The Director of Transition Management develops transition solutions, plans, and transition materials, supports proposal development, post-proposal submission transition planning, and performs as the transition manager on select, enterprise and customer group priority bids. The position resides in the Training and Mission Solutions Practice of SAIC's Solutions and Technology Group as a shared resource across the enterprise, supporting the company's most important captures.

The position requires an individual with significant experience in large program transition-related activities and who is an expert in transition strategy, methodologies and execution. Superior written and oral communications skills are essential as is the ability to travel periodically for extended periods in the leadership and management of transition activities.

ROLES AND RESPONSIBILITIES:

  • Support business development, capture, and proposal efforts through effective written artifacts and verbal communications/presentations that articulate both the details and value of transition management aspects of SAIC's proposed solution

  • Create comprehensive, integrated transition plans/schedules (generally in Gantt format) spanning standard non-technical and technical phase-in activities (e.g., program management processes and tools, knowledge transfer, recruiting/staffing, clearances and access requirements, quality and risk management, facilities preparation, asset management, communication and reporting, subcontract engagement, and service delivery transition and operational readiness)

  • Prepare and present orals slides concerning transition in proposals

  • Prepare the program leadership for post-transition or phase-in management of the environment.

  • Responsible for the successful program management of the transition/ phase-in of a contract and/or task order for SAIC Federal/Government customers ranging from few days to months, generally on-site with the client

  • Upon award, lead and manage (both directly as well as a team of indirect reports) the execution of each transition or phase-in task to ensure on-time delivery and no disruption to a customer's ongoing operations or service delivery

  • Provide guidance, direction, and mentoring to the transition or phase-in team

  • Develop trusted relationships based on proactive communications and transparency both with the direct customer as well as the program team

  • Deliver reports that effectively convey status of the transition (weekly and daily) to SAIC corporate leadership and the direct customer or other program stakeholders from the customer's environment.

  • Proactively escalate challenges/risks/issues to SAIC and client leadership, developing effective mitigations and contingencies.

  • Develop reusable artifact and transition materials for use by solution architects across the company's portfolio of capture opportunities.

  • Support development of transition commercial service/product development

  • Travel required in support of some opportunity proposal development and for management of contract transitions.

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelors and eighteen (18) or more years of large, complex program or project management or a Masters and sixteen (16) years or more of large, complex program or project management.

  • Demonstrated ability of solutioning, authoring, and leading transitions throughout the entire opportunity capture life-cycle.

  • Large, complex program management experience (16 years) that spans non-technical and technical aspects of government contracts/programs, particularly as it relates to transition and transformation management

  • Excellent written and verbal communications skills, particularly as it applies to proposals, client presentation development/delivery, and program management

  • Experience in preparing comprehensive and effective written documents that align with customer requirements and SAIC's transition or phase-in process

  • Experience with various clearance levels (e.g., Public Trust, Secret, Top Secret) and the processes for managing them

  • 10 years of experience with SAIC's government customer base in program management, transition management, and/or service delivery leadership roles

  • Experience with program, project, and transition management processes, tools, protocols

This role is the primary leader responsible for evaluating end to end process review and driving operational efficiency across the account team. Accountable for managing strategic alignment and overall delivery success of continuous improvement, optimization, transformation, and internal projects/initiatives. Responsibilities: * This transformation leader will lead the Program Management Office for a large corporate account. As such, the PMO leader will be responsible as the main accountable leader for the account on the tracking, reporting, and review processes of all projects, initiatives, and performance measures on the account. * Primary responsibilities will include driving the account level programs to achieve continuous improvement across all high priority service line initiatives. These initiatives require program management of communications, technology and business intelligence projects that achieve significant improvements to current state processes. This leader will have a clear focus on driving positive outcomes for the program. * The PMO will coordinate macro-level reviews and coordinate/manage integration mechanisms such as an Integration Plan across all Service Lines: IFM, PDS, TM, OP, Sourcing, etc. This will include owning and improving all program management processes and tools. * The PMO will ensure all projects and initiatives have the appropriate screening for strategic alignment, with client and account desired objectives, and have been properly reviewed by appropriate stakeholders for appropriate funding and procedural approvals. * The PMO will directly and indirectly lead a team of people, including service line subject matter experts. This team will be accountable for all processes and materials utilized within the PMO, and for the training and integration of the rest of the account with respect to PMO processes and procedures. The PMO will also maintain a strong linkage to corporate PMO structures and materials, and to industry best practices, in order to bring a leading enterprise PMO operation to the account. * The PMO leader will maintain a strong relationship with client governance and client PMO contacts. * The PMO will report to the Account Director and will be part of the account leadership team. * Prioritization and governance of all projects/initiatives in scope * Manages centralized tools, templates and processes including change control and integrated tracking and reporting across all projects/initiatives * Key Stakeholder engagement, reporting and escalation * Matrixed engagement with corporate, platform leadership, and all regional and service line leaders.
