Job Overview:

Under the direction of the Vice President and Assistant Vice President, the Director takes an active role in facilitating and coordinating regulatory activity for the enterprise and its facilities. The Director will develop and sustain professional relationships and work processes to effectively achieve regulatory approvals from key external agencies including the New Jersey Department of Health ( DOH ), Internal Revenue Service, CMS and other regulatory agencies. The Director will work collaboratively and have a front facing with key internal stakeholders including Facilities/Design, Standards, Quality and Corporate and Facility Leadership.

The Director will be involved in a broad range of activities to support obtaining needed regulatory approvals and sustaining compliance for enterprise programs and services including: conducting internal and external research for regulatory standards and interpretations to assist in program design, development and compliance; conducting and reviewing feasibility studies, capacity assessments, community health needs assessments, physician needs studies, population access studies, market demand studies; preparing and submitting various regulatory documentation such license amendments, DOH waiver applications, Certificates of Need and RFP responses, health care surveys and inventories.

Qualifications:

Required:

  • Bachelor s degree with five years experience in health care related field or completion of Master s Degree with three years experience is required.

  • Excellent written and oral communication skills, conflict resolution skills;

  • Ability to work in a fast paced environment with sustained attention to detail and positive outlook;

  • Ability to generate results through influence in an environment with multiple and diverse stakeholders;

  • Effective organizational and interpersonal skills including written and verbal communication skills;

  • Experience in research and interpretation of regulatory standards and processes

  • Proven ability to plan, organize, prioritize and effectively manage multiple complex projects concurrently and develop in a fast-paced environment

  • Proven ability to lead and effectively manage projects or processes

  • Experience in developing strong relationships and motivating key internal or external stakeholders to achieve desired results

  • Demonstrated strength in analytical capability and understanding of healthcare operating environment; and

  • Proficiency in the use of the office software, Microsoft Office (Word, PowerPoint, Outlook, Excel), Adobe PDF, and able to demonstrate the ability to develop proficiency in other software utilized in the Department such as WorkFront and CBISA

Preferred:

  • Master's degree in health care administration, Nursing or other related health care field preferred or master s in public/business administration or legal field combined with three (3) years health care experience preferred

  • Minimum five (5) years of experience in strategic or regulatory/standards role for healthcare or related industry preferred

  • Clinical or legal background a plus

  • Broad knowledge of health care industry and previous clinical experience a strong plus

Essential Functions:

  • Directs and/or conducts the development of Community Health Needs Assessments ( CHNA ) as required by the Accountable Care Act in conjunction with leadership. Supports facilities in their development of Implementation Strategies and Improvement plans ( IP ) by understanding and incorporating into the CHNA/IP processes the latest market and population research studies in accordance with established priorities and evidenced-based methodologies and tools.

  • Directs and completes Form 990 schedule H CHNA sections and mission narratives in support of mandatory filings.

  • Completes regulatory reports regarding CHNA/IP through the maintenance and utilization of a vast array of information resources to include financial and operating performance, market share, utilization, capacity, strategy, affiliation, physician relationships, etc.

  • Oversees and directs changes in CBISA (Lyons Software) to support system wide and facility input of community benefit programs. Provides guidance to facilities and enterprise in program categories and opportunities to improve process and results. Works with Accountants, Finance, Facilities and Enterprise Community Related personal to improve capture and performance.

  • Executes or oversees licensure, certificate of needs, waiver, RFP responses and other applications and documents to achieve regulatory approvals as assigned. Assumes lead role for select capital or program related projects.

  • Prepares findings, recommendations and presentation materials to support a multitude of company processes including facility planning, feasibility studies, business plan and medical staff development, licensure and certificate of need processes.

  • Reviews and evaluates information and documents from hospital and other company resources, including census reports, bed and service counts, capacity reports, state and national health care planning agencies benchmarks to aid in the capital and regulatory planning processes.

  • Provides project coordination for the department for regulatory requests focused on program approvals (certificate of need, waivers) including designing spreadsheets, collecting information, maintaining various databases, producing graphics and reports upon request. Demonstrates proficiency in the use of standard computer systems and various software packages required to support the capital and regulatory planning function.

  • Researches and understands regulatory process to provide interpretative guidance and recommendations as needed. Reviews changes in State and Federal regulations and provides impact assessments as needed. Acts as a resource for the system and facility Quality and Standards staff.

  • Conducts research and data analysis to support interpretation of proposed regulatory change impact, appropriate process and information support of planned regulatory filings and enterprise/facility operational capacity changes.

  • Executes external statistical and information reports as needed.

  • Attends various internal and external meetings representing the RWJBarnabas Health as needed; these include but are not limited to: New Jersey State Health Planning Board and New Jersey Health Care Administration Board, Coalition/Advisory committee meetings and Facility Space Planning/Project tracking monthly meetings. Participates on committees and community boards as directed. Enhances professional growth and development through educational programs and inservice meetings. Maintains membership with organizations to promote and enhance job knowledge such as Vizient/SG2, Health Care Advisory Board and the Health Planning and Marketing Society of New Jersey.

  • Actively participates with space/facility planning process for the System and member hospitals. Attends meetings and other department-specific meetings related to project development as needed taking regulatory lead as assigned.

  • The Director will contribute to maintenance of shared electronic folders for storage/accessibility of pertinent licensure and accreditations and the maintenance of the Department of Health activity calendar and grid for project status reports. Summarizes status as requested.

  • Act as key liaison for Department of Health Offices of Certificate of Need, Legal and Regulatory, Survey and Inspection as directed.

  • Acts as key liaison for RWJBH Facilities and Design for Functional Review Submissions as directed.

  • Supports the VP and AVP in the development of job aides, policies and procedures, action plans and other project reports.

  • Performs other related duties as may be assigned by the either the Assistant Vice President or Vice President of Planning/System Development or the Executive Leadership of the Enterprise to accomplish overall departmental objectives.
