MINIMUM QUALIFICATIONS:

  • Minimum of five years of leadership experience in behavioral health care clinical operations or health care business management.

  • Minimum Bachelor's degree in Social Work, Counseling, Psychology, or similar human services field of study.

  • CADC-II required.

  • Must meet CCC privileging requirements as required by

  • Demonstrate deep knowledge of co-occurring disorders and experience with care models related to parenting and children.

  • Knowledge of systems and curriculum that interplay with the care model, such as DHS, parole and probation, nurturing parenting, day care systems, SNAP benefits, etc.

  • Demonstrate business acumen, ability to define healthcare business practices, and skills in project management, facilitation, process improvement, and budget development.

  • Must pass a pre-employment drug screen, TB test, and background check. This includes clearance by the DHS Background Check Unit.

  • Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Ace of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.

  • Physical ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects.

  • Have or able to obtain CPR Certification prior to start date.

  • Must adhere to agency's non-discrimination policies.

  • The OAR prohibits SUDS program staff from having within the previous 3 years a DUI conviction or diversion, a felony conviction, or a conviction under the Uniform Controlled Substances Act.

  • Ability to effectively interact with co-workers and clients with diverse ethnic CPRs, religious views, political affiliation, cultural backgrounds, lifestyles and sexual orientations and treat everyone with respect and dignity.

ESSENTIAL DUTIES AND RESPONSIBILITIES (GENERAL):

  • Works as part of the BH leadership team to oversee the long-term health, quality, effectiveness, and strength of the health system.

  • Collaborate with other leaders to create a seamless client experience with other service lines.

  • Participate in committees and build relationships with partners to improve system of care and address gaps in services (ex. OHA, CCO, county partners, etc.)

  • Develop and maintain strong relationships external to the organization with funders, peers, and other industry partners as appropriate to best serve the needs of the organization.

ESSENTIAL DUTIES AND RESPONSIBILITIES (PROGRAMMATIC/CLINICAL LEADERSHIP):

  • Oversee and support Supervisors with hiring, performance management, and staff engagement.

  • With support from Human Resources, respond to represented employee issues in a manner which meets union requirements.

  • Engage in regular rounds and ensure that client input is being gathered and incorporated into service design.

  • Conduct Supervision and ensure that Managers and Supervisors are holding teams accountable to clinical standards and regulations.

  • Collaborate with other members of the BH leadership team to achieve excellence in programming, with a specific emphasis by the Director of Residential Operations in ensuring operational workflow, financial sustainability, and compliance with program designs of services. This collaboration includes but is not limited to:

  • Developing and sustaining innovative, trauma-informed clinical programming.

  • Fostering a culture of healing, learning and recovery within Residential Services through intentional activities for both staff and patients.

  • Overseeing educational programming and working directly with educational partners to ensure sustainable funding or other types of support for educational activities.

  • Work with behavioral health leaders to ensure that all behavioral health patients receive prompt treatment with appropriate evaluation, diagnosis, and treatment, in accordance with DSM/ASAM and OAR, and that care is appropriately documented.

  • Create and implement professional development opportunities for staff at supervised programs, particularly those staff whose backgrounds reflect the populations that we directly serve.

  • Develop trainings on clinical best practices and standards.

  • Develop program culture, lead team retreats, and role model CCC values for staff.

  • Align program mission, vision, and values with CCC's mission, vision, and values.

  • Regularly facilitate all staff meetings and retreats and attend staff huddles and group supervision to observe team dynamics and staff engagement.

  • Maintain familiarity with OARs and other regulatory requirements and oversee regulatory compliance reviews.

  • Collaborate with internal partners (i.e., HR, IT, Property Management, etc.) to get program needs met.

  • Manage and/or delegate shared resources and assets (i.e., space, Counselor of the Day, on-call staff, security, fleet, etc.)

  • Manage and delegate tasks to administrative staff.

ESSENTIAL DUTIES (FINANCIAL OVERSIGHT):

  • Create program budgets and review with Senior Director

  • Monitor budget and revenue and investigate and resolve discrepancies.

  • Evaluate program performance against KPIs and create OpEx reports.

  • Collaborate with Billing and Accounting to develop systematic reports and processes to detect and respond to variances in expenses and revenues in a timely manner.

  • Identify and pursue new funding opportunities.

  • Regularly reviews financial results with direct reports in team setting to facilitate collaborative understanding and problem-solving of financial issues.

  • Ensures that financial results meet or exceed adopted budgets; recommends and executes plans to improve financial performance as needed.

  • Develop and negotiate new grants and contracts.

  • Lead annual planning and goal setting in partnership with Senior Director and align program initiatives to CCC's strategic plan.

  • Ensure programs are achieving grant and contractual outcomes.

ESSENTIAL DUTIES (OPERATIONAL EXCELLENCE):

  • In partnership with the Associate Medical Director, ensures that program services and operations are practiced according to the highest professional and ethical standards.

