Position Summary
Reporting to the Vice President, Strategy and Stakeholder Engagement, this position leads the Stakeholder Engagement Department. This department connects the MAC to the community by designing and implementing best-in-class engagements and serving as the personal connection across communities.
The director of stakeholder engagement is a key leader within the Strategy and Stakeholder Engagement Division, which functions as an in-house team serving as stewards of strategy, developing strategic communications and creating stakeholder champions to ensure the organization delivers on its purpose, values and strategic goals.
This role is responsible for developing and leading strategic engagement programs with a significant organizational reach and impact. The role will require listening and educating stakeholders and community members about topics such as aircraft noise, facility planning and other notable topics to a broad public audience. This position will oversee the team managing an industry-leading airport noise program that supports the Minneapolis-St. Paul International Airport (MSP) and six general aviation reliever airports. The director will also lead the department in creating and managing key events that promote the MAC-brand and design activities that communicate the positive impacts of the MAC's seven airports.

Position Description
ACCOUNTABILITIES AND FUNCTIONS
Engagement Strategy + Implementation
Plan, implement and evaluate stakeholder engagement programs to align with the MAC's strategic plan
Create a strategic annual stakeholder engagement plan to prioritize engagement opportunities, frequency and strategies;track and report performance to leadership
Lead prioritized stakeholder outreach initiatives, presentations, dialogue and other forms of engagement to understand key concerns and issues
Develop and maintain strong internal and external relationships to exchange information with community groups, city and township governmental representatives, regulating agencies and other stakeholders to inform decision making
Lead and mentor team members to effectively deliver on key engagements such as MSP Noise Oversight Committee (NOC) meetings, listening sessions, airport and community events, and internal employee events
Oversee the management of aircraft noise programs to advocate for MAC's strategic interests, engage stakeholders and maintain compliance with local and federal regulations and agreements
Serve as staff liaison to the FAA and communicate the MAC's interests in airport runway use, airspace, and air traffic control procedure development
Serve as a champion for translating technical information into layperson's terms
Develop and oversee the Events Bureau that builds systematic and strategic approach to internal and external events
Oversee the management of all facets and details of event planning and promotion as required, including execution, logistical support, and coordination of marketing efforts
Oversee the management of the MAC Ambassador program, which provides opportunities for MACto participate in and support airport events
Oversee the Lunch and Learn program, which provides an opportunity for MAC employees to gain valuable insight on influential and timely topics
Oversee the Speakers Series program that features topics to cultivate innovation and prepare MAC management for changes in the aviation industry.
Oversee engagement with local colleges and universities to stimulate new business ideas and enhance community partnerships
Support annual division planning and lead department planning; track and report performance to leadership and other internal audiences
Oversee tracking and impact measurement of youth engagement activities across the organization
Partner with Strategic Marketing and Communications
Work with Strategic Marketing and Communications to support engagement initiatives with appropriate marketing and communication solutions
Manage and execute engagement activities that support key marketing strategies
Work with Strategic Marketing to build MAC/MSP brand identity by organizing and implementing external and internal promotional and outreach activities designed to broaden awareness and increase the visibility of the MAC
Translate technical information so it can be effectively communicated in supporting marketing materials
Develop and Advise on Best Practices Approach to Stakeholder Engagement
Conduct performance benchmarking, monitor industry trends, stay current on key issues affecting MAC and its airports, understand local community dynamics, and collaborate on common responses to emerging and future issues
Provide internal strategic counsel and facilitation as a thought-leader to advance teams and initiatives that align with the MAC's best interests and strategic plan
Serve as an internal advisor to other business teams such as strategic planning team, human resources and the customer experience team on best practices for engagement
Work with the strategic planning team to socialize the strategic plan
People Leadership
Serve as a thought-leader and mentor to grow an organizational culture that values and produces best-in-class stakeholder engagement strategy
Build a new functional area of excellence for the organization
Create and maintain a rewarding and productive work environment
Direct the activity of employees and integrate MAC's strategic plan into areas of responsibility
Conduct regularly scheduled meetings to communicate organizational goals, issues and information to employees
Exercise supervisory authority in accordance with MAC Human Resource Policy and the MAC Administration Manual
Facilitate effective working relationships among department employees
Communicate clear performance expectations and standards to department employees
Conduct regular performance review discussions
Hire, develop, recognize, transfer, discipline and discharge employees
Budget Management
Work with the Strategy and Stakeholder Engagement Division leadership team on the annual budget process
Oversee budget proposals for the department and approve the expenditure of budgeted funds
Manage department accounts payable process and key vendor relationships
Work with finance team on ongoing tracking and forecasting
Position Requirements
Manager of Managers (MOM) Competencies
MINIMUM REQUIREMENTS
Bachelor's degree in aviation, airport management, business, communications or a related field
Three years of experience communicating complexairportstakeholder issuessuch as flight operations, aircraft noise and long-term future facility planning
In lieu of a degree seven years of experience communicating complexairportstakeholder issuessuch as flight operations, aircraft noise and long-term future facility planning
Five years of experience in stakeholder or community engagement where the primary duties included: developing strategic engagement strategies, face-to-face and virtual engagement, hearing concerns, presenting solutions and designing systematic and repeatable engagement practices
Three years of experience managing and supervising direct reports which may have included responsibility for hiring, disciplining, coaching, rewarding and terminating employees.
Skilled communicator with exceptional political acumen
Strong emotional intelligence
Excellent oral and written communication skills to convey complex technical information in a simple, easily understood manner to a diverse groups of stakeholders
Ability to network, influence, and utilize internal and external resources
Experience leading and collaborating across diverse teams within a large organization and inspiring confidence to motivate groups collectively to meet mutual objectives
Experience in outreach strategies which are sensitive to cultural diversity and political situations
Thorough knowledge of local, state and federal environmental noise regulations.
Intermediate skill level using Microsoft Word, Excel, PowerPoint and Outlook.
Valid driver's license
Reliable vehicle to commute between job sites
DESIRABLE REQUIREMENTS
Master's degree in a related field
Previous community engagement activities within the public sector
Experience with ESRI or ArcGIS
FAA licensed pilot or experience understanding and communicating flight procedures
Familiarity with aviation noise modeling and documentation for long-term planning and environmental reviews
Other Information
This position provides an opportunity for on-site and remote work. MAC's remote work policy requires employees to be on-site three days of the week. Among the three on-site days, one of them must be either a Monday or a Friday.
