Major Responsibilities

Develop Procurement Strategy for the UW System:

oGrow Strategic Sourcing and Category management.

Using spend data, identify and recommend opportunities for cost savings and cost avoidance.

Improve methods for tracking cost savings and avoidance across the system.

Work with DOA and UW Institutions to ensure strategic contracts are in place and avoid overlap of contracts.

oDevelop strategies to address federal and state programs including Minority Business Enterprise, Sheltered workshops, Disabled Veteran Enterprises, American Made Legislation

Plan and manage Procurement office operations.

oEstablish goals with the AVP and develop plans to implement.

oDevelop a Vendor Management program in partnership with UW institutions and University Shared Services.

oDevelop timelines to address major contract requests, renew existing contracts and in addition to new contracts identified using spend data.

oIdentify key contract administration KPIs for critical contracts and implement.

oDevelop staff through formal and informal training, including membership in professional organizations (ISM, NAEP, ICM, NACAS, etc.)

oEstablish goals and metrics to measure quality and productivity of work.

oPromote customer service and responsiveness to the needs of UW System institutions and establish related performance measures.

oCommunicate effectively with a range of stakeholders in UW System Administration, UW Shared Services, UW Institutions, Suppliers, and other external entities.

Source goods and services within the State of Wisconsin purchasing policies, procedures and delegation agreement and the Board of Regents procurement policies.

oReview and approve UW Institution requests for delegation. Modify delegation and assume the purchasing and contract signature authority when appropriate.

oTrain and support of UW System Institution Purchasing staff.

oProvide assistance to UW System Institutions in navigating the States purchasing framework working with the Wisconsin Department of Administrations State Bureau of Procurement to resolve issues.

oConduct management reviews of purchasing operations to ensure compliance with the States delegation agreement.

Procurement Liaison to the State of Wisconsin and other State Agencies

oWork with the State Bureau of Procurement to address statewide procurement issues.

oServe on the Interagency Purchasing Council on behalf of the UW System institutions, along with UW Madisons Purchasing Director.

oReview and comment on proposed State procurement policies and procedures.

oAdvocate for changes to streamline the purchasing process.

oParticipate in ad hoc state-wide purchasing or policy committees.

Increase business process improvement through purchasing technology and increase the spend data available to the university. Assist implementing Procurement Technology.

Provide purchasing support and guidance to the UW institution procurement professionals and University Shared Services in the procurement of complex goods and services including negotiations. This includes compliance in a complicated regulatory environment, establishing and maintaining appropriate internal controls, and directing periodic reviews.

Lead the development and implementation of purchasing policies and procedures, and associated training. Establish business process and procedures for purchasing within UW System Administration. Assist with Procurement legislation as needed.

Qualifications:
Minimum Qualifications

The following knowledge and skills are required for this position:

Bachelors Degree or equivalent experience is required.

Five years of leadership experience.

Five years of procurement experience.

Strong planning and organizational skills to prioritize multiple projects and shift work to meet the demands of critical deadlines.

Excellent written and verbal communication skills.

Proficiency in Microsoft Office.

Preferred Qualifications

A highly qualified candidate would have the following knowledge and skills:

Experience in Higher Education or public sector purchasing, or in an industry with federal funding such as Healthcare.

Demonstrated leadership, customer service, and problem-solving abilities.

Demonstrated experience with Procurement system use and implementation.

Five plus years of supervisory experience.

Experience establishing data-driven performance metrics and reporting.

VIEW JOBS 1/16/2019 12:00:00 AM 2019-04-16T00:00 <p>Blend's Director of Search Marketing role is perfect for a player/coach type who's excited by the terms canonical, exact match, schema, attribution models, ranking, robots.txt, long-tail, bounce rate, and audit. </p><p>We're looking for someone who enjoys <em>doing </em>the work, but has the experience to also <em>direct </em>the work, providing guidance and inspiration for future junior SEM practitioners, and taking the lead on analysis, tool and platform selection, research, and media strategies. This is a hands-on role, with management being inclusive of setting up campaigns, selecting attribution models, working with the content and design teams to get ads produced, managing keywords and bids, monitoring and optimizing campaign performance, analyzing and reporting on results, and providing proposals and recommendations to clients. </p><p><br></p><h3>What You’ll Do</h3><ul> <li>Help our clients be discovered, so they can reach their business goals. </li> <li>Create and communicate the agency's approach to targeting, segmentation, bids, etc.</li> <li>Conduct research and provide recommendations for new and niche platforms that may be appropriate for clients.</li> <li>Ensure that not only reporting gets done consistently and on time, but that it's accompanied by analysis and action plans so that agency staff and clients can make informed decisions about strategies, tactics, and ad spend. </li> <li>Prioritize, organize, and delegate so the right tasks get done at the right time. </li> <li>Create and manage a quality control system for SEM. </li> <li>Work with agency partners, account managers, and clients in developing a search strategy for each client. </li> <li>Manage ~$1-2 Million/year in Google AdWords accounts in multiple industries, including health services, travel, and others. </li> <li>Manage client campaigns in other platforms including AdRoll and Bing Ads and possibly some display platforms on occasion. </li> <li>Develop and maintain regular reporting structures or dashboards for search marketing analytics.</li> <li>Help accounts stay current with best practices for SEO.</li> <li>Help build the Search Marketing team over time, including participating in recruiting and interviewing. </li> </ul><h3>Platforms and Tools You'll Use a Lot</h3><ul> <li>Google Data Studio, Google Analytics, AdWords, Bing etc.</li> <li>Microsoft Excel</li> <li>Moz, SEMRush, and other SEO tools</li> <li>Social advertising platforms (e.g. PowerEditor) </li> <li>Optimization platforms</li> </ul><h3>About You</h3><ul> <li>SEM is your passion, and everyone around you knows it. You can have productive conversations with executives about performance and action plans. </li> <li>You obsess about detail. </li> <li>You don't just <em>dabble </em>in A/B testing; you're rigorous about it. </li> <li>You understand the pros, cons, and how-tos of bidding strategies, and are actually looking forward to the opportunity to chat about them during an interview. </li> <li>You think that Excel PivotTables, VLOOKUP, and nested functions are child's play. </li> <li>You not only care about attribution models, but can explain them in a way that others understand.
