Job Summary

Provides leadership and direction for specialty pharmacy services (MedStar Specialty Pharmacy Program MedStar SPX) across the MedStar Health system, looking to the future to anticipate customer needs, growth opportunities, and challenges in developing and maintaining a quality program. This position will hold direct responsibility for the strategic vision, continued growth, and efficient management of MedStar SPX. Areas of focus include: assisting with the development of MedStar SPX goals and objectives; collaborating with industry leaders and contracted partners; and ensuring compliance with clinical care guidelines and regulatory requirements. This position requires a great deal of organizational skill, innovation, independence, creativity, and flexibility in decision making and problem solving.

Minimum Qualifications


  • Bachelor's degree in Pharmacy or equivalent required; PharmD strongly preferred. Advanced degree (MBA or MHA), preferred. ASHP residency required.


  • 5 years of increasingly responsible experience in management of specialty, infusion, home care, or oncology pharmacy operations required; specialty pharmacy operations management experience preferred. 1 year of clinical patient care experience required. Management of multi-site clinical operations preferred. Business development experience preferred.


  • Current pharmacy license or eligible for licensure in the State of Maryland and the District of Columbia required. BPS-approved certification in one or more specialty area preferred.

Knowledge, Skills and Abilities:

  • Demonstrated Pharmacy Operations leadership skills. Demonstrated business development capabilities, including strong presentation and interpersonal skills, as well as proven acumen for strategic thinking and implementation of initiatives. Demonstrated record of improving financial performance. Capable of effectively communicating with clinical staff as well as Pharmacy and System Leadership for the purposes of business development and care coordination, including ability to manage by influence across the organization. Experienced with data analysis and reporting; strong acumen with establishing and monitoring clinical and business performance measures. Clinical pharmaceutical knowledge and skills to provide care to specialty patient populations across prominent specialty disease states. Strong ability with contract planning, negotiation, and management, preferably with payors / PBMs, drug manufacturers, and/or operational support contractors. Knowledge of pharmacy billing and reimbursement, especially including experience with the 340B Drug Discount Program. Strong understanding of evolving State and Federal regulations; familiarity with the requirements of prominent specialty pharmacy accrediting organizations. Ability to effectively utilize key software programs and applications, such as pharmacy dispensing and clinical therapy management systems, as necessary for operations.

Primary Duties and Responsibilities

  • Develops department goals, objectives, policies, and procedures. Ensures compliance with business unit policies and procedures and governmental and accreditation regulations.

  • Develops and recommends department operating budget and manages resources according to approved budget.

  • Selects, trains, orients, and assigns department staff. Develops standards of performance, evaluates performance, and conducts performance management planning. Initiates or makes recommendations for personnel actions. Maintains ongoing communication with subordinates to review programs, provide feedback, discuss new developments, and exchange information.

  • Assists with the development and continuous growth of MedStar SPX, in collaboration with operational partner. Determines short- and long-term objectives and Key Performance Indicators (KPIs) and implement projects to achieve and exceed them. Develops and document policies and procedures, operating plans, and budgets.

  • Oversees MedStar SPX programmatic and clinical activities including clinical care management, patient and provider engagement functions, programmatic management activities, and contract administration. Coordinates staff with MedStar SPX operational staff to ensure efficient and effective dispensing and shipping operations.

  • Provides oversight and support for cost-effective service delivery, consistently meeting customer expectations related to service, clinical effectiveness, and quality & safety.

  • Strategize on business/market growth, potential clients, service development, and payor/PBM and manufacturer contracting strategies. Ensures MedStar SPX business plan is aligned with Pharmacy Services and MedStar Health organizational strategic priorities. Partner effectively with MedStar stakeholders including Managed Care to implement MedStar SPX strategies.

  • Supports efforts to maximize specialty prescription capture by: a) establishing open, effective communication with MedStar specialty providers and MedStar SPX staff; b) ensuring development of effective care plans; c) reducing the administrative burden on specialty providers associated with prescribing specialty medications, and; d) continuously focusing MedStar SPX management on patient medication access and affordability services.

  • Ensures all MedStar SPX policies, procedures, and workflows meet regulatory requirements of Boards of Pharmacy, DEA, 340B. Earn and maintain specialty pharmacy accreditations.

  • Provides direct supervision for MedStar SPX programmatic and clinical team members, including management staff and specialty pharmacists. Hold responsibility for hiring, training, developing, coaching, evaluating, and retaining associates.

  • Performs rigorous oversight of contracted personnel. Actively manage contract terms, deliverables, and performance toward MedStar SPX objectives.

  • Serves as member of MedStar Pharmacy leadership team. Contribute to departmental oversight and strategy.

  • Identifies and executes continuous Performance Improvement activities, suggesting changes to policies and procedures and services as needed. Develop and maintain efficient workflows within MedStar SPX, across MedStar systems, and with contract partners.

  • Participates in meetings and on committees and represents the department and business unit in community outreach efforts.

  • Participates in multidisciplinary quality and service improvement teams and maintains effective working relationships with other departments.

  • Performs other duties as assigned.

The Pharmacy Technician Il will assist with drug preparation and dispensing under the direct supervision of a Pharmacist and in accordance with state pharmacy regulations. Performs at least one higher level pharmacy technician responsibility in addition to filling prescriptions, such as Control Room, MTS (prepack machines), inventory control (purchasing), data entry, IVs, servicing facility-based medication dispensing machines). Essential Functions: * Fills prescription items, as permitted by the State Board of Pharmacy, packaging medications for dispensing and for delivery, meeting the accuracy and productivity standards of the pharmacy. * Labels products appropriately, including cautionary or auxiliary labels. * Participates in the periodic inventory of the pharmacy. * May check in drugs and supplies, stock shelves and remove out-of-date items from the inventory. * Prepares medications including emulsions, liquids, powders and ointments, which may include non-sterile compounding. * Communicates with internal and external customers in a pleasant and professional manner. * May process returned medications from the facility for credit or destruction. * Assists in the training of new employees. * Also performs at least one of the following: * Works in the Controlled Drugs (Narcotics) Room. * Works with automated machine to prepack drugs. * Manages inventory functions such as monitoring pharmaceutical levels and identify expired medications, managing to the pharmacy standard for Days on Hand. * Inputs patient data and medication orders into a computer system to produce labels (data entry). * Mixes/packages IV medications, sanitizes IV room, equipment and hood. * Services facility-based medication dispensing machines (e.g., RxNow). * Performs other tasks as assigned. * Conducts job responsibilities in accordance with the standards set out in the Company's Code of Business Conduct and Ethics, its policies and procedures, the Corporate Compliance Agreement, applicable federal and state laws, and applicable professional standards. * To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
