SAIC is recruiting for a dynamic individual to come in as the Director of the SAIC Small Business Program. They will be responsible for the entire program for the organization and will report to the VP of Industrial Base Policy and Government Contract Support Center (GCSC).

Duties & Responsibilities:

  • Serve as the principal advisor to SAIC leadership, customer and solution and technology groups in all small business matters.

  • Have a thorough knowledge of FAR, CFR, DFAR regulations concerning small business utilization and subcontracting.

  • Develop local procedures consistent with DCMA and SBA policy to implement small business programs.

  • Establish and maintain a systematic outreach program designed to locate businesses eligible under small business programs as sources for current and future needs and assure that opportunities to compete for prime contract and subcontract awards are extended to such businesses.

  • Evaluate and respond, through appropriate channels, to federal government, state and local government, Congressional other inquiries concerning the SAIC small businesses program and utilization.

  • Develop, analyze and submit reports of progress to the SAIC leadership, as appropriate, in implementing small business programs and in meeting goals and objectives established internally and by the DCMA and SBA.

  • Sponsor and participate in government and industry conferences, including, but not limited to: Business Opportunity/Federal Procurement Conferences, Minority Business Opportunity meetings, DoD Regional Councils for Small Business Education and Advocacy.

  • Establish and maintain liaison with local chambers of commerce, industry and trade groups, state and local governments, procurement technical assistance centers, electronic commerce resource centers and other Federal agencies to promote and enhance opportunities for small businesses.

  • Ensure that small business programs are frequently publicized in appropriate media.

  • Travel and participate in agency-sponsored conferences providing SAIC visibility to clients and to perform outreach to new small businesses to obtain goals established by the FAR.

  • Manage and monitor the SAIC Small Business Mentoring Protg Program that is consistent with the SBA, DOD and other agency Mentor-Protg Programs.

  • Manage the SAIC Small Business Community of Practice (SBCoP) providing periodic training, briefings and communication of industry small business utilization, procurement and regulatory updates and changes.

  • Assist in business development and capture management activities in developing small business utilization strategy for proposed acquisitions. Provide guidance, review and approval of small business participation ad utilization plans for acquisition responses.

  • Assist proposal and contracting activities in locating sources for critical supply and service requirements for which limited or no known sources exist.

  • Assist proposal and contracting activities for proposed acquisitions for small business set-asides and other preferential program opportunities.

  • Provide information to small businesses concerning business assistance available from SAIC and other Federal agencies.

  • Act as ombudsman and coordinator within the activity in responding to complaints and resolving problems encountered by small businesses in performing on SAIC contracts.

Other Areas of Responsibility:

  • Assist the SAIC Compliance Office and SBLO as a small business subject matter expert in all matters involving DCMA small business and SBA representatives. Develop cooperative relationships in reviewing proposed contracting actions, Certificate of Competency cases, subcontract plan compliance reviews and in all other actions involving the SBA.

  • Assist the SAIC Compliance Office and SBLO with preparation for small business program review by the DCMA or SBA in all areas of the small business program.

  • Assist SBLO in determining the acceptability of small business subcontracting plans submitted by SAIC as a prime contractor. As appropriate, participate in the negotiation of an acceptable plan.

  • Assist the SBLO as necessary in monitoring performance It is the responsibility of the SBLO to review and understand the content of the Subcontracting Plan this is SAIC's contractual commitment to the Government or another prime contractor to fulfill the requirements of FAR 52.219-9.


Experience and Skills Required:

  • 10-15 years of experience in the government and/or public/private sector industry

  • 5-10 years of experience in government and/or state and local government small business or supplier diversity programs

  • Bachelor's degree in Business, Political Science, Government Affairs or related field.

  • Excellent communication, interpersonal and negotiation skills

  • Excellent time management, organizational skills and resourcefulness

  • Accuracy and ability to work independently

  • Initiative, detail-oriented, self-starter and ability to anticipate program needs

This is a full-time, M-F 8-4pm, salaried position with full benefits. SUMMARY: This position requires an understanding of the company’s treatment program and philosophy, admission process and criteria; and a working knowledge of various aspects of substance abuse and dual diagnosis is preferred. This individual must have the ability to develop and implement marketing strategies, referral relationships, and community relations activities for a specific geographic area. Extensive travel: nights, weekends and the ability to work independently are essential. ESSENTIAL DUTIES AND RESPONSIBILITIES: * Develop communications and marketing plans for the territories assigned * Oversee any social media and email marketing campaigns. * Coordinates and conducts tours for key referral sources. * Works in assigned territory to meet marketing/sales goals. * Supervises Marketing Coordinator. Assist in leading staff to meet marketing goals. * Identify and resolve referral client concerns. Follow up and visit referral sources to stimulate interest and referrals to Phoenix House programs. * Prepare presentations to effectively represent services offered * Responsible for developing and implementing strategic marketing plans that focus on retaining existing referrals, developing new referral sources, increasing consumer awareness in order to increase census. Evaluate and analyze effectiveness of the plan and makes adjustments and changes where appropriate * Solid selling skills, with ability to engage new business * Work closely with the admissions department to insure timely response and cross communication of referral activity. * Ability to effectively communicate verbally and in writing with appropriate documentation skills to complete reports, utilize data and communicate ideas constructively * Compile, correlate, & analyze data and assemble information from CRM to facilitate increased sales growth through regular updates to management * Maintain ethical standards and continued professional growth, including: * Abide by Program and PH policy and procedures. Oversees staff understanding and compliance * Ensure all CARF standards are instituted and maintained * Promote, in public and private contacts, the quality standards and ethical practices of PHMA staff * Continue professional growth by attending workshops, trainings and staff in-service trainings to increase skill and knowledge and to set appropriate example for staff * Maintain professional boundaries with staff and clients * Perform other duties as assigned by supervisor QUALIFICATIONS: Degree from approved university in Marketing/Public Relations, Social Work or related preferred. KNOWLEDGE AND SKILLS: * Experience as a manager in business development/sales with broad experience in all aspects of both to include strategic planning, market evaluation, social selling, creative development, media coordination and sales promotion. * 3 years management experience in business development, marketing and sales department. * Two years’ experience supervising others and performing in leadership role. * Must possess a state driver’s license with no restrictions and meets all requirements of facility vehicle policy * Knowledge of 12-step recovery programs preferred * Must be able to work with male/female, adult (18-over) and adolescent substance abuse/dually diagnosed/opiate dependent population. Must be able to work with culturally diverse populations * Ability to oversee the creation of new marketing materials as needed using software/tools such as Canva. * Organizational skills and ability to prioritize and manage multiple tasks of varying difficulty and complexity so that deadlines are met and schedules are maintained * Self-disciplined with an ability to work independently and under pressure * Utilize strong attention to detail and excellent written and oral communication * Maintain professional working relationships with staff, including being able to work remotely with team members * Exercise discretion in handling details of confidential nature * Must be self-motivated, set own schedule and perform duties of job with minimal supervision * Previous healthcare marketing experience with a track record of growth is required. * Ability to establish, maintain and develop business relationships with customers and potential customers in an assigned territory * Extensive knowledge of and use in Adobe Pro software. * Ability to work with Microsoft Office software, including Excel, PowerPoint, Outlook and Word, Adobe, social media software and other software as needed.
