Job Summary: Direct the development of student services in order to fulfill the holistic needs of all students and their families K-12 and provide direct oversight of program development for: Special Education; Online Instruction; Compulsory Education Regulations; Grant Management, Counseling, Social Work, Speech Pathology, Occupational Therapy, and Psychological Services; Home Education; Medical Access; Professional Development for Educational Specialists; and Coordination of Community Resource Agencies.

Position Information:

  • Full-Time with benefits

  • 8 hours/day, 261 days/year

  • Salary will be determined based on experience

Primary Duties and Responsibilities:

  • Develop, monitor, and evaluate the effectiveness of relative programs; establish and maintain any committees necessary for the proper operation of the student service programs.

  • ?Establish and maintain a sound organization, which will provide for all essential functions of the division.

  • Supervise the selection, hiring, and assignment of appropriate division personnel in accordance with district protocols

  • Research, write, monitor and prepare reports for various local, state, and federal grants

  • Maintain communication with the assistant superintendent pertaining to all matters of major importance and significance relative to the student service programs

  • Establish and maintain effective budgetary procedures to ensure the most responsible expenditures of district funds.

  • Establish positive relationships with all stakeholders including staff, parents, and the community in order to promote positive communication and relationships with the district.

  • Work closely with district administrators to provide in-service training, communication regarding student records, updated information regarding student placements, special education students and gifted students, and provide assistance with regular education intervention activities.

  • Provide oversight of the guidance staff as they plan, develop, and assess Accommodation Plans for Protected Handicapped students (Section 504) for grades K-12.

  • Provide oversight for all K-12 counseling curriculum, programs, and services in alignment with American School Counselor Association standards.

  • Oversee all personnel, programs, and services for the special education department and gifted education department to ensure compliance with legal requirements and to appropriately allocate resources to support students with special needs.

  • Oversee school social workers and supports for students and families.

  • Monitor Medical Access procedures and funding protocols to recommend whether participation is appropriate for the district. If appropriate, coordinate the acquisition and maintenance of Medical Access funding.

  • Conduct Board level disciplinary action with students, including suspensions, expulsions, reassignments, and related investigations/manifestation determinations. Work collaboratively with building administrators to follow appropriate protocols for disciplinary actions involving students with special needs.

  • Ensure district compliance with McKinney-Vento Homeless laws and procedures.

  • Work with the Student Service Coordinator and District PIMS Manager to produce accurate PDE required uploads and pertinent district data.

  • Perform other duties as assigned by the Assistant Superintendent.

Qualifications:

  • Five (5) to ten (10) years' experience in multiple areas of public education necessary, including elementary or secondary school instruction and administrative/supervision

  • Special Education experience

  • Doctorate Degree preferred

  • Pennsylvania Administrative certification required

  • Submission of pre-employment medical examination (Section 148 of the PA School Code)

  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable
