DESCRIPTION

The mission of the Student Health & Well-Being (SHW) cluster is to promote a culture of health and well-being for the student community, deliver equitable high quality innovative services, incorporate inclusive approaches, and celebrate diversity, with the goal of adoption and maintenance of healthy behaviors contributing to the academic success and personal development of all students.

The UC San Diego SHW cluster, which reports through UC San Diego Health System, plays a leadership role in creating a strong and active wellness culture that enables all students to flourish in body, mind and spirit. This includes promotion and the transformation of existing departments, under the oversight of the Executive Director, into a cohesive, trans-disciplinary source of integrated wellness services. The SHW cluster includes the departments of Student Health Services (SHS), Health Promotion Services (HPS), Counseling and Psychological Services (CAPS) and SHW Administration.

SHW provides health promotion, counseling and psychological services and primary medical care, including urgent care and support services, to over 43,000 undergraduate, graduate and professional students. Staff consists of physicians, psychiatrists, psychologist, pharmacists, optometrists, nurse practitioners, registered nurses, social workers, radiology technologists, clinical laboratory scientists, medical lab assistants, medical assistants, health educators, administrative and other healthcare professionals. SHW Administration provides full business, financial and infrastructure services, including support for the Executive Director's Office, strategic planning and analytics, information technology, budget management, resource planning and administration, contracts management, human resources, credentialing/privileging, medical records, insurance management, patient billing and collections, marketing and facilities and space.

Reporting to the Executive Director of the Student Health and Well-Being cluster (SHW), the Director, Strategic Planning for Student Health & Well-Being provides high-level support and advice to the Executive Director and SHW Executive Committee on a wide variety of issues associated with complex projects focusing on strategy, innovation and research.

With the Executive Director, the incumbent develops long and short-term visioning and plans for the SHW and implements strategies to achieve SHW's mission and vision. Executes strategic projects; implements and utilizes process management protocols and systems; trains and supervises strategic performance groups across SHW cluster; converts project concepts into scoped project tasks that are subsequently prioritized, resourced and executed; and supervises evaluation of strategic program outcomes.

The incumbent supervises marketing efforts to maintain the SHW brand within and beyond the organization. Develops methods to effectively manage and communicate the priorities of the SHW cluster in support of its mission.

Represents SHW leadership at meetings, conferences and committees as designated by the Executive Director. Serves as liaison and may be appointed as spokesperson with campus, UCOP, UC system and external parties, providing additional vision and leadership to SHW.

The incumbent serves as a special projects resource to the Executive Director by providing strategic guidance, advice, and recommendations for action on complex and high-visibility campus initiatives. Serves as liaison to special projects identified and cultivated by the Executive Director and for the benefit of the SHW cluster.

Provides high level analyses on a broad range of issues, including new program proposals. Initiates and supervises progress towards project completion. Develops evaluation mechanisms to track outcomes and applies qualitative and quantitative measurement methods to gauge program success.

The incumbent supervises and directs strategies to maintain Equity, Diversity and Inclusivity (EDI) across SHW departments. This position models strong professional ethics, exercising tact and diplomacy when handling sensitive and complex EDI matters in a fluid environment. Identifies issues in EDI that require cross-functional input and participates in the evaluation, analysis, and coordination of strategies, decision-making and outcomes.

The incumbent identifies immediate needs and long-term strategy development for the research program. Develops, implements and contributes original ideas on research studies and methods on various issues critical to program success.

With the Executive Director, leads efforts to develop relationships and partnerships with other research-related entities on campus, in the community and across the UC system. Supervises the design and analytical approaches to research, synthesizes information, and provides statistical analyses and summaries of complex concepts and findings. Interprets and converts institutional data to a meaningful and understandable format for review by Executive Director and for various audience.

CT: Responsible for managing the administrative and/or clinic operations of a student medical center, Typically includes one or more of the following functions: primary care clinic, ancillary units such as Pharmacy or Radiology.

Assumes accountability for decisions made by subordinates. Performs long and short term planning for function. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

MINIMUM QUALIFICATIONS

  • A Bachelor's Degree in a related area and a minimum of seven years of relevant experience; or a combination of comparable education, training and experience.

  • Demonstrated project management and organizational leadership skills. Ability to establish priorities, goals and objectives, coordinate resources and meet timelines for achievement of goals.

  • Demonstrated ability to collaborate with medical staff and others across campus, both internal and external, at all levels in the organization on matters of significance.

  • Demonstrated ability to actively foster a positive, welcoming climate, and to value, include and support all in the UC San Diego community. Demonstrated commitment to diversity, equity and inclusion to foster the best possible working and learning environment.

  • Excellent written and verbal communication skills to communicate effectively with students, faculty and staff at all levels in the organization, business partners and the medical community. Ability to prepare presentations and present material to various audiences.

  • Demonstrated commitment and ability to acknowledge, advocate and support the efforts to dismantle structural racism and divisive biases based on race, ethnicity, sex, gender identity, age, disability, sexual orientation, religion, and political beliefs.

  • Computer literate. Thorough knowledge of business software, specialized applications and systems used in behavioral health centers/health clinics. Demonstrated experience and competency with standard business equipment, computer technologies and a variety of software including systems software, Microsoft Office suite including Excel and Powerpoint, email and a variety of web-based programs and browsers, with the willingness and ability to update and increase skills as needed to meet the goals of SHS and SHW.

  • Comprehensive knowledge of HR-related policies and procedures. Knowledge of union contracts and preparation of contract negotiations, in consultation with Human Resources.

  • Comprehensive knowledge of budget/fiscal related processes.

  • Skills in providing and managing the delivery of medical care services to a diverse client population.

  • Comprehensive knowledge of clinical operations. Broad knowledge associated with managing medical care units and establishing operational efficiencies.

    Knowledge of health care delivery systems. Comprehensive knowledge of campus policies, programs and initiatives relating to Health Care services provided to students, faculty and staff.

  • Broad knowledge of financial transactions and financial systems, as well as related policy, accounting, and regulatory compliance requirements.

  • Knowledge and understanding of internal control practices and their impact on protecting University resources.

  • Ability to at all times adhere to UC San Diego Health (C.A.R.I.N.G.) Standards of Performance, and demonstrate the characteristics of professionalism in attire, attitude, conversation, behavior and attentiveness to others.   • Ability to use discretion, maintain utmost confidentiality and comply with all requirements in use of computer systems and access to any and all patient, student, employee and University data, in electronic and hard copy formats, in compliance with University, state and federal guidelines, including, but not limited to Health Insurance Portability and Accountability Act (HIPAA) and Family Educational Rights and Privacy Act (FERPA).

PREFERRED QUALIFICATIONS

  • Current UC or UC San Diego experience, ideally in SHW or closely related department.

  • Demonstrated communications experience, including ability to communicate highly sensitive content to various audiences.

  • Two or more years' experience managing others.

  • PMP certification (or similar training) and demonstrated experience managing complex projects in a relevant setting.

  • Experience with electronic medical records and understanding of medical record management.

SPECIAL CONDITIONS

Pay Transparency Act

Annual Full Pay Range: $101,200 - $192,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $48.47 - $92.05

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
