SALARY: $97,238+ annually, DOE

Northwest Lineman College (NLC) is seeking a resourceful and driven Director of Workforce Programs to position NLC as the dominant supplier of quality labor to the industries we support. Armed with strong project management and nuanced communication skills, this person will lead segments of strategic projects and programs instrumental to the creation and expansion of NLC's business development partnerships. Through engaging interactions with internal and external senior leadership, this person bridges innovation to reality, formalizes plans into programs, and provides tactical, operational, and strategic insight. Reports to President of Strategic Solutions. Up to 50% travel may be required.

What you'll be doing:

  • Develop vision for high impact workforce development programs linked to research, policy, and industries

  • Demonstrate thought leadership through participation or leadership of stakeholder/advisory groups, conference presentations, and journal submissions

  • Participate in selected advisory and strategic planning groups as necessary and approved

  • Lead regularly scheduled team and/or project meetings for program growth and improvement purposes

  • Develop and maintain internal peer relationships to support, leverage and build resources and programs

  • Closely collaborate with partners for job development pipelines, as well as other areas of intersection

  • Provide programmatic and fiscal oversight of workforce development programs

  • Develop and monitor annual program measurable goals and objectives that align with organizational goals

  • Monitor program outcomes and activities through data collection, dashboard, analysis, and improvement

  • Create specific program policy and procedures to support successful program operations across enterprise

  • Coordinate with HR professionals regarding recruitment, hiring, orientation, onboarding, and retention efforts

  • Leverage technology to establish and refine standard operating procedures and system that produce automated and on-demand workforce summaries, reports, and KPIs to customers and NLC stakeholders

  • Oversee, lead, and maintain NLC's Partners in Recruiting program

  • Develop and lead: the Veterans Strategic Pipeline initiative; the Urban Workforce Pipeline initiative; the Union Coalition initiative; and NLC's B2B workforce recruitment and placement initiative

  • Research, analyze, and synthesize reports and studies relevant to best practices for workforce development, elimination of barriers to employment, and successful financial inclusion strategies

  • Champion integrated, cross-functional program policies, procedures, and operations

  • Commit to lifelong learning through continual improvement, researching/studying disciplines relevant to this position, and by participating in strategic initiatives that will ensure NLC exists into perpetuity

The success patterns for this position are:

  • Bachelor's degree in business administration, management, marketing, or HR (master's preferred)
  • Minimum of eight (8) years of professional experience in a leadership role
  • HRCI, SHRM, TMI, or PMP certifications preferred

The successful candidate will have the following personal characteristics:

  • Demonstrated knowledge of accreditation standards and applicability in a provided, post-secondary educational setting

  • Experience interpreting, applying, and explaining laws and regulations

  • Project management proficiency coupled with terrific time management and multi-tasking skills

  • Familiarity with Smartsheet and/or other productivity applications

  • Understanding of Salesforce, databases, and/or gradebook software

  • Excellent communication skills with the demonstrated ability to strike the right tone and select the best medium of messaging

  • Successful working independently and as part of a team

  • Inherently talented at calmly handling multiple, changing priorities and competing deadlines

This Workforce Consultant classification is used as training and development for the Workforce Consultant, Senior position. Incumbents serve a six-month probationary period in order to learn the practices and standards necessary to reach the Workforce Consultant, Sr. level. These positions require incumbents to work effectively with individuals and families under stress, difficult circumstances and from diverse backgrounds.
