The Director, Policy & Advocacy is an integral member of the Communications, Policy & Advocacy (CPA) team in New York. The Director will work alongside the Managing Director (CPA) and collaborate closely with the Managing Directors of digital platforms and policy and convenings as well as the other directors and members of the CPA team. The Director will work across the various initiatives as needed including Health; Food; Equity and Economic Opportunity; Data, Technology and Innovation; Power and Climate; and Innovative Finance as well as provide support to the Regional Offices when appropriate. The Director brings extensive experience and expertise to develop and execute influence strategies that combine expertise in communications, campaigns and strategy to help advance each program's goals.

Principal Duties and Responsibilities:

  • Develop and execute strategic influence, communications and campaign plans with program teams that are integrated into and feed the overarching impact goals of wider program strategies.

  • Recommend and advise on communications and advocacy grants, contracts, and consulting arrangements for program teams and manage related communications budgets.

  • Look for synergies with key grantees to support and elevate the outputs of the work.

  • Work with the Foundation's program teams, CPA teammates and external partners to create and / or curate a regular stream of communications resources that can be utilized for influence-including data visualization products, digital assets, op-eds, knowledge products etc.

  • Manage communications agencies on a day-to-day basis.

  • Write and edit core materials including messaging, press releases, talking points, blog posts, and other material related to program milestones, or other news.

  • Oversee and contribute to the development, research, and writing of briefings for media opportunities and events.

  • Arrange and staff media interviews and speaking engagements and prepare spokespeople in advance.

  • Coordinate with the Communications, Policy and Advocacy team to profile the work of the Foundation and its grantees with the media and on the Foundation's owned channels, for example at the time of major announcements or during participation at high profile events.

  • Create and manage an effective project management system to ensure that key events, activities, milestones and deliverables for priority projects are being proactively tracked and managed, ensuring a hands-on approach to problem solving in order to deliver timely and effective results.

  • Work collaboratively with key internal stakeholders and core grantees ensuring positive cooperation and relations are always maintained.

  • Serve as a thought partner to the Managing Directors, Directors, and other team members on strategic content development, curation, and storytelling across the Innovation team.

  • Support the development of a strategic communications plans in partnership with RF's CPA team and external partners.

  • Help devise and execute content development tactics, including articles and blogs, presentations, speaker series, etc.

Education, Experience & Skills:
  • Bachelor's degree in relevant field (e.g., public policy, global affairs, communications, journalism)

  • Master's/Advanced degree preferred

  • Minimum five years of experience in a research, communications and strategy-related role, with:

  • (a) At least four years in one of the sectors represented by the RF initiatives

  • (b) At least one year of experience working abroad in international development

  • (c) At least two years working in public policy at a national or global level

  • (d) At least three years developing communications materials and social media assets to explain complicated, technical information in understandable ways.

Preferred Education, Experience & Skills:
  • Prior experience in strategic communications familiarity with policy making

  • Extensive professional networks

  • Experience writing about on complex topics for non-experts

  • Experience organizing meetings and convenings and engaging with high-level stakeholders both domestically and internationally

  • Experience working abroad in a job involving international development

  • Experience with managing competing priorities

  • Experience with project management

Qualifications & Competencies:

  • Strategic Ability: Ability to see opportunities, design innovative and creative approaches backed by strong analysis and planning. Strong sense for messaging, themes and techniques that resonate with key influence audiences including government, business, and media.

  • Leadership: Ability to think innovatively and creatively; negotiation skills; demonstrates accountability, motivate and inspire colleagues working with.

  • Content knowledge: Understanding of basic issues and players in international development and/or RF's program areas as outlined above. Knowledge of technology tools that enable effective communication and storytelling is desired.

  • Analysis: Ability to analyze problems and solutions from a variety of perspectives (political, economic technological, anthropological, legal) as evidenced by a diverse academic background in a relevant field (public policy, global affairs, communications, journalism) and/or equivalent work experience. Ability to research, synthesize and integrate disparate pieces of data, analysis, and information into thoughtful briefs for internal decision making and external influence.

