Job Purpose

The Director, Transmission and Wholesale Markets Policy is a critical and strategic role, and the successful incumbent will have a long-lasting and significant material impact on National Grid businesses in the United States. This role reports to the Senior Vice President of US Policy and Regulatory Strategy for National Grid. The purpose of this role is to drive strategic and proactive thought leadership on transmission policy issues and wholesale energy markets issues, in both the regulatory and legislative arenas.

The successful candidate will be able to organize and lead internal stakeholders in the development of and support externalization of such transmission and wholesale markets policy in support of the clean energy transition in New York, Massachusetts and at the federal and US national level. They will have an in-depth knowledge of and passion for the clean energy sector and establish themselves as the leading voice for the Company on transmission in support of renewables, disadvantaged communities, system reliability, and electrification of various economic sectors, as well as the required reforms to wholesale energy markets to support the clean energy transition. They will be both strategic and tactical, a hands-on and results-driven leader who will bring credible expertise, exceptional relationship building skills, and fresh energy and passion to the role. They will possess winning commercial acumen that will lead to infrastructure rate base growth in transmission business development activities on behalf of the company and enhance the company's reputation via thought leadership on transmission policy and wholesale market developments.

Key Accountabilities

  • Be the "go-to" leader for thought leadership on transmission policy and wholesale energy markets matters for National Grid.

  • Analyze and develop company policy positions on key transmission and wholesale markets issues.

  • Coordinate with the Director of Federal Regulatory Affairs, the VP of US Policy and Regulatory Strategy, Corporate Affairs, and the NY and MA Regulatory and Pricing teams and the NGV (National Grid Ventures) regulatory teams on externalization of National Grid transmission policy positions.

  • Influence and manage internal stakeholders and assure buy-in to all propositions.

  • Support National Grid's emerging clean energy transmission projects, partnerships and opportunities that are in line with National Grid's strategic business objectives and value requirements.

  • Support development of winning bid strategies and proposal preparation in response to any market driven FERC Order 1000, Priority Transmission Projects or other competitively bid solicitations in our regulated footprints.

  • Support the development of investment papers and business cases, as well propose new operating models for the business, if necessary, to suit the opportunity.

  • Support teams from across National Grid in pursuit of transmission opportunities, engaging external consultants as needed, to develop robust and compelling transmission business cases and proposals.

  • Ideate and help develop external communications plans, value propositions and external positions for transmission and wholesale market developments, in cooperation with Corporate Communications.

  • Support future rate case submissions relevant to emerging transmission opportunities.

Supervisory/Interpersonal- Experience Required

  • Has previously worked with the Federal Energy Regulatory Commission, NYISO, ISO-NE, or other RTOs/ISOs in the United States on electric transmission issues and/or wholesale energy market issues.

  • Exceptional inter-personal, relationship building and collaboration skills at all levels.

  • Demonstrated experience conducting internal stakeholder engagement at the director and senior leadership level.

  • Experience in leading virtual teams in pursuit of business opportunities.

  • Experience in successfully organizing and leading teams through ambiguity to deliver high performance and desired business results.

Qualifications

  • Familiarity with electric system planning, NYISO or ISO-NE functions, and electric rates strongly preferred.

  • Strong understanding of federal regulatory and legislative activity surrounding transmission issues and wholesale energy markets and familiarity with utility finance.

  • Bachelor's degree is required, preferably in business, economics, engineering, or a relevant discipline.

  • 10+ years of experience working in the electric sector on transmission strategy, wholesale market developments and/or policy matters.

  • In-depth knowledge and understanding of the clean energy sector and large-scale business development involving capital investment.

  • Significant understanding of technical, commercial, regulatory, market and relationship management aspects of business development and issues affecting the utility industry.

Salary

New England: $186K- $219k a year

Upstate NY: $166k - $195k a year

Downstate NY: $199k - $234k a year
