The Payroll Director reports to the Controller and is responsible for the leadership of the entire payroll function in a complex unionized healthcare environment with an estimated gross annual payroll of $200 million. The Payroll Director manages the payroll team to provide accurate and timely payment of payroll and all other employee related reimbursements to BCHO employees; ensures proper and timely quarterly and annual tax filings; ensures payroll tax payments are in compliance with applicable federal, state and local tax laws; maintain compliance with wage and hour laws and other regulatory requirements; ensures proper distribution of salaries and wages to the appropriate accounts; designs and implements improved payroll processes and policies, including adequate internal controls and system reviews, audits and upgrades for approximately 3,000 employees.
Education: Bachelor's Degree required (extensive relevant experience considered in lieu of education)
Experience: Minimum 15 years of payroll processing experience in a unionized environment, preferably in a health care facility. 5 years management experience.
Previous experience working in a complex payroll environment preferred. Previous experience working with a headcount of 1,000+ employees preferred. Previous experience processing/managing payroll in a health care/union environment preferred.
Knowledge, Skills & Abilities: Demonstrate knowledge of payroll accounting, internal controls, policies and laws, including the ability to research and interpret new regulations and policies.
Ability to establish high standards of customer service for department. Ability to apply knowledge and interpret laws, policies, changes to benefit offerings and complex regulations (i.e. IRS and California state tax laws) in order to ensure continued compliance for the organization.
Able to resolve tax, payroll and/or benefits issues in a timely and professional manner. Able to interpret and communicate BCHO payroll policies, union contracts and regulatory requirements to staff. Demonstrated experience planning, leading and executing projects.
Must have working knowledge of payroll and time and attendance systems, including Meditech, KRONOS and PeopleSoft. Microsoft Office Suite (Word, Excel, PowerPoint)
Certification Required: Active Certified Payroll Professional certification with American Payroll Association