  • Communication: Excellent communication skills to convey complex information appropriately to stakeholders with different backgrounds and needs, both oral and written. Strong interpersonal and exceptional listening skills.

  • Decision-Making: Ability to multi-task and experience dynamically setting work priorities among competing needs; comfort with a changing work environment.

  • Execution: Strong project management skills; meets deadlines; sense of urgency and responsibility; ability to multi-task competing priorities and work under pressure; detail oriented. Ability to organize chaos into coherent plan.

Program Description: Reporting to the Chief Operating Officer and as an advisor to the President/ CEO and Senior Leadership Team, the Senior Director of Health Policy & Community Affairs is a new position at Public Health Solutions responsible for public policy and advocacy agenda, advancing our work to reduce health disparities among vulnerable families in NYC. Public Health Solutions is a 501(c)(3) nonprofit working to improve health outcomes for under resourced communities throughout the City. We provide services in high-need neighborhoods, support community-based health organizations who share in our mission to improve public health, and bridge the gap between healthcare and communities. PHS focuses on a wide range of public health services including food and nutrition, health insurance, maternal and child health, sexual and reproductive health, tobacco control, HIV/AIDS, emergency response to health crises, such as the COVID-19 pandemic. Position Summary: The Senior Director of Health Policy & Community Affairs works to build and maintain relationships with communities in which PHS works and who maintain oversight of the delivery systems governing Public Health Solutions' network of services. As such, the role requires a commitment to addressing health equity and uplifting the needs of vulnerable communities across a spectrum of health and social services policy areas; cultivating champions that would reform policies that improve the health and wellbeing of vulnerable New Yorkers; and advancing community engagement strategies relevant for the New York City context. The Senior Director of Health Policy & Community Affairs serve as Public Health Solutions' policy advisor and represent Public Health Solutions on health policy matters including, but not limited to, coalitions, partner organization coordination, public testimony, and press initiatives. Responsibilities include: Community Affairs * Serve as PHS' chief advocate and represent PHS on policy matters, including coalitions, partner organization coordination, public testimony, press interviews and events. * Identify opportunities for PHS to participate in consensus-building with colleagues and stakeholders related to campaigns/platforms to address the needs of populations PHS serves and the service delivery infrastructure. Increase staff visibility in these opportunities/activities. * Lead the implementation of the agency's legislative and government relations strategy (State, Local and Federal) and forge, and maintain relationships with key public officials and their staff, creating PHS community champions. * Represent PHS at city and state legislative and budget events/activities that align with PHS' service portfolio and policy agenda. * Collaboratively with PHS program leadership, to identify funding priorities, submit proposals and secure NYC citywide, capital and discretionary funding, and State grants and capital funding. Manage the internal infrastructure for NYC Council discretionary requests, and information gathering/sharing and position vetting on policy matters to ensure agency-wide policy and advocacy coordination and integration. * Collaborate with the Communications and Marketing team on the development of policy-related op-eds, letters to the editor, and other press/messaging materials as well as the effective use of social media. * Coordinate the invitation and participation of key elected officials in PHS program events. Respond to program staff needs that relate to local elected officials and key community stakeholders. Special Projects and Initiatives * Identify, analyze, and escalate relevant health and social service policy issues that impact PHS and the communities it serves. As needed, create project plans, presentations, meeting agendas, status reports, position papers, or related artifacts used to develop sound policy * Manage the policy design, development, implementation and execution of special projects, initiatives and priorities that align with the agency's strategic priorities. * Coordinates the allocation of resources to meet Senior Leadership Team goals. Core Competencies * An understanding of NYS, NYC and federal government legislative, regulatory and budget environments and processes; * Expertise in health & social services policy and related issues, especially in the City, State and Federal context * Excellent project development, organizational, interpersonal written and oral communication skills. * Self-motivated, detail and deadline oriented with superb follow-up skills. * Ability to multi-task and work independently in addition to working in collaboration with a wide range of staff and colleagues inside and outside PHS.
