Job Description:

The New York State Youth Justice Institute (hereafter YJI) is seeking to hire a Director of Training and Technical Assistance. In partnership with NYS agencies, local governments, direct service providers, and youth and families impacted by the justice system, the YJI's purpose is to ensure that at-risk youth in New York receive the best and most effective services. The Institute's key responsibilities include evaluation of New York State youth justice initiatives, the accumulation and dissemination of information on national evidence-based practices and programs, grant writing and post-award administration, and the provision of technical assistance and trainings to youth justice practitioners and policymakers to enhance the outcomes for youth and young adults, families, and overall public safety throughout the state of New York.

Under the direct supervision of the Executive Director of the Institute, the Director of Technical Assistance and Training will be part of the Institute's Management Team. The primary responsibilities are:

  • In alignment with the Executive Director's vision, the Institute's mission, and input by our State partners, the Director of Training and Technical Assistance (TTA) will develop and oversee the timely execution of the Institute's Training and Technical Assistance Plan.

    • The TTA Plan will inform the Institute's workplan, which is written to fulfill an MOU with the NYS Division of Criminal Justice Services.
  • -The TTA Plan must reflect the strategic activities that the TTA portfolio of the Institute seeks to advance; how they align with the needs of our partnering agency; and it must contain actionable items and success metrics that may be used to evaluate the Institute's deliverables and capacity needs with respect to TTA.

  • -The Plan is reviewed (and revised if needed) twice each year and relies heavily on the Director's ability to be flexible to adapt to unforeseen needs and projects, deploy existing resources accordingly, and/or seek additional support to fulfill the outlined strategies.

  • -Ensure the timely completion of assigned tasks relevant to training and technical assistance assignments for the Institute's state and local partners.

  • Devise an actionable plan to embed intersectional equity, diversity, and inclusion principles in the Institute's projects and practices.

  • Serve as a key advisor to the Management Team in all equity-related initiatives, partnering closely with leaders across the state to advance the Institute's goal of being fully reflective of the needs of the populations we serve.

  • Supervise, oversee the performance of, and train all professional staff and students who are part of the Institute's Training and Technical Assistance team.

  • -This includes the supervision of two Senior TTA Specialists, two Instructional Support Assistants, as well as the Institute's Youth Specialist, who is responsible for overseeing our Peer Advisory Council.

  • -The Peer Advisory Council is a group of several youth with lived experience from different counties in New York State, who provide advice on myriad youth justice topics. We anticipate this growing substantially in the coming year and the Director of TTA's support and vision for the PAC, in close collaboration with the Director of Research, will be critical.

  • Deliver in-person and virtual technical assistance and trainings across New York State.

  • -This position will require the ability to travel within the State and sometimes nationally. Travel requirements are estimated at 20%.

  • The Institute's training portfolio includes a monthly webinar series. Recruitment of speakers and the overall management of the series falls under the responsibility of this position.

  • -To date, the Institute has trained over 10,000 participants as part of this virtual series. We intend to grow this audience even further by offering other web-based training formats, such as 'fireside chats,' podcasts, and so on. The incumbent will be responsible for identifying learning opportunities on topic areas relevant to the needs of youth justice providers, seeking out SMEs to collaborate on the development of such trainings, and for delivering/implementing the trainings.

  • -The Institute also intends to expand its TTA portfolio to establish certificates for non-traditional students, as well as provide CLEs and CEUs for selected trainings.

  • Develop technical assistance and training materials and products:

    • including toolkits, issue briefs, surveys, support with data contextualization and storytelling, peer-to-peer visits, strategic planning assistance, specialized TTA, assistance in implementing evidence-based programs (from logic model development to impact measurement), needs assessment instruments, evaluation activities, among others.
  • -Develop and/or oversee the development of myriad training curricula for traditional and non-traditional students.

  • Oversee the maintenance of the YJI's online courses via its learning management system.

  • Using the learning management system and other media, create 'learning communities of practice,' as determined by our stakeholders' existing and/or anticipated needs.

  • -Over time, coordinate and facilitate these learning communities of practice between multiple organizations to share lessons learned.

  • Identify statewide and locality-specific needs for technical assistance and training in coordination with relevant State and local agencies and practitioners.

  • Identify opportunities for funding in the priority areas determined by the Executive Director and assist in grant writing.

  • Forge strategic partnerships across UAlbany to identify collaboration opportunities for curriculum development, certificate development, cross-functional strategies, and initiatives.

  • In close collaboration with the Director of Research and other partners, and with the assistance of graduate students, the Director of Technical Assistance and Training will support localities and practitioners in devising data collection procedures to allow for continuous process and outcome evaluations to ensure the services provided are achieving the desired goals. The incumbent will also engage in data translation and will assist the Institute's Research Team in crafting compelling and impactful 'data narratives.

    • Provide capacity building services to ensure youth providers can administer programming more efficiently and effectively.
  • Acquire and maintain knowledge of appropriate State legislation and regulations, conducting review and analysis of proposed legislation and regulations for recommendations to relevant stakeholders as necessary.

  • In close collaboration with the Director of Finance and Grants and with other partners within the University, the Director of Technical Assistance and Training will ensure that compensation of speakers, subcontractors, SMEs, and any other fiscal activities related to training or technical assistance are timely honored and well documented for audit purposes.

  • Develop reports related to funding requirements and others as directed by the Institute's Executive Director.

  • Coordinate the development and preparation of reports on the programs and initiatives in the Institute and localities, as needed.

Requirements:

Minimum Qualifications:

  • Graduate Degree (MA, MS or equivalent) in Criminal Justice, Criminology, Psychology, Public Policy, Social Welfare, Education or a related field from a college or university accredited by the U.S. Department of Education, or internationally recognized accrediting organization, plus at least 7 years of progressive leadership and/or supervisory experience; or a Ph.D. in any of the above-mentioned fields plus a minimum of 5 years of progressive leadership and/or supervisory experience.

  • At least 7 years' experience in either direct service to, research into, and/or technical assistance provision focused on at-risk or justice-involved youth or a combination thereof.

  • At least 5 years of demonstrated experience in fiscal decision-making and administration.

  • Substantive knowledge of best practice literature, evidence-based programming, and in-person and virtual training strategies.

  • Demonstrated experience delivering relevant in-person and web-based training and training courses.

  • Demonstrated ability to offer technical assistance related to youth and/or young adult focused research and best practice implementation.

  • Demonstrated excellence in writing and editing professional documents.

  • Demonstrated ability to provide research translation for diverse stakeholders.

  • Demonstrated ability to support the implementation of participatory action and similar research projects.

  • Applicants must demonstrate an ability to develop inclusive and equitable relationships within our diverse campus community.

  • Applicants must demonstrate an ability to support diversity, equity, access, inclusion, and belonging relative to their role.

Preferred Qualifications:

  • The ideal candidate will demonstrate a professional record of substantive training in and/or direct experience with race, ethnicity, and/or gender disparity issues.

  • Knowledge of New York-specific regional needs in youth justice and preventative best practices.

  • Demonstrated experience facilitating strategic meetings and workshops.

Additional Information:

Professional Rank and Salary Grade: Senior Staff Associate, SL5; $115,000-125,000.
