Responsible for overall continuous improvement for internal processes, work methods, training and assurance in order to maintain the highest standards of quality, service and compliance within Liberty's operational programs. Accountable for the development and implementation of short and long term initiatives that support the overall corporate and business goals with a focus on how operational strategy drives customer satisfaction within Liberty's gas, electric, water and wastewater services This high impact role will provide overall leadership and direction to functional teams in existence across our matrix organization and ultimately responsible for developing strong and close relationships with our customers and the organization.

Mandate

Responsible for overall continuous improvement for internal processes, work methods, training and assurance in order to maintain the highest standards of quality, service and compliance within Liberty's operational programs. Accountable for the development and implementation of short and long term initiatives that support the overall corporate and business goals with a focus on how operational strategy drives customer satisfaction within Liberty's gas, electric, water and wastewater services This high impact role will provide overall leadership and direction to functional teams in existence across our matrix organization and ultimately responsible for developing strong and close relationships with our customers and the organization. Flexible with traveling to other company sites and locations is required.

Job Functions

Responsible for Operational direction and support under the functional area of work Methods, Training and Quality Assurance within Liberty's electric, gas, water and waste water systems.

Work Methods

  • Develop and maintain a working relationship with the appropriate Federal and State regulatory agencies to ensure the Company is aware of current and proposed regulations regarding Field Operations activities.

  • Create and maintain all of the operational policies and procedures within each modality.

  • Improve and standardize emergency response plans across all modalities.

Training

  • Lead and develop the technical training program related to the Gas Operator Qualification programs.

  • In conjunction with local Field Operations, provide assistance with/access to, training regarding required licenses needed by Field Operations employees within all modalities.

  • Closely work with local Field Operations groups to continuously evaluate the need to develop in-house or facilitate access to third party training for required licenses.

  • Work closely with Field Operations groups to ensure compliance/improvement to the programs.

  • Develop relationships with Industry Organizations such as NGA, SGA, EEI, AWWA regarding Operator Qualification programs.

Quality Assurance

  • Ensure the logistical needs of the Company are met prior to, during, and after an emergency, including planning and aligning the resources to support the emergency preparedness and response plans

  • Ensure through scheduling/recording that locations are performing drills/table tops to maintain emergency plan proficiency/continuous improvement of the plan.

  • Quality checks/inspections at the Field level to ensure quality of installation/maintenance activities.

  • Develop a program for periodic verification of documentation/making corrections to ensure compliance with procedures/policies. For example, locations leak survey records for proper completion/conformity to correct issues/maintain compliance.

  • Act as liaisons with the various mutual assistance organizations the Company is involved with to ensure proper representation/participation so that if called upon, the Company can both receive and give the appropriate mutual aid/assistance during a larger scale event.

  • Work with local Field Operations locations to develop active participation with any of the various Damage Prevention/811 organizations to increase awareness/improve the overall prevention of excavation damage to underground facilities in the Company's operating areas.

  • Develop/track and monitor operational metrics and provide recommendations for operational improvements.

Qualifications

  • Associates/Bachelor's Degree in Engineering, Business, or related discipline required. Master's degree preferred.

  • 10+ years of effective work-related experience in regulatory compliance, quality control or emergency planning required.

  • Knowledge in the areas of gas pipeline safety regulations such as Operator Qualification Plans, Public Awareness Programs, Control Room Management, Business Continuity Plans and Emergency Response Plans

  • Strong understanding of technical training within the gas, electric, water and wastewater industries.

  • Enthusiastic and creative leader with the ability to inspire others

  • Knowledge in the areas of electric safety regulations such as the OSHA Electric Power Standards and the National Electrical Safety Code is desirable.

  • Excellent (verbal and written) communication skills and interpersonal skills with the ability to deal professionally with all types of information, including that of a confidential nature, required.

  • Strong organizational skills with attention to detail/accuracy so as to perform a variety of tasks simultaneously.

  • Demonstrated ability to manage multiple projects from conception to completion required in compliant with Company's policies and procedures.

With responsibility for overall organization and financial management of the hospice agency, you will ensure the delivery of quality care to patients, enhancement of business development, and continuous improvement of agency efficiency and fiscal success. * Responsible for and causes compliance with all regulations, laws, policies and procedures applicable to hospice and reimbursement issues. Educates all staff members about state and federal rules and regulations as well as ACHC, and other regulatory agencies standards. Oversees the implementation of agency policies and procedures. * Manages and evaluates the health services program to ensure quality of service and maintenance of policy standards and makes consultative/supervisory home visits and physician calls with staff as needed, as appropriate. * Is responsible for and ensures a comprehensive quality assessment and performance improvement program for the agency. * Participates with the physician, referral sources, and professional staff in decisions regarding patient eligibility and suitability for the hospice program. * Acts as a liaison between staff, patients, physicians, and other health care providers. * Work with all members of the medical community to promote home care services. * Recruit, hire, assign, evaluate and develop staff to ensure delivery of quality care to patients. * Assists and coordinates, with the senior management, the budget development process, implementation and evaluation. Required: * Registered nurse OR a health care professional licensed to practice in the state with supervisory or management experience in a health care setting OR an individual with education, training and experience in health service administration with management experience in a health care setting. * Nurse Licensure Compact (NLC) documents the following: The mutual recognition model of nurse licensure allows a nurse to have one license (in his or her state of residency) and to practice in other states (both physical and electronic), subject to each state's practice law and regulation. Nurses must legally reside in a NLC state to be eligible to have a multi-state license.
