JOB DESCRIPTION
Develops and implements district policies and procedures for screening, referral, evaluation, placement, services, and legal processes for students with disabilities, ages three through twenty-one
Directs the implementation of all special education services and related services for students in accordance with ADE, IDEA, ESEA, Section 504 of the Rehabilitation Act, FERPA, Arizona State Statutes, Rules and Regulations, and judicial decisions
Directs the planning and implementation of the preschool (ages 3-5) screening, evaluation, and services
Coordinates Homebound and Home Instruction Programs
Develops/revises forms and maintains mandated documentation, submits required reports to the Arizona Department of Education, district administration, and Governing Board
Represents or designates a designee of the district in special education due process hearings in conjunction with legal counsel
Supervises and evaluates, in cooperation with district and campus administrators, the instructional competencies of all special education staff members
Plans and provides in-service training and professional development opportunities to staff and administrators pertaining to the field of special education, holds department meetings as necessary
Provides input, presents, and manages the special services M&O budget and federal funds budget with the Director of Business Services, requisitions instructional aides, supplies and capital outlay as needed for implementation of programs
Develops specifications and recommends services for bid contracts, including their reviewal and acceptance
Consults with Transportation Department in the management of students with disabilities on district transportation
QUALIFICATIONS AND REQUIREMENTS
Must hold valid ADE certificate including SPED certifications and/or endorsements
Master's Degree preferred
Five years experience providing/teaching SPED services
Expertise in administering disability laws and regulations
Ability to effectively present information and respond to questions from groups of employees and supervisors
Strong interpersonal communication skills
No convictions for felonies or crimes against children
