REPORTS TO: Chief Operations Officer
STATUS: Director - Exempt
WORK YEAR: 260 days

JOB SUMMARY:

The Director of Transportation oversees the day-to-day operations of the Transportation Department under the oversight of the Chief Operations Officer. Primary duties include direct supervision and scheduling of work assignments for the Transportation Department and clerical support personnel.

The Director of Transportation serves as a primary contact person for the Transportation Department, requiring skills in public and human relations and effective oral and written communication. This position requires the use of independent judgment to deal with a variety of unanticipated challenges and concerns.

This position also requires knowledge in the following areas: bus routing, dispatching, bus driver training, ordering and purchasing, progressive discipline, conflict resolution and group facilitation. Highly sensitive issues/concerns are referred to the Director of Human Resources.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Essential duties of this position include the following. Employees in this position perform some or all of the following tasks. Other duties may be assigned.
On a daily basis plans, schedules, organizes, coordinates, inspects and evaluates the work of assigned staff.
Documents performance of assigned personnel; coordinates evaluation process; and assists with the hiring, discipline and termination process of department employees.
Manages bus routing, trip requests, scheduling and tracking.
Develops and implements procedures, routines, and training as necessary; assesses efficiency of department procedures and institutes new or revised procedures to increase efficiency, effectiveness, safety awareness and best customer service practices.
Manages vendor and department ODE records and inspections.
Assists in the preparation and management of contract bid documents and recordkeeping.
Completes reporting requirements.
Performs general administrative tasks associated with correspondence; meeting agendas/minutes; department directory updates; job description updates; department Web page management; department re-certifications; and department awards/appreciation presentations.
Assists with the oversight and preparation of the department's budget. Generates budget reports for the Director of Human Resources as needed.
Approves department spending of purchases established by District guidelines and limit controls.
Assists the department's Administrative Assistant as needed with generating purchase orders and account coding.
Appropriately maintains and secures confidential records and inquiries.
Formats and completes special projects as assigned by the Chief Operations Officer or the Director of Human Resources.
Develops and maintains relationships with Principals, staff, vendors and suppliers.
Complies with applicable District, state, local and federal laws, rules and regulations.
Professionally represents the school and the District in interactions with parents, community, staff, and students.
Attends work regularly.
Occasionally performs work beyond a standard 40-hour work week when work-load requires.
Other duties may be assigned as needed.
MINIMUM QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education/Experience: High School Diploma, Associate's Degree, or equivalent of two-year college or technical school, minimum of five years of progressively responsible related experience; holds a current CDL, with all required endorsements and an Oregon School Bus Driver's Certificate; preferably understands routing, dispatching.
Knowledge: Understands federal and state guidelines regarding driving a school bus, driver qualifications, special transportation requirements under IDEA and fleet maintenance requirements
Interpersonal Skills: Ability to work with employees from diverse backgrounds, Ability to maintain confidentiality, problem-solve, make responsible decisions, and build a positive team
Language Skills: Ability to communicate fluently verbally and in writing
SUPERVISORY RESPONSIBILITIES:Position supervises all drivers, router, dispatcher and department clerical support employees. All school employees have some responsibility for supervising students and assisting in maintaining a safe environment.

EVALUATION:

Performance of this job will be evaluated bi-annually.

PHYSICAL REQUIREMENTS:

Climb stairs
Use hands for repetitive motions, including single grasping, fine manipulation, and pushing/pulling a maximum of 20 pounds
Drive between District facilities for meetings
The employee may occasionally:
Lift items weighing up to 40 lbs.
WORKING CONDITIONS:
The employee works with groups of staff and on a one-on-one basis. The working conditions are that of a typical office atmosphere and/or school building. Frequent/daily travel between District buildings is required; occasional travel to area Districts or ESDs for meetings and conferences should be anticipated.
