Job Summary

The Greater Memphis Chamber is seeking a Director of Public Policy to develop and implement a public policy agenda that supports economic development, job creation, and growth in the community. The position serves as an ombudsman for business in targeted sectors and at the individual company level relating to policy matters, and coordinates communication and advocacy of issues before the respective legislative bodies. The Director coordinates events such as meetings with officials, appears before legislative bodies as needed to represent the Chamber's position on key issues, and coordinates other events such as receptions for elected and appointed officials.


  • Through personal research and networking identify legislative and public policy issues that impact economic development and the business environment in the area.

  • Network with area political and business leaders to learn diverse perspectives and potential impact of proposed actions.

  • Formulate policy positions on identified issues that represent the Chamber's position and the interests of the area business community.

  • Present policy proposals to Chamber management and to the Chamber Board.

  • Monitor legislative activity, and strategize and advance interventions to influence legislation toward achieving a favorable outcome for Chamber constituents.

  • Support the work of the Chamber's Government Affairs Council, including assisting with development of the legislative agenda and producing legislative score cards annually.

  • Communicate Chamber policy positions to elected officials and community stakeholders with clarity and consistency.

  • Meet with elected officials to gain their support and active engagement in executing strategies.

  • Support Chamber members and other businesses with public policy concerns.

  • Develop collaborative relationships with other organizations that also work in the public policy arena and that share the Chamber's views on key issues.

  • Organize and/or host activities and/or events that will increase the public knowledge of the legislative process and pending initiatives.

  • Some travel to and from local and regional meetings.

  • Other duties as assigned.


  • Bachelor's in political science, public administration, economics, business, or a related field.
  • A minimum of five years of relevant experience is essential.


  • Excellent verbal and written communication skills.

  • A sound understanding of the legislative process and prior experience.

  • Knowledge of public sector processes and issues (e.g. taxes, infrastructure, legislative, etc.)

  • Ability to research and build documentation to support positions and develop compelling case for support by elected and appointed officials.

  • Sensitive to culturally diverse perspectives within the community.

  • Demonstrated experience working with senior business executives and elected and appointed governmental officials.

  • Diplomacy and consensus building skills are essential.

  • Ability to respect and preserve confidential or sensitive information.

  • Flexibility in adapting to changing work assignments and roles.

  • Demonstrated ability to make decisions independently and in a timely manner, exhibit sound and accurate judgment and have the conviction of his/her decisions.

  • Proficiency in Microsoft Office applications (i.e., Word, Outlook, PowerPoint, and Excel) and CRM software.


Work is conducted in a typical indoor office environment.

Overall purpose: This overlay sales or specialist sales position is responsible for selling complex/technical products, services, applications, and/or solutions to customers in order to solve their strategic business needs. Key Roles and Responsibilities: Responsible for selling complex technical products and new and emerging application services, generates sales, and supports the sales efforts of direct sellers by leveraging product, industry, and/or technological expertise. Engages with accounts a specialist as opportunities are identified. Leads the sales and technical team in support of the sale of the products, services and solutions. Demonstrates working knowledge of new and emerging application services and products. Spends majority of the time at the customer's premise developing and presenting sales proposals and systems solutions for highly complex projects. Works in a matrixed organization where multiple internal and external partners require engagement to develop and advance opportunities to adoption. Duties directly related to making sales includes: Meeting with customers and engaging in activities at the customer's site; communicating with customers via phone, teleconference, e-mail, etc. related to proposed solutions/sales, etc.; traveling to and from the customers premise for the purpose of engaging in activities; providing subject matter expertise regarding technical issues; advising customers on suitability of products based on technical needs; preparing proposals, presentations, or bids, including developing pricing, developing strategic plans related to the customer and the proposed solutions/sales; researching and developing customer solutions with AT&T external partners, including design and engineering; and researching customer business and industry to identify new sales opportunities. Experience: * Ability to demonstrate 5-10 years of verifiable public safety or industry character references * Understand funding and procurement processes of government agencies associated with complex infrastructure and application investments * Understanding of first responder environment and dispatching processes * Excellent public speaking and presentation skills with experience in speaking to government officials, customer executives and key influencers * Understanding and experience in selling mobile broadband technology and its application to first responder and DHS critical infrastructure operational processes * Depth of knowledge in two-way radio communication design, complex cellular architectures, complex wireline infrastructure, security, & FirstNet * Understanding of first responder applications such as CAD, RMS, JMS, ALPR, NLETS, NCIC, NFIR, E-Citation, AFIS and others involved in incident command * Knowledge of cellular and network architectures and trends in cellular technology, redundancy strategies as well as risk mitigation techniques * Knowledge of methods to secure data in transit and at rest * Understand discussions around control of costs and return on investment analysis * Competitive knowledge of the mobile broadband marketplace for first responders Education: Typically requires a Bachelors degree. Experience: Typically requires eight to twelve years of direct work experience.
