Description:

The Director of Systems and Support is a member of the MercyOne Medical Center leadership team and is responsible to allocate available resources to promote efficient, effective, safe, and compassionate nursing care based on current standards of practice. The Director supports a shared leadership philosophy and advances the professional practice model for Patient Care Services.

Under the general guidance of the Chief Nursing Officer, is responsible for development and management of various administrative support functions for Patient Care Services. Directs and coordinates clinical information systems operations, ensuring consistency with organizational philosophy and goals; compliance with applicable administrative and clinical practices; and the provision of efficient and effective customer service. Role will focus on liaison/advocacy, project management, and change management.

The Director ensures an effective departmental structure for Supplemental staffing and House Supervisor resources, inclusive decision-making, creative and supportive personnel policies, professional models of care that promote excellent patient services, collegial interdisciplinary relationships, and professional development opportunities for nursing staff. S/he provides clinical and administrative leadership and facilitates interactive management and the development of strong relationships among nursing personnel and with others throughout the organization and the community. S/he carries out the mission, vision, plans, and standards of the nursing organization and of MercyOne Medical Center as a whole.

The Director enhances the practice environment, consistent with Magnet hospital criteria, encouraging staff accountability for their own practice, and recruiting and retaining employees with the appropriate values, experience, education, and background. The Director is responsible for the strategic and operational leadership of the defined service area(s) and collaborates with the nurse executive and others in organizational planning, innovation, and evaluation.

ESSENTIAL FUNCTIONS

Oversees efforts to optimize patient care services operations, including all dimensions of productivity management (reporting, implementation of daily payroll processes, clinician ratios, and so on.) Leads process/evidence-based improvement initiatives in areas of strategic /operational importance such as innovations in care, delivery models (like virtual nursing). Supports change management related to transformational improvements initiated at the national, state, and local levels. Facilitates retention and recruitment of patient care colleagues including development of a dashboard for monitoring effectiveness of efforts on vacancy, turnover and other engagement key metrics and support of staff/leader efforts to achieve best practices.

Leads staffing services and the collaborative development of innovative solutions to support 24/7 patient care staffing systems which ensure excellence in quality, staff engagement and patient access to care. Oversees centralized staffing functions/teams. Oversees house supervisor team and provides opportunities for leadership development.

Supports patient experience improvement initiatives related to patient throughput, transfers, and referrals, consistent with strategic and operational goals to improve patient access and network integrity. Leads assessment of needs and implementation of strategies to link practice guidelines to practice based electronic medical record design. Evaluates processes and conducts gap analysis within patient care services.

Analyzes data, synthesis information, identifies problems and determines appropriate action. Develops department goals, objectives and ensures services provided are consistent with the mission and philosophy of MercyOne Medical Center. Assumes leadership role in project management process redesign and other broad initiatives.

Serves as resource to various service lines, patient care delivery models, data analysis and outcomes management. Participates in nursing and organizational policy formulation and decision-making involving staff. Assesses, plans, develops, and implements supplemental nursing resource strategies utilizing the ANA Principals for Nurse Staffing as a basis for decision making.

Chairs the Staffing Guidelines committee Creates and manages effective staffing models, scheduling, and communication methods to ensure appropriate resource utilization with patient care areas. Collaborates with patient care staff and leadership to effect operational improvement. Utilizing quality and productivity data and systems to assess, evaluate, and continuously improve the effectiveness of clinical staffing and scheduling.

Provides direction and leadership to enhance use of staffing/scheduling application, benchmark efforts and assist with budgetary and systems initiatives. Defines and implements best practices for patient placement in optimizing nursing departments target census. Plans, implements, monitors and is accountable for the budget in defined areas of service.

Participates in the recruitment, selection, and retention of personnel. Coordinates and supervisors House Supervisors and supplemental/patient placement functions. Assures appropriate orientation, education credentialing and continuing professional development of personnel.

Serves as professional role model and mentor to nursing staff. Demonstrates and promotes the Mercy Model of Caring. Assures nurse participation in Shared Governance in defined area of service.

MINIMUM QUALIFICATIONS

Education:

Bachelor of Science in Nursing (BSN) required. Masters or equivalent in Nursing or Health Care Administration preferred.

Licensure:

Current RN licensure in the State of Iowa. Membership in an appropriate professional organization and seeks continuing education and development opportunities consistent with his or her annual goals and the standards of a Magnet-designated organization.

Experience:

Five (5) or more years of clinical nursing experience, as well as clinical information systems analysis and implementation experience. Three to five years of demonstrated leadership experience.

Demonstrates specific knowledge related to software programs such as Cerner/PowerChart, HealthQuest and other appropriate software programs. Experience with computer applications such as Microsoft Office Suite (Word, Excel, PowerPoint, GroupWise), HealthStream, Intranet; and use of reporting tools.

PHYSICAL AND MENTAL REQUIREMENTS AND WORKING CONDITIONS

Normal office environment where there are relatively few physical discomforts due to dust, dirt, and noise. In an eight-hour day, must be able to sit for 7 hours, stand for ½ hour and walk for 1 hour.

Requires occasional bending and stooping (6-10% of work time). Requires use of hands for actions such as typing, simple grasping, fine manipulation, and repetitive actions. Requires occasional carrying and lifting of objects weighing 10-20 lbs. (6-10% of work time). Requires ability to frequently respond to multiple demands and priorities. Has potential for exposure to infectious diseases, hazardous waste, and chemicals.

Requires visual acuity, the ability to speak and the ability to hear speech. Must be able to travel on occasion to other worksites and training seminars. Must adhere to applicable organizational requirements on an annual basis for Employee Health Directives.
