Department Summary Capital Programs is responsible for the conceptualization, planning, design and construction of capital improvement projects for the UCLA campus. In addition to managing projects, Capital Programs staff develop financial strategies, undertake architectural design, conduct building department review of plans and specifications, carry out environmental reviews, and prepare and negotiate construction contracts and agreements, coordinate staging plans, and serve as a repository for project records and as-built plans.Capital Programs is organized into two main operating departments, Capital Planning and Finance and Design and Construction, and an Administrative Services unit.

Capital Programs exercises responsibility over a major capital improvement project building program that exceeds $2 billion in the value of projects in design or under construction. and is among the largest in the nation. Position Summary Responsibilities Manage project expenditures to ensure that campus capital projects are completed within the limits of the approved budget. Prepare and manage the overall capital project budget including construction budget, and soft costs (including but not limited to: external and internal fees, special items and contingency). Responsible for anticipating and timely reporting conditions that may result in budget problems and/or project schedule delays.

Understand the fund management and reporting requirements of multiple fund sources including Federal (FEMA) funds, State funds, donor funds, external borrowing and internal campus funds, and to maintain the project records necessary to meet these requirements. This requires the incumbent to have highly developed skills in budgeting, financial projection and reporting. Manage project teams composed of campus users, representatives of other campus support organizations (Facilities Management, Telecommunications, Health and Safety, etc.) design and construction professionals, and other consultants responsible for the design and construction of large complex projects on the campus which at times may have a combined project budget of $300 to $500 million at one time.

This requires the incumbent to assume a broad range of responsibilities in the overall administration of projects, take a leadership role in guiding staff with critical decisions and to demonstrate the ability to motivate and evaluate the performance of both the internal and consulting professional staff under his/her supervision. Manage the procurement of services from outside firms to ensure that the most qualified consultants are selected for each project, and that the scope of service is clearly identified and fees negotiated fairly. Develop a working knowledge and understanding of University standard agreements as well as of University policy and other funding agencies requirements regarding the selection and retention of outside consultants.

Manage the procurement of construction contracts, including monitoring the quality of the construction documents and oversight of contractor performance to avert schedule delays and costly construction claims. Develop a working knowledge and understanding of University construction contracts as well as of University policy and other funding agencies requirements regarding bidding and construction contracting. Coordinate communication with clients, staff, the larger campus community and the external community.

This requires the incumbent to be politically sensitive to the needs of various constituents while ensuring that overall project objectives are met. Salary & Compensation UCLA provides a full pay range. Actual salary offers consider factors, including budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.

Qualifications 20-25 years Demonstrated professional experience including direct responsibility managing a professional services staff (Required) Bachelor's degree and twenty to twenty-five years of demonstrated professional experience including direct responsibility managing a professional services staff (Required)Extensive experience with large scale multi-phase projects from concept through construction and knowledge of federal, state and local codes pertaining to design and construction, construction principles and regulations (Required)Ability to read and comprehend legal and technical documents and draft legal documents for review by counsel and proven skill in writing concise, logical and grammatically correct reports and in making effective oral presentation (Required)Ability to prepare program descriptions, agreements, budgets and schedules and possess computer skills specifically relating to management of project budgets and schedules (Required)Ability to understand the requirement of funding agencies such as FEMA and the State of California, and to apply appropriate monitoring and reporting standards to ensure reimbursement (Required)Proven ability to establish and maintain effective and diplomatic relations with widely diverse groups such as staff members, colleagues, clients, design professionals and other professional consultants, code enforcement agencies, contractors, and high-level officials, on a variety of complex technical issues and administrative tasks (Required)Ability to avoid or resolve construction damage claims from contracted entities and ability to apply applicable law, UC Policy and campus policy to the execution of major capital improvement projects (Required)Ability to prioritize work by making critical and informed judgments and ability to work cooperatively with others in a non-hierarchical, team-oriented organization and organize, facilitate and expedite the work of others (Required)Ability to engage in strategic planning regarding project management personnel assignments and the effective use of Capital Programs manpower. (Required)Strong leadership to guide staff with critical decisions and ability to motivate, train and mentor staff for growth and retention (Required)Ability to assist project managers individually in developing a strategic plan to accomplish the assigned project goals regarding schedule, budget and client relationships and establish milestone expectations for each project phase and review on a regular basis with the assigned project manager (Required)Ability to Balance administrative support personnel assignments to ensure that project managers have adequate administrative support and monitor quality and focus of administrative support (Required) Education, Licenses, Certifications & Personal Affiliations Bachelor's Degree in Architecture, Engineering, or equivalent combination of education and experience.
