Description
TITLE: Director of Social Work & Community Services

STATUS: Full-Time, Exempt

SCHEDULE: Hybrid (mostly on-site); Monday
Friday, 8:30 am
5:30 pm
WAGE RANGE: $170,000 - $180,000 /year
SUMMARY
Under the general direction of the Chief Operating Officer, the Director of Social Work and Community Services ("Director") performs a variety of tasks related to leading the work of the Community Services Department. The Department currently includes: Social Work Unit, the Tenderloin After School Program (TASP), Food & Nutrition, and Quality Assurance (data, reporting, and impact analysis). The units may change from time-to-time to meet the needs of the residents, the organization, partners, funders, and other stakeholders.
The Director supervises the management staff of each of these components; oversees the high-quality delivery of all resident and community services; works in partnership with the Directors of other TNDC departments and participates on the All-Leadership Team. The Director designs new and expanded programs in alignment with TNDC's Theory of Change and creates strategies for ongoing excellence. The Director partners to raise funds to support the department's work and is the key point of contact for its city contracts. The Director provides information and analysis to the Board of Directors and its Committees as requested.
ESSENTIAL DUTIES
Leadership and management
Meets with and reports to the Chief Operating Officer. Meets with the Community Services Board Committee and, on occasion, with the full Board of Directors to review social work and community services activities and other general issues related to the strategic direction and impacts of services and programs.
Leads the Social Work and Community Services Management Team. Supervises the 3 Supportive Services Managers, the Tenderloin After School Program (TASP) Manager, and the Community Impact and Analyst Manager .
Fosters a culture of transparency, collaboration, and cooperation. Ensures a safe and healthy work environment that values the contributions of staff and other partners.
Works closely with the Directors of Property Management, Housing Development, and Finance to manage jointly TNDC's provision of affordable housing and on-site services. Together, the Directors coordinate development activities, integrate financial and operational elements into development projects, make operational decisions and elevate strategic decisions to Executive leadership.
Participates on the All-Leadership Team and other organization-wide or cross-departmental teams as requested. Collaborates actively and effectively across departments. Pays particular attention to collaboration with Property Management to ensure a cohesive TNDC approach to excellence in all aspects of the operations of properties.
Partners with Fund Development, Associate Director of Accounting
Program development and evaluation
Ensures that policies and procedures are current and regularly updated. Pays particular attention to the Support Services Policy Manual and the Service Integration Manual (SIM). Ensures that staff are aware of policies and procedures and regularly trained in their effective application.
Develops new programs and ensures that new and existing programs are achieving intended impacts and aligned with best practices and TNDC's Theory of Change. Assesses effectiveness of programs and suggests improvements as needed.
Ensures that all staff are appropriately trained in all required data collection platforms and that data is analyzed and delivered to Executive management, the Board of Directors, funders, and other stakeholders
Ensures compliance with all mandatory-reporting requirements: Adult Protective Service and Child Protective Service.
Partnerships and Representation
Serves as TNDC representative with partners, elected officials, funders, and others.
Works closely with the San Francisco Department of Homelessness and Supportive Housing, the Human Service Agency, and other departments and advisory groups relevant to Affordable and Permanent Supportive Housing in San Francisco.
Monitors contract budgets and ensures contract obligations are met. Ensures that required data is entered appropriately and reports are delivered complete and timely.

Qualifications

Ability to strategize and articulate approaches around the challenge of serving a population with high levels of acute physical, mental, and behavioral health needs.
Well-developed oral, written, and public speaking skills.
Capacity to use good judgement, particularly in crisis or high risk/high pressure situations.
MINIMUM QUALIFICATIONS
A Master's Degree in Social Work, Public Health, or a closely related field.
Holds a Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (MFT), Licensed Professional Clinical Counselor (LPCC), or equivalent professional license.
Eight years' experience in resident, social work, and /or community services working with people with low-incomes and people of color.
Eight years' experience working in an inner-city environment.
Two years' experience managing a department, division, or equivalent.
Five years' supervisory experience.
PREFERRED QUALIFICATIONS
Master's degree in Social Work.
Ten years' experience in tenant and/or community services working with people with low-incomes and people of color.
Experience working in a permanent supportive housing setting.
Bi-lingual in Spanish, Cantonese, Tagalog, Vietnamese, Russian, or Arabic.
