal plans that meet the objectives of the proposal requirements and timeline.

  • Supports the bid kick-off meeting and other periodic proposal meetings.

  • Analyze client requests (RFP, RFQ, RFI, etc.) to understand technical, financial, schedule and other requirements and determine final document structure and resource management.

  • Monitor and remain current on amendments and modifications to proposal requests.

  • Support the end-to-end proposal/RFP/presentation response process to ensure all expectations, actions, pricing and timelines are understood and delivered.

  • Delivery of compliant, professionally produced proposals within customer defined time-frames.

  • Discuss with the Business Owner each proposal package in accordance with the company current and future business strategy.

  • Liaise with other departments and subject-matter experts to obtain technical content required to prepare proposals in accordance with the proposal timeline.

  • Clearly define the scope of work and services offered to the customer and identify any clarifications or exceptions to the customer's inquiry.

  • Prepare, research, and write compliant, persuasive proposal text in the areas of qualifications, experience, staffing, technical responses, and resumes.

  • Reviews proposed scope of work documentation to ensure price-to-win methodologies are aligned with the proposed pricing.

  • Communicate proposal-related requirements and status with executive team.

  • Manage multiple assignments and meet deadlines under pressure.

  • Promote company-wide understanding and adherence to the RFP process and branding standards.

Education: Bachelor's Degree from four-year College or University or equivalent combination of education and experience.

Required Skills & Experience:
5+ years' professional experience in technical and/or proposal writing, construction and submissions specifically in transportation and or/tolling industry.
