JOB POSITION: DIRECTOR OF SPECIAL EDUCATION

MINIMUM QUALIFICATIONS:

1.A Master's degree.

2.A valid New Mexico administrative license as required by the State of New Mexico.

3.Three years teaching experience in a least one area of special education.

4.Three years of experience as an administrator.

5.Knowledge of New Mexico Standards for Special Education.

6.Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

7.Experience in developing and implementing individualized education for individuals with disabilities and superior abilities.

8.Commitment to involve parents and school community members in the educational planning process.

9.Commitment to maintain regulatory compliance both state and federal as it relates to due process issues and articulated service delivery plans and procedures.

SUPERVISOR: Superintendent

SUPERVISES: All Special Education Employees

JOB GOAL: To assume responsibility for planning, development, coordination, and management of all special education programs, services, budgets and personnel and shall ensure compliance with state and federal regulations governing the delivery of services to students with disabilities. Also, to develop and coordinate Medicaid in the schools funding program, coordinate and/or supervise all billing related to provision of these services. Supervise related services personnel responsible for provision of services to students who are Medicaid eligible.

  1. Meets professional requirements and responsibilities.

  2. Complies with all Board policies and administrative regulations.

  3. Works cooperatively with building administration and staff in planning, implementing and managing programs and services for special needs students.

  4. Ensures that all students with special needs are provided a free and appropriate public education through the provision of instructional programs, and related services.

  5. Assists the Director of Human Resources in the recruitment, and employment of properly licensed personnel as required to provide services to students with disabilities consistent with their IEP's. 15. Conduct on-going assessment to identify needs within the District for use in planning of budgets and programs.

  6. Assists the Director of Finance in planning, development, and management of operational budgets.

  7. Conducts the application process required for receipt of funds under federal grant projects.

  8. Develop local policies and procedures to ensure compliance with state and federal regulations.

  9. Develop policies and procedures to govern the delivery of special education and related services, including staff assignments.

  10. Develop policies and procedures to govern the evaluation of students referred for special education services, including staffing patterns and organizational structure.

  11. Coordinates the delivery of homebound services when recommended through the IEP process.

  12. Coordinates the long range planning process to meet the needs of students with the cooperation of staff, parents, and community.


ADDITIONAL JOB FUNCTIONS:



  1. Cooperates with the transportation department in planning and delivery of services to students whose IEP's require transportation.

  2. Approves all travel and absences of Special Education staff.

  3. Responsible for cycle of supervision on all related services staff (SLP's, O.T., P.T., interpreters).

  4. Establish and maintain ongoing communication with the administration and regular/special education staff.

  5. Attends required meetings and functions, both state and local.

  6. Other tasks as may be deemed appropriate and necessary by the Superintendents and/or Assistant Superintendents.

  7. Serves as District 504 Chairperson.

A. WORKING POSITIONS, POSTURES AND SKILLS

1.Sitting, standing, and walking are occasional but necessary conditions of employment as needed to perform work at work stations and moving within and among work sites.

2.Bend/squat/stoop/twisting of torso are occasional but necessary conditions of employment as needed to perform work tasks and reach work tools.

3.Reach out and up is an occasional but necessary condition of employment as needed to use equipment and technology.

4.Grasping, manipulating, and other motor skills are continuous but necessary conditions of employment as needed to use equipment and technology.

5.Head, neck movement and small muscle flexibility are continuous and necessary conditions of employment as needed to do written work and handle technology.

6.Vision and speech are continuous and necessary conditions of employment as needed to read and communicate information and ideas.

7.Quick reaction and response are occasional but necessary conditions of employment as needed to respond to emergencies and multiple tasks.

8.Use of hands and fingers is frequently required to operate keyboards, mouse, telephones and other technology.

9.Stand, sit, and reach with hands and arms frequently.



  1. Lift and/or move up to 10 pounds occasionally to use manuals and equipment.

  2. Read, interpret, speak, and write in an appropriate manner to frequently prepare, understand, and give information to administration, staff and the public.

  3. Ability to calculate figures and reason on a frequent basis in determining program needs and solving problems.


B. EFFORT AND EXERTION

1.Lifting, carrying, pushing and pulling up to 25 pounds occasionally as needed to move light furniture and equipment.

2.Stamina and endurance continuously as needed to work an eight hour day or longer.

C. WORK AND ENVIRONMENTAL CONDITIONS

1.Must be able to work within various degrees of noise, temperature, and air quality as an essential and frequent condition of employment.

2.Must be able to be flexible and patient to work with frequent interruptions as an essential and frequent condition of employment.

3.Must be able to interact with the public and staff in a tactful and cooperative manner as an essential and continuous requirement of employment.

4.Must be able to work extended work hours and travel as an essential and occasional condition of employment.
