Youth Progress has an exciting opportunity for a seasoned, collaborative, and exceptional Director of Programs to join our team. This is an extraordinary opportunity for a seasoned leader with team management experience to help us take Youth Progress to the next level. The Director of Programs will have overall strategic and operational responsibility for all program areas, with a program budget of approximately $4 million and a staff of 40 employees, plus 40 Proctor-Foster Parents.
The person in this position is accountable for administering high-quality programs and services to young people in the juvenile justice and child welfare systems, including Proctor-Foster Home placements and associated programs as well as 1 Residential program and our Alternative Education Program. The person in this position will lead programs in close partnership with the Executive Director, the Executive leadership team, and work collaboratively to further develop programs and lead a high-performance management team.

I) Essential Duties and Responsibilities
Program Leadership & Management:
Attract, develop, coach, and retain a high-performing team of managers and staff, empowering team members to operate with programmatic and operational excellence
Enhance existing and develop when needed additional systems, processes, and practices to ensure consistent, high-quality project, program, and personnel management
Provide leadership and development of inter-team communication and cohesiveness, enhancing culture and supporting team members
Mentors, coaches and support managers.
Creates and maintains linkages across programs and builds community and a strong culture among staff and foster parents.
Instill a sense of accountability and ownership among team members by modeling close oversight of individual and organizational performance standards
Prepare program and department reports and other required documentation
Direct and oversee all program and administrative aspects of Youth Progress' government-funded programs, and any applicable grant-funded programs
Implement and maintain systems of clear expectations and accountability for direct and indirect reports and team members across the organization
Maintain responsibility for financial performance by working closely with the Senior Director of Finance & Administration and Executive Director to forecast, prepare and manage the department's revenues and expenses
Ensure revenue targets are being met or exceeded through maintaining a target number of placements, and stability of young people in Youth Progress placements and programs
Ensure compliance with contracting, licensing, and reporting for all programs, in partnership with the Director of Quality Assurance
Works closely with the Executive Director to ensure accountability for the placement, services, supervision, and safety of young people in the care and custody of the Oregon Youth Authority and the Oregon Department of Human Services within our Child Caring Agency 24/7/365.
Program Development, Design, and Evaluation (in coordination with the Director of Quality Assurance)
Implement and maintain strategies designed to improve, enhance, and strengthen programs and foster organizational stability and growth
Participate in the enhancement of existing and development of additional objective performance measurements within and across programs to ensure consistent, high-quality evaluation and goal setting for employees and programs, including program-level and client-level data and dashboards
Direct program analysis, data collection, and evaluation
Organizational Excellence and Effectiveness:
Play a significant role in long-term planning and leadership role in the day-to-day execution
Ensure compliance with state licensing standards by tracking, improving, and making more efficient the systems and policies which are subject to audits
Ensure that the company runs with legality and conformity to established regulations
Evaluate overall performance by gathering, analyzing and interpreting data and metrics
External Relationships (in close coordination with the Executive Director)
Cultivate relationships with funder and ensure strong and consistent communication
Oversee relationships with partner organizations involved in ensuring high-quality services to our youth
Represent Youth Progress at relevant external meetings
Ensure effective use of channels for targeted marketing and outreach to build out a more robust pool of Proctor parents
II) Position Requirements
5 or more years of progressive administrative, management and supervisory experience in a social service environment required.
Master of Social Work or a related field preferred
Ability to meet BRS Program Director Designation:
A bachelor's degree from an accredited college or university, preferably with major study in psychology, sociology, social work, social sciences, or a closely allied field.
Two years of experience in the supervision and management of a residential facility or a program using a proctor care model for the care and treatment of children; or similar experience allowing for an exception to be granted
Experience providing services to young people involved in the juvenile justice and foster care systems required.
Expertise in trauma-informed care and understanding the impacts of trauma on system-involved youth.
Experience in planning, managing and evaluating the delivery of services and design of programs within a social service organization.

Physical Demands and Work Environment:
On-Call: Yes, participates in an on-call rotation
Hours: Typically 8a-5p, M-F. Some evenings and weekends as needed.
Day to day: No two days are exactly alike and there is a great opportunity to build upon our current systems and processes to ensure efficiency and effectiveness in the role.
