POSITION TITLE: Director of Procurement and Materials Management REPORTS TO: Chief Financial Officer BEGINNING DATE: Open Until Filled

NATURE OF WORK:

Plan, develop, direct, and monitor the procurement and materials management processes and activities within Onslow County Schools to ensure proper policies and procedures are followed and competitive purchase practices are used. Work involves development and implementation of purchasing policies and internal operating procedures as well as administration of the procurement program in compliance with applicable federal, state, and local statutes and policies. Work will involve development and execution of complex procurement contracts. Work will involve the oversight of materials management (receiving, warehousing, distribution, inventory, and surplus property disposition), interoffice courier services, and other functions. Work is accomplished within the limitations of authority specified by statute and by Onslow County Schools' Policy to provide financially sound programs and services.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Thorough knowledge of state, federal, and local purchasing regulations governing the area of work.

  • Knowledge of applicable sources, prices, market factors, and product characteristics of commodities/contracts.

  • Working knowledge of applicable accounting/software systems.

  • Ability to continually seek and implement innovative approaches through a variety of strategies to streamline work processes and operations.

  • Ability to effectively lead and manage work activities and apply knowledge and expertise to achieve operational goals.

  • Ability to prepare, manage, and facilitate site-visits and pre-bid conferences.

  • Ability to participate in budgetary/financial planning and monitoring for program funding and control.

  • Ability to develop key business performance measures and create systems to track and communicate progress.

  • Ability to understand and implement professional relationships with internal and external customers that will ensure customer satisfaction in all phases of operation.

  • Ability to implement strategies for recruiting, selecting, developing, retaining, and utilizing staff with the required skills and aptitude to meet business needs.

  • Ability to effectively convey comprehensive program concepts and technical information both verbally and in writing to achieve the desired outcome when working with staff, management, clients, vendors, and the public.

  • Ability to identify and resolve organization-wide customer service issues.

EDUCATION AND TRAINING:

  • Bachelor's degree and two years related experience; or equivalent combination of training and experience.

  • NC school system or NC governmental purchasing experience is highly preferred.

  • CLGPO, CPPO, CPPB certification highly preferred.

  • Valid NC driver's license.

  • Satisfactorily complete required background checks.

TERM OF EMPLOYMENT: 12 months

SALARY: State Salary Schedule

FLSA Status: Exempt

PERFORMANCE RESPONSIBILITIES:

  • Oversee daily operation of the Purchasing Department and Distribution Center to include warehouse, courier service, surplus equipment, informal and formal bid processes, and procurement of equipment, materials, and services.

  • Approves purchase orders on a daily basis to ensure established purchasing procedures are followed.

  • Supervises warehouse and purchasing personnel.

  • Conducts pre-bid conferences and formal bid openings.

  • Ensures all federal Uniform Guidance, State Statutes, and local policies are adhered to for all procurement activities.

  • Performs assigned functions as a Disaster Ready Team member, if appointed.

PHYSICAL REQUIREMENTS:

  • Must be able to stand, sit, or walk for prolonged periods of time.

  • Ability to reach with hands and arms routinely.

  • Ability to bend, stoop, carry, push, or pull.

  • Ability to carry furniture such as tables and chairs, supplies and materials

  • Must be able to lift up to 15 pounds routinely and 30 pounds occasionally.

  • Must be able to visually and orally communicate with staff and students.

  • Must be able to drive to variety of locations.