  • In partnership with the Associate Medical Director, develop strategic, measurable outcomes and in-process goals for all dimensions Residential Services to lead clinical, operational, and financial excellence. Goal domains include growth, financial sustainability, clinical quality, staff engagement, access, and patient-centeredness.

  • In partnership with the Associate Medical Director, oversee the design and implementation of systematic and rigorous processes for all services to support the attainment of clinic goals in the domains noted above.

  • Ensures that program services and operations are practiced according to the highest professional and ethical standards

  • Regularly review audit reports, client surveys, incident reports, and grievances to ensure issues are being addressed.

  • Assess services to ensure they are meeting community needs and addressing gaps in services.

  • Serve as the Business Lead for quality improvement and service design projects within the BH Service Line

  • Create action plans to address program performance issues.

  • Oversee the design and implementation of systematic and rigorous processes for all services to support the attainment of clinic goals in the domains noted above.

  • Collaborate with peers in other practices to learn, borrow and share best practices in standard work in the domains noted above.

  • Develop and maintain systems to ensure compliance with regulations, licensures, credentials and contractual stipulations.

  • Actively participate in leadership forums and represent program needs.

  • Evaluate and recommend new business opportunities & client services.

  • Collaborate with OII to create new tools and workflows for tracking data and reporting.

  • Provide content expertise and collaborate with Public Affairs to inform policies.

  • Create change management plans to mitigate impact to staff and clients, and ensure programs are adopting new tools, workflows, and policies.

  • Create new and maintain transactional partnerships to improve care delivery and client access.

  • Ensure that CCC policies, procedures and expected practices are implemented, maintained and followed.

  • Ensure clinical privileging requirements are met for all direct reports pursuant to CCC's Privileging Policy.

LEADERSHIP COLLABORATION:

  • Partner and collaborate with the other Residential/Inpatient Directors to:

  • Identify ways to improve operations and clinical quality of their programs.

  • Be the primary backfill for each other and cross-train in each other's programs.

  • Identify ways to improve service line integration to promote client access and experience (ex. housing, client access, primary care)

  • Work collaboratively on system improvement opportunities and external engagement obligations.

  • Collaborate on identifying health disparities and improving health equity.

  • Consult on critical clinical issues and care planning.

  • Consult on HR and personnel issues.

  • Work together to standardize clinical and business operations between programs, such as:

  • Operational/Clinical/Site model, policies & protocol

  • Productivity expectations

  • Curriculum and client materials

  • EPIC workflows and documentation

  • Inclement weather and downtime procedures

  • Approval process for professional development conferences and CEU opportunities

  • Standardized approval process for PTO, absences, and tardies.

  • Standards for clinical supervision and internal trainings in partnership with BHTA

  • Employee work schedules, remote work, and scheduling procedures

  • Administrative templates (OpEx templates, contract facesheets, etc.)

  • Exclusion and behavioral agreement process and intervention plans

  • Safety procedures and policies

  • Develop and Collaborate on Shared Resources:

  • Shared staffing pools (ex. on-call, prescribers, 24/7 coverage)

  • Staff training materials and plans.

  • Employee engagement strategies & team building.

DESCRIPTION OF OTHER DUTIES:

  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EHR access. This includes immediate reporting of any PHI breach of CCC or outside provider health records to the CCC Legal and Quality departments, as well as to the program administrator.

  • Perform other duties as assigned.

  • Knowledge, training, skills, and experience in providing and supervising services in a highly diverse work environment to a highly diverse and mostly homeless population.

  • Demonstrated ability to understand and compose complex oral and written communications including contracts, laws, rules, grants, policies, and procedures.

  • Knowledge of budgeting practices and procedures.

  • Ability to manage time and meet deadlines.

  • Demonstrated ability to effectively supervise health providers and other staff.

  • Demonstrated ability to design, implement, develop, and manage an integrated clinical care model.

  • Ability to conduct job responsibilities independently as well as in a highly collaborative management model.

  • Ability to conduct job responsibilities in a constantly changing financial, regulatory and service environment.

  • Detail-oriented, with ability to maintain accurate records and necessary paperwork.

  • Knowledge of de-escalation methods or ability to be trained in de-escalation methods.

  • Ability to effectively communicate, establish, and maintain good working relationships with patients, co-workers, corrections personnel, police, merchants, the public at large and supervisor.

  • Excellent computer skills and high proficiency in Microsoft Office Suite.

  • Sound decision-making skills and professional judgment, including ability to handle sensitive and confidential information on a daily and ongoing basis.

  • Ability to manage time and meet deadlines.

  • Ability to maintain accurate records and necessary paperwork.

  • Ability to maintain highest standards of confidentiality about patient/client information as well as operational and clinical information.

  • Ability to learn and apply training instruction.

  • Experience with office machines (fax, photocopier, phone systems) required.

  • Ability to work in busy healthcare environment setting where people exhibit behavioral challenges and may be hostile. Ability to appropriately de-escalate and model de-escalation skills for others.
