The Director of Programming is a key member of Caswell Developmental Center's Leadership Team. This position is assigned lead responsibility for the planning, provision and integration of developmental treatment programming, education, medical care, and support services to ensure a level of quality care for the residents who reside at the facility; conforming with the requirements of Federal regulations, State statutes, departmental policies and various licensing and certification agencies, boards and groups. As the Director of Programming this position serves as the second-in command of the facility's overall operations and is designated Chief Executive for the facility during the Center Director's absence. This position reports to the Center Director and works Monday through Friday and off hours as needed during times of emergency and adverse weather. The Director of Programming has 24-hour accountability for the Departments under its supervision. This position provides management oversight of the Center's Residential Services, Professional Services, Education/Vocational Services and Psychology Services to ensure implementation of services and supports. This is a Mandatory position and is designated as essential for adverse weather and emergency events. Job responsibilities include the following:
Assists the Center Director in the day to day tasks associated with the management of facility operations, internal and external to the Program Services Component
Assures coordination of services with local program delivery systems within the geographic region. This includes, but is not limited to, involvement in matters pertaining to general budget planning and management, the maintenance of the facility, the allocation and utilization of personnel, and the provision of on-site and outreach services
Works closely with the Human Resources Director and staff to address personnel needs of the facility, establish priorities for salary plans, organizational changes, management/employee actions and other relevant matters
Participates in reassessment and reallocation of staff as facility needs change on a short and long-term basis
Serves as a resource to the Facility Director and other members of the Leadership Team on policy and procedural issues related to the implementation of habilitation services and concerning the standards which guide service provision, as well as in more global matters affecting facility-wide operations
Work Location: Administration
Work Hours: Monday-Friday, 8:00a.m.-5:00p.m. (Schedule may vary depending on the needs of the facility; after hours may be required.)

Qualified candidates must document on the application that they clearly possess all the following:
Demonstrated managerial experience with residential/institutional facility management, budgetary and financial planning, developmental disabilities programs and services, compliance and regulations, personnel policies and management principals
Extensive knowledge of population service needs and standards for service delivery
Ability to direct the establishment of facility goals and priorities and to determine appropriate allocation of resources
Skill in establishing and maintaining successful working relationships with consumers, families, advocates, stakeholders, community leaders, and other agencies serving people with developmental disabilities.
Management Preferences:
Demonstrated leadership in a high level professional role, at a state or similar facility that abides by Intermediate Care Facility (ICF) regulations
Demonstrated ability to plan, organize, and execute the provision of individual services across the total habilitation services network and directly participated in the development and implementation of the interdisciplinary and person-centered planning processes through the development of training manuals, policies and procedures
Knowledge of rules and directives of the governing body, i.e. Department of Health and Human Services (DHHS) and Division of State Operated Healthcare Facilities (DSOHF), the standards/regulations of various regulatory agencies, i.e. Centers for Medicare & Medicaid Services (CMS) and Center policy and procedures to include Incident Command principles
Experience in management and supervision of professional staff and programs
Demonstrated ability is essential in establishing and conducting effective working relationships.
Physical Requirements:
Ability to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
Ability to stoop, kneel, crouch reach, stand, walk, push, pull, lift, finger, grasp, feel, talk and hear.
Ability to perform repetitive motions, visual acuity, inside and outside activities.

Master's degree in human services field from an appropriately accredited institution and four years of administrative, supervisory or professional level treatment programming experience with the population at the facility being served, one year of which must have been in a residential program;
Bachelor's degree in a human services field from an appropriately accredited institution and five years of the above experience requirements, one year of which must have been in a residential program; or an equivalent combination of education and experience;
A clinical practitioner in one of the disciplines supervised will be acceptable (substituted for human services degree) if the candidate has had significant experience in a residential program in a setting serving people with intellectual/developmental disabilities or neuro-cognitive impairments.
